AUDITOR'S REPORT


I have examined all bills against the Town, and the same have been entered in detail in the Auditor's journal.


The accounts of the Selectmen, Trustees of Trust Funds, etc., were examined and fouud to be correct.


The books of the Assessors were verified and the Com- mitment book compared with same before delivery of the latter to the Tax Collector.


The Tax Collector's books were examined at different periods during the year, and his account as rendered is correct.


The Treasurer's books were examined, his vouchers and orders from the Selectmen checked, and the balance on hand moving in his account, twelve hundred thirty-four and ninety-seven one-hundredths dollars ($1234.97) is correct.

REPORT OF TREE WARDEN


To the Honorable Board of Selectmen and Citizens of Wilmington:


The work during 1909 has consisted of planting trees and trimming of dead wood and low branches in places where most needed.


Several hearings of minor importance have been held.


The problem of the gypsy and brown-tail moths is being handled by law, and seems to be suppressed effectively.


We have a pest which the Moth appropriation does not as yet include, commonly called the elm-leaf beetle.


There are many of our elm trees which, during the past year, suffered almost the entire loss of foliage from this cause. Trees which we were able to spray for gypsy moths were not affected to any extent. Therefore it seems a duty for me to bring this matter to your attention and make a recommenda- tion to cover this situation. I have had a talk with the State office for suppressing the moths and received this prop- osition: The State office will pay one-half the expense of spraying for elm-leaf beetle as is customary in other towns. The spraying is very expensive but the best means known.


I recommend that the sum of $250.00 be appropriated for Tree Warden work, $150 to be used with a like amount of State funds for spraying, and $100 for regular and emergency work of the department.

REPORT OF SUPERINTENDENT OF STREETS


To the Selectmen :


I beg to submit the following report as Superin- tendent of Streets for the year ending December 31st, 1909.


A large amount of work has been accomplished during the past year, and I can report the streets of the town in much better condition than for a number of years. In addition to many small repairs and im- provements too numerous to mention, such as repairing old and building new fences, new catch basins at post office and Railroad Avenue, etc .- Railroad Avenue and Columbia Street have been laid out and completed, and the following streets have received special attention.


Adams Street, Andover Street,Burlington Avenue, Ballardvale Street, Church Street, Chestnut Street. Columbia Street, Clark Street, Glen Road, High Street, Lake Street, Main Street, Middlesex Avenue, Railroad Street, Shawsheen Avenue, Salem Street, Woburn Street, West Street.


A large amount of work has been done on the ap- proaches to the Wilmington centre railroad bridge, at the expense of the Boston & Maine Railroad, and this section is in better condition than ever before.


I wish to call the attention of the town people to the scarcity of gravel for use on the streets, the accessi- ble supply of which is growing less each year, oc- casioning long hauls which are unsatisfactory and ex. pensive, and also to the fact that our gravel contains a large amount of stones which have to be taken out and which go to waste.

I therefore think that if the town were to purchase a stone crusher, it would enable us to build much better permanent streets, and would pay for itself in a few years in the amount of labor and gravel saved.

REPORT OF THE BOARD OF FIRE ENGINEERS


To the honorable Board of Selectmen, Town of Wilmington :


Gentlemen :- We herewith submit the first annual report of the condition of the Fire Department since its reorganization and the work performed by it for the year ending, Dec. 31, 1909, a roll of members, a record of fires and alarms, the amount of loss, and in- surance as near as could be ascertained.


The apparatuses are in good condition only ordi- nary repairs will be needed.


We have in service 2,000 ft. of hose, of which 500 ft. was recently purchased.


The Fire Houses are in good condition but badly in need of painting.


We would recommend that the High, Walker and Whitefield Schools be equipped with fire extinguishers.


We would also recommend that the Town appro- priate the sum of Eight Hundred ($800)) dollars for Fire Department and Six Hundred ($600) dollars for Brush Fire Department.

REPORT OF INSPECTOR OF ANIMALS


To the Honorable Board of Selectmen and Citizens:


I wish herein to submit my report as Inspector of Animals.


The annual inspection was ordered in September, to be completed before Nov. 15, but owing to the open weather and the cattle being at pasture it was somewhat later before inspection was completed.


The cattle, sheep, etc., were all inspected in a thorough and impartial manner. Those showing evidence of contagious disease were quarantined, condemned, destroyed and ren- dered, according to law.


The cattle and live stock kept within the town limits are, as a whole, in a better condition than last year, and while the majority of stable owners are doing all within their power towards better sanitary arrangements, I notice a few who are afraid of fresh air. I wish that these people who are afraid of putting cotton cloth, drawn tight, in place of windows would simply try it once and I am certain they would be satisfied, for there will be no draft but the air will be fresh and pure.


While it does not call upon me to examine dairies I have done so as far as possible, and while I have found very few where milk is put up for retail trade I must speak in the highest terms of them; for while the methods are perhaps more crude than in the expensive places of some surrounding towns everything is clean and neat and the product therefrom should be satisfactory.


