Article 10. On motion of Newell H. Morton it was voted that the sum of $3000.00, this being the town's share of the principal of the Middlesex County Tuberculosis Hospital Funding Loan, Acts of 1932 bonds maturing in 1940, be and the same is hereby appropriated, and that a further sum of $318.75 be and hereby is appropriated on account of interest and other charges on account thereof. That a fur- ther sum of $4,770.26 be and hereby is appropriated for the Town's share of the net cost of care, maintenance, and repairs of the Middle- sex County Hospital, including interest on Temporary Notes issued therefor, in accordance with sections of Chapter 111 of the General Laws applicable thereto, including Chapter 400, Section 25G (6) (a) of the Acts of 1936. Total $8,089.01.


Article 11. On motion of Newell H. Morton it was voted that, at the annual meeting to be held in March, 1941, and thereafter, the Tree Warden shall be elected for the term of three years instead of for the term of one year.


Article 12. On motion of Newell H. Morton it was voted that the sum of Three Hundred ($300) Dollars be raised and appropriated under authority of Chapter 115 of the Acts of 1939, for the purpose of pro- viding public entertainment at the time of the National Convention of the American Legion during the year 1940, such fund to be expended under the supervision of the Board of Selectmen.


Article 13. On motion of Newell H. Morton that the sum of Fourteen Thousand Five Hundred ($14,500) Dollars be and the same is raised and appropriated for the purchase of a ladder truck for the Fire Department, and the necessary equipment therefor, and for the purpose of raising said sum, Five Thousand ($5,000) Dollars thereof shall be in- cluded in the current year's tax levy, and the Town Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow for the above purposes the sum of Nine Thousand Five Hun-

dred ($9,500) Dollars and to issue therefor bonds or notes of the Town in accordance with the provisions of Chapter 44 of the General Laws and Acts amendatory thereof and in addition thereto so that the whole of the said loan shall be paid in not more than five years or at such earlier time as the Treasurer and the Board of Selectmen may determine and such bonds or notes shall be signed by the Treasurer and countersigned by the Selectmen.


This being a Bond Issue a two thirds vote is necessary.


238 voted "yes" and 140 voted "No". The motion was not car- ried.


Article 14. On motion of Newell H. Morton it was voted that the sum of thirty thousand dollars ($30,000.00) be raised and appropriated for W. P. A. expenses, including administrative, truck hire, equipment and materials and to meet said appropriation the Treasurer with the approval of the Selectmen be and hereby is authorized to borrow Thirty Thousand Dollars ($30,000.00) under authority of and in ac- cordance with Chapter 72 of the Acts of 1939, and to issue bonds or notes therefor, said bonds or notes to bear on their face the words, "Town of Reading, Municipal Relief Loan Act of 1939" and to be pay- able in accordance with Chapter 44 of the General Laws and said Chapter 72 of the Acts of 1939, so that the whole loan should be paid in not more than five years from the date of issue of the first bond or note, or at such earlier time as the Emergency Finance Board may determine.


Article 14. This being a Bond Issue, a two thirds vote is necessary 392 voted "Yes" and 1 voted "No". The motion was carried.


Article 15. On motion of Leon G. Bent it was voted to indefinitely postpone this article.


Newell H. Morton rose to a point of order and made a motion that the Town Meeting take a rising vote and observe one minute of silence in memory of former Town Clerk Millard F. Charles.


Article 16. On motion of Leon G. Bent it was voted that the sum of ($434.43) be raised and appropriated to balance overdraft in Snow and Ice Account.


Article 17. On motion of Henry Johnson, it was voted that the sub- ject matter of Article 17 be referred to the Municipal Light Board, and that said Board be and it hereby is authorized to install such additional street lights as in its judgment are required and to make such changes in the size, type and location of existing street lights as it may deem advisable, the expense of same to be paid from the income of the plant.


Article 18. On motion of Clarence C. White, it was voted that the Town appropriate from the Cemetery Reserve Fund, receipts from the sale of lots and graves in Laurel Hill Cemetery and Forest Glen Ceme- tery the sum of Thirteen hundred and fifty ($1,350) Dollars. One thou- sand ($1,000) Dollars for the maintenance, care, improvement and em-

bellishment of Laurel Hill Cemetery and Three hundred and fifty ($350). Dollars for the maintenance, care, improvement and embellishment of Forest Glen Cemetery, under the provisions of Section 15 of Chapter 114 of the General Laws.


