Motion : That the appropriation on Street Lights be taken from the table, voted in the affirmative. Motion made to raise and appropriate $6,000.00 which includes the appropria- tion under Articles 13, 17 and 19. Voted in the affirmative.

Special Town Meeting, Held May 16, 1919
COMMONWEALTH OF MASSACHUSETTS Middlesex, ss.
To Walter A. Hill, Constable of the Town of Wilmington, Greeting :
In the name of the Commonwealth of Massachusetts and in accordance with the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of said Town qualified by law to vote in Town affairs, to meet and assemble at the Town Hall on Friday the sixteenth day of May cur- rent, at 8 p. m. to act upon the following articles, namely :
Article 1. To choose a Moderator to preside at said meet- ing.
Article 2. To see if the Town will vote to rebuild the buildings recently destroyed by fire at the Town Farm, or what they will do in relation thereto.
Article 3. To see what action the Town will take in regard to the future care of its Poor, or what they will do in relation thereto.
Article 4. To see if the Town will vote to sell the Town Farm, or what they will do in relation thereto.

Article 5. To see if the Town will vote to sell the Town Farm Personal Property, or what they will do in relation thereto.
Article 6. To hear the report of the Committee on Motor Fire Truck appointed at a Special Town Meeting held De- cember 23rd, 1918, and act thereon.

TOWN MEETING
RECORD OF PROCEEDINGS OF SPECIAL TOWN MEETING, HELD MAY 16, 1919
Meeting was called to order at 8 p. m., by the Town Clerk, the Warrant read and Article One was acted upon.
Article 1. Edward N. Eames was elected Moderator by ballot, the check list being used.
Article 2. Motion made that a committee of three be ap- pointed to consist of the Chairman of the Overseers of the Poor, the Chairman of the Assessors, and the third member to be appointed by the Moderator, to consider the matter of re- building the buildings at the Town Farm and report at the annual meeting in March, 1920. On being put to a vote, it was voted in the affirmative. The Moderator named as the third member of the committee, Caleb S. Harriman.
Article 3. On motion : Voted to pass by the article.
Article 4. On motion : Voted to pass by the article.
Article 5. On motion : Voted to pass by the article.

To the Honorable Board of Selectmen and Voters:
Your committee on Fire Apparatus beg to submit the fol- lowing report.
Since the appointment of the Committee the Town has sus- tained a loss in the destruction of the Town Farm Buildings, which has again demonstrated our deplorable lack of fire pro- tection, and this loss is one to which every property owner is liable at this present moment.
The La France Engine from Woburn responded to our call for assistance, making the run from Woburn Central Square Station in seven minutes, and after some difficulties for which they were not to blame, got their engine at work and pumped one stream through about 1,800 ft. of hose for about two hours, doing fine work. Undoubtedly, had we been in possession of a motor pumping engine, the house and other buildings could have been saved, and the loss to the Town reduced much more than enough to purchase a good equip- ment through this one fire alone.
Your committee visited the Town of Wenham and wit- nessed a good demonstration of the Howe-Ford Model H Type Combination Chemical and Pumping Engine, by the firemen of that town.
The engine pumped through three lines of regulation fire hose, each two hundred feet long, over the roof of a series of ice houses at Wenham Lake, which buildings are higher than any of our structures here in town, and at the end of the pumping the motor was as cool as at the start.
As regards pumping long distance, we are informed that one of these engines pumped through 2,200 ft. of hose, over