I can only speak in the highest terms of the cordial man - ner with which I have been treated by the citizens of the town and wish at this time to thank all.

REPORT OF COMMITTEE ON TAX TITLES


Under a vote passed at a special meeting April 17, 1909, we examined the title to the lots of land on which the Town holds a tax title. We found several deeds where the sale was illegal. This will necessitate a release by the Town and a re- assessment to the record owners and, without doubt, a future sale.


We recommend that the Collector, under the provisions of Sect. 73, Chap. 490, Acts of 1909, disclaim and release such titles by an instrument under his hand and seal, duly recorded in the Registry of Deeds.

TO WILLIAM E. SWAIN, CONSTABLE OF THE TOWN OF


WILMINGTON, GREETING :


In the name of the Commonwealth of Massachusetts, and in the manner provided by Section 2, Article 1, of the By-Laws, you are hereby directed to notify and warn the inhabitants of the Town of Wilmington qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Monday, the seventh day of March next, at 6 o'clock in the forenoon, the polls to be opened at 6.15 o'clock A. M., and may be closed at 4 o'clock P. M., for the election of officers and to act on the following articles, viz :


Article 1. . To elect by ballot a Moderator to preside at said meeting.


Art. 2. To bring in your votes on one ballot for three Selectmen, who shall also be, Overseers of the Poor, and Board of Survey, Town Clerk, Treasurer, one Assessor for three years, Tax Collector, one School Committee for three years, Constable, Auditor, three Fence Viewers, one Sinking Fund Commissioner for three years, two Trustees of the Public Library for three years; also, to vote on the following question, to wit: "Shall licenses be granted for the sale of intoxicating liquors in the Town? Yes or No."


At 10 o'clock in the forenoon to act upon the following articles :


Art. 3. To choose all other Town Officers for the year ensuing.


Art. 4. To hear reports of Committees and act thereon.


Art. 5. To see how much money the Town will vote to raise and appropriate for the support of Schools, and School Books and Supplies, and Salary of Superintendent of Schools; for Salary of School Committee; for Highways, Roads and Bridges; for Support of Poor; for Repairs of Public Buildings; for Care and Improvement of Cemeteries; for Sup- port of the Public Library; for Police; for Tree Warden; for Salaries of Town Officers; for Printing; for Outstanding Indebtedness; for Notes Payable; for Sinking Fund Payment; for

Interest; for Removing Snow; for Miscellaneous Expenses; for Abatement of Taxes; for Fire Department; for State and County Taxes; and for Suppression of the Gypsy and Brown-tail Moths.


Art. 6. To see how much money the Town will raise and appropriate for the observance of Memorial Day, and to determine how the same shall be expended.


Art. 7. To see what method the Town will adopt for the collection of taxes, and to determine the compensation of the Collector.


Art. 8. To authorize the Town Treasurer, with the ap- proval of the Selectmen, or a majority thereof, to borrow during the municipal year beginning March 7, 1910, in an- ticipation of the collection of taxes of said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the total tax levy for said year, giving the notes of the Town therefor, payable within one year from the date thereof. All debtsincurred under authority of this vote shall be paid from the taxes of the present municipal year.


Art. 9. To see if the Town will vote to accept the Town Way called Grove Street as laid out by the Selectmen.


Art. 10. To see if the Town will vote to raise and ap- propriate the sum of two hundred and fifty dollars ($250) to purchase chairs and desks for the High School, or do any- thing in relation to the same.


Art. 11. To see if the Town will vote to pay the Town Treasurer a salary of $200.00, and the Auditor a salary of $100.00, or do anything in relation to the same.


Art. 12. To see how much money the Town will vote to raise and appropriate to purchase Fire Extinguishers for the High, Walker and Whitefield Schools and other Town Build- ings, or do anything in relation to the same.


Art. 13. To see if the Town will vote to place the office of the S. D. J. Carter Lecture Committee, Tree Warden and Trustees of Trust Funds on the official ballot.


Art. 14. To see if the Town will vote to have the Plans in the office of the Assessors bound, the expense to be paid from the Miscellaneous Appropriation.


Art. 15. To see if the Town will vote to grant the Committee on Water Supply further time, and appropriate the unexpended balance from the Board of Survey for the use of said Committer, or do anything in relation to the same.

Lewis a lot of land southerly from said Lewis residence on Church Street, bounded as follows :-- Beginning at south- easterly corner of said Lewis residence, thence southerly by said Church Street thirty (30) feet, thence westerly by Walker School House lot about one hundred and thirty-four (134) feet. thence northerly thirty (30) feet by said Walker School House lot to land of said Lewis, thence easterly about one hundred and thirty-four (134) feet to point of beginning, for the sum of one hundred dollars ($100.00), or do anything in relation to the same.


Art. 18. To see if the Town will vote to raise and appropriate the sum of one hundred dollars ($100.00) to be used by the Senior Class to defray the expense of their gradu- ation exercises.


Art. 19. To see if the Town will vote to raise and appropriate the sum of three thousand dollars ($3000.00) to purchase a portable stone crusher, with screen and power, or do anything in relation to the same.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