Article 19. On motion of Frank D. Tanner, it was voted that the vote relating to the erection of the Elementary School Building on Pearl Street adopted under Article 3 of the warrant for the special Town Meeting held Sept. 29, 1938, be and the same hereby is amended so as to increase the amount appropriated thereunder from One Hundred Ninety-five Thousand Eight Hundred Fifty-eight ($195,858) Dollars to One Hundred Ninety-eight Thousand One Hundred Thirty-six ($198,136) Dollars, all other provisions of said vote to remain unchanged.


Article 20. On motion of Wendell P. Davis, it was voted that the sum of Eight Thousand ($8,000.00) Dollars be raised and appropriated for the purchase of equipment for use of the Board of Public Works.


Article 21. On motion of Wendell P. Davis, it was voted that the sum of Seven thousand ($7,000.00) Dollars be raised and appropriated for the further development of Storm Water Drainage.


Article 22. On motion of Wendell P. Davis, it was voted that the sum of One Thousand Two Hundred ($1,200.00) Dollars be raised and appropriated for the care and maintenance of the Town Dump on John Street.


Article 23. On motion of Wendell P. Davis, it was voted that the sum of Two thousand two hundred ($2,200.00) Dollars be raised and ap- propriated for the purpose of improving and constructing Harnden Street from Main to Salem Street, and Salem Street from Harnden Street to Main Street.


Article 13. On motion of Mr. Goldsmith it was voted to reconsider Article 13, Newell H. The Board of Public Works of the Town of Reading having deter- mined and adjudged that common convenience and necessity require the laying out of a town way under the provisions of law authorizing the assessment of betterments, substantially in the location hereinafter des- cribed, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a town way for the use of the town running Southerly from the Southerly extremity of Pinevale Avenue as accepted as a Town Way March 16, 1931, substantially as and in the location of the private way known as Pinevale Avenue Extension, the boundaries and measurements of said way as so laid out are as follows :


Beginning at a Stone Bound set at the South-Easterly terminus of Pinevale Avenue as accepted as a town way March 16, 1931, and at the Southerly terminus of a curved line having a radius of 90.0 feet and a length of 96.89 feet ;


Thence continuing in a Southerly direction on the same 90.0 foot radius by lands of Alfred Lindquist and lands of Stephen E. Meuse. and Edith F. Meuse, a length of 59.48 feet to a point of tangent ;


Thence S. 18 degrees-35'-20" E., still by lands of said Meuse & ux, a distance of 35.62 feet to a point of curve ;


Thence in a general Southeasterly direction by a curved line hav- ing a radius of 734.09 feet, still by lands of said Meuse & ux, by lands of Earl H. Magison and Bernice B. Magison and by lands of Lizzie V. Thorn, a length of 172.33 feet to a point ;


Thence S. 61 degrees-27'-40" W., by lands now or formerly of Dewey and Ruth B. Nelson, a distance of 43.45 feet to a point ;


Thence N. 5 degrees-28'-20" W., by lands of John R. Shepherd and Ruth R. Shepherd, a distance of 17.03 feet to a point of curve;


Thence in a general North-Westerly direction by a curved line hav- ing a radius of 694.09 feet, still by lands of said Shepherd & ux, and by lands of Lulu M. MacMillen, a length of 162.94 feet to a stone bound set at a point of tangent ;


Thence N. 18 degrees-35'-20" W., still by lands of said MacMillen, a distance of 35.62 feet to a stone bound set at a point of curve ;


Thence in a general Northerly direction by a curved line having a radius of 130.0 feet, by lands of John R. Hall and Jane M. Cummins, a length of 42.33 feet to a stone bound set at the South-Westerly terminus of Pinevale Avenue as accepted March 16, 1931;

Thence N. 56 degrees-24'-20" E., by the Southerly terminus of Pinevale Avenue as accepted March 16, 1931, a distance of 53.87 feet to the Stone Bound at the point of beginning.


The above described lines being more fully shown on a Plan en- titled "Extension of Pinevale Avenue, Reading, Mass.," dated October 1939, Board of Public Works, Philip Welch, Supt., said Plan being a part of this description.


We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this improvement. All acts in connection with said laying out are done under the provision of law authorizing the assessment of betterments, and betterments are to be assessed therefor.