hilly ground for eight consecutive hours at Camp Devens, Ayer, Mass. The motor is a regular Ford Motor mounted on a one ton truck chassis, and any part of this motor may be obtained in Boston, and most of the important wearing parts, at points nearer at hand, so it would be quite certain that there would be no tying up of the apparatus awaiting the ar- rival of parts from a distant point. Your committee is of the opinion that, taking into consideration our roads and water supply, that a machine of the pumping capacity, size and weight of the Howe-Ford would make an ideal equipment for this town to purchase. Pumping engines of the heavy city type, weighing from five to seven tons, we do not believe prac- tical in any way for our use, as during quite a considerable period of bad road conditions in Spring and Winter, a lighter apparatus of about 5,000 lbs. would surely protect a greater percentage of the homes of our voters and property owners, than one which would be available only on the main highways, the present Spring has demonstrated well the road conditions for the use of the heavy machine.
We also hand you herewith a copy of the requirements for improved classification by the New England Insurance Ex- change, and would call your attention to the fact that their recommendations are almost identical with the size and capac- ity of the Howe-Ford Pumping Engine and Chemical.
We would recommend the appropriation of Four Thousand Dollars ($4,000) to purchase an engine of the Howe-Ford Model H Type, cost of which is $2,850. Twenty-eight Hun- dred and Fifty Dollars at factory, also for the expense of making suitable housing facilities for the same, and new hose in such quantity as is needed.

Boston, Mass., May 2, 1919.
WILMINGTON, MASS. Requirements for Improved Classification FIRE DEPARTMENT
Organization.
1. (a) That a fire department be organized on a call basis to consist of a Chief and Deputy Chief, appointed for an in- definite period and subject to removal only for cause, and a company to consist of 15 dependable men, all of whom shall receive some compensation for fire service.
(b) That suitable rules and regulations be adopted governing the operation of the department.
Station and Apparatus.
2. That a station suitable for housing automobile apparatus be erected at some central location providing easy access to all sections of the town.
3. That an automobile combined pump, chemical and hose wagon be provided.
NOTE :- Specifications for automobile apparatus to require pump to deliver 250 G. P. M. against 120 lbs. net pump pres- sure, at least 50 per cent. of its capacity at 200 lbs., and 334/3 per cent. of its capacity at 250 lbs. Body to have capacity

for at least 1,200 feet of 21/2 inch cotton rubber lined hose and one 40 gallon chemical tank.
Gasoline motor to be capable of propelling the apparatus at a speed of 30 miles an hour and of covering 20 consecutive miles in an hour over any roads having such grades as the ap- paratus is likely to encounter in actual service when carry- ing the load specified above without showing loss of power or overheating when propelling the apparatus.
Hose.
4. (a) That sufficient hose be purchased so as to provide for a supply of 1,800 feet.
(b) That suitable hose drying facilities be provided.
(c) That all hose be tested at least twice annually and to have water run through it at least every two months.
Minor Equipment.
5. That the following minor equipment be provided for the automobile combination :
One 12-ft. ladder with folding hooks.
One extension ladder to extend 20 ft. and one 35 ft. exten- sion ladder.
2 7 1b. pickaxes.
Four fire department lanterns, Deitz or its equal.
Four 21/2 gal. extinguishers.
One 3 ft. crowbar.
Three playpipes with shutoff nozzles with 1/2 in. or 5/s in.,
1 in. and 11/g in. smooth bore tips.

Two plaster hooks.
Extra charges for chemical tanks.
Siamese connection and gated "Y."
One fire department hand searchlight.
At least 100 ft. of garden hose with adapter for coupling to shutoff nozzles.
At least a dozen hose straps and spanners.
Operation.
6. (a) That a journal be kept by the company, giving the particulars of all fires, company response and roll call of at- tendance.
(b) That suitable provisions for drilling the members be provided and all members be drilled frequently in the use of appliances and quick handling of hose.

Article 7. The following motion was presented by Hon. Chester W. Clark: That the town appropriate four thousand dollars for the purpose of purchasing and equipping the fire apparatus recommended in the report of the committee un-

der Article 6 in the Warrant for this meeting, and of prepar- ing a suitable place for housing the same; that the sum of $2,800.00 received from the insurance companies on account of the destruction of the Town Farm buildings be used in part payment of said $4,000, and that the town borrow on its note or notes the balance of $1,200, payable by installments of $400 each, one installment in one year, one in two years, and one in three years from the date of the receipt of the money, with interest.
The vote on the motion was taken by yes and no, the check list. being used and it was unanimous in the affirmative, one hundred and forty (140) voting yes, and none voting no.
Article 8. On motion : Voted to pass by the article. The meeting then voted to adjourn.