This laying out so made by us we hereby report to the Town for acceptance and recommend that said way shall thereafter be known as a public town way and named Pinevale Avenue, and that the sum of five hundred ninety-nine ($599.00) dollars be raised and appropriated for said laying out and for the construction of said way.

. Beginning at a point on the Northerly side line of said Vista Avenue, at the North-Easterly extremity of Vista Avenue as accepted as a Town Way March 21, 1932;


Thence N. 70 degrees-39' E., by lands of Beatrice G. Perry, Gene- vieve B. Kingman, Russell A. Flint, and Bernice L. Flint, a distance of 288.75 feet to a point on the Westerly side line of Sunnyside Avenue;


Thence turning and running S. 19 degrees-21' E., along said West- erly side line of Sunnyside Avenue, a distance of 40.07 feet to a point ;


Thence turning and running S. 70 degrees-39' W., by lands of Viola A. Miller and Sylvia C. Lewis, Executrices of and Trustees under will of George E. Lang, lands of Rawson A. Lufkin, and lands of Neil C. Robinson and Clara T. Robinson, a distance of 286.46 feet to a point marking the South-Easterly extremity of Vista Avenue as accepted aforesaid ;


Thence turning and running N. 19 degrees-21' W., by the Easterly terminus of the previously accepted portion of Vista Avenue, a distance of 40.0 feet to the point of beginning.


The above described lines being more fully shown on a Plan en- titled "Extension of Vista Avenue, Reading, Mass.," dated October 1939, Board of Public Works, Philip Welch, Supt., said Plan being a part of this description.


We determine that no damages will be sustained by any person or persons in their property by reason of the taking to be made for this improvement. The Board of Public Works of the Town of Reading having de- termined and adjudged that common convenience and necessity require the laying out of a town way under the provisions of law authorizing the assessment of betterments, substantially in the location hereinafter described, having complied with all requirements of law relating to notice to the owners of land thereof and of a hearing thereon, and having met at the time and place appointed for such hearing and then and there heard all persons present who desired to be heard, have laid out as a Town Way for the use of the Town running Northerly from Priscilla Road to Hartshorn Street, substantially as and in the locations of the private way known as John Carver Road and a portion of the private way known as Yale Avenue, the boundaries and measurements of said way as so laid out are as follows :


Beginning at a Stone Bound set on the Northerly side line of Pris- cilla Road, said Bound being S. 74 degrees-40' E., a distance of 86.76 feet from a Stone Bound set at the Easterly extremity of a curve in said Northerly side line of said Priscilla Road having a radius of 597.45 feet and a length of 164.49 feet ;


Thence by a curve East to North, having a radius of 40.0 feet, and by lands of Hugh Fraser and Jennie E. Fraser, a length of 85.52 feet to a point of tangent ;


Thence N. 12 degrees-52'-00" W., still by lands of said Fraser & ux and lands of Walter E. Wilkinson, Merton F. Littlefield and Jennie A. Littlefield, and the Easterly extremity of Puritan Road as accepted March 15, 1937, a distance of 320.10 feet to a Stone Bound set at a point of reverse curve at the intersection of the Northerly side line of Puritan Road with the Westerly side line of this layout;


Thence by a curve to the Right, having a radius of 191.48 feet, by lands of Evelyn K. Maddock, a length of 61.98 feet to a point of tangent ;


Thence N. 5 degrees-40'-50" E., still by said Maddocks' land, a distance of 44.86 feet to a point of curve ;

Beginning at a Stone Bound set in the Westerly side line of West Street, said Bound being located at the Southerly extremity of a curve of 875.00 feet radius in said Westerly line of West Street nearly opposite the Westerly terminus of Woburn Street;


Thence S. 13 degrees-15'-40" E., along said Westerly side line of West Street, a distance of 49.69 feet to a point ;


Thence by a curve North to West, having a radius of 20.0 feet, a length of 34.28 feet to a point of tangent ;


Thence S. 68 degrees-32'-40" W., along the Southerly side line of this layout, a distance of 877.95 feet to a point ;


Thence N. 21 degrees-27'-20" W., by the unapproved extension of Westcroft (Private) Road, a distance of 40.0 feet to a point on the Northerly side line of this layout ;


Thence N. 68 degrees-32'-40" E., along the Northerly side line of this layout, a distance of 890.03 feet to a point of curve ;


Thence by a curve to the Left, having a radius of 20.0 feet, a length of 27.86 feet to a point on the Westerly side line of said West Street;
