Article 1. To choose a Moderator to preside at said meeting.

Art. 12. To see if the Town will vote to rescind the vote passed at the Annual Meeting, March 1, 1920, under Article 23 of the warrant for said meeting, whereby it was voted to raise and appropriate $3,000 towards macadamizing Church Street.

Art. 13. To see if the Town will vote to raise and appropri- ate the sum of $2,000, under Chapter 525, Acts of 1910, to be expended under the direction of the Massachusetts Highway Commission in continuing the macadam on Salem Street.

TOWN MEETING
Record of Proceedings of Special Town Meeting held May 28, 1920
The meeting was called to order at 8 oclock p.m. by the Town Clerk, the warrant read and Article 1 acted upon.
Article 1. Edward N. Eames was elected Moderator by ballot, the check list being used.
Art. 2. Motion made that the Town do not accept the provisions of Chapter 240, Acts of 1920. On being put to a vote it was unanimously voted not to accept.
Art. 3. After information furnished by Mr. Charles F. Perry as to the kind and number of buildings, on motion it was voted to instruct the Selectmen to sell the buildings.
Art. 4. On motion it was voted to raise and appropriate the sum of $150 to paint the fence.
Art. 5. As no motion or action was being made, on motion, it was voted to take up Article 6 and act thereon first.
Art. 6. After some remarks by the Chairman of the Select- men and others, on motion, it was voted to pass by the article.
Art. 5 was then taken up and on motion it was voted to pass by the article.
Art. 7. After explanatory remarks by Philip B. Buzzell, a member of the School Committee, in relation to the conditions at the schoolhouses, and explaining the different methods, a motion was made by Mr. Charles C. Alden that the sum of

$4,680 be raised and appropriated. On being put to a voice vote the Moderator decided the vote in the negative. A motion was then made by Mr. Bancroft Abbott that the sum of $4,679 be raised and appropriated, and on being put to a rising vote, thirty-four (34) voted in the affirmative and thirty-one (31) in the negative, and the Moderator declared the motion carried.
Art. 8. Mr. Howard M. Horton read a report of the Building Laws Committee, as follows:
To the Citizens of Wilmington:
In accordance with a vote passed at the Annual Town Meeting in March, 1920, we, the undersigned, a committee appointed under said vote to consider the subject of Building Laws for the Town, desire to submit the following report:
We will say that we have gone into the subject at some length and have prepared certain matter relating to it. By agreement with the Board of Selectmen we have caused recom- mendations to be printed in pamphlet form, and we expect that these pamphlets will be in your hands before action is taken on the subject. We trust that these by-laws will meet with the approval of the citizens of the Town and will later be sanctioned by the Attorney-General of the Commonwealth.
We wish to thank the pupils of the Commercial Depart- ment of the High School for the kind and able assistance in the preparation of copy for the printer.

After which he presented a copy of the proposed Building Laws; a motion was then made that the Building Laws be accepted, subject to amendment, and that they be read section by section; later on, on motion it was voted to reconsider that

part of the original motion in relation to reading the sections aloud. "As there were printed copies distributed to the voters in the hall," and on motion, it was voted the Moderator announce the section numbers and on no objection, the same be approved. On motion made by Mr. Peter Neilson, Section No. 7 was amended, that foundation walls shall, if built of concrete, be not less than ten inches thick instead of twelve inches, otherwise, as printed they were accepted and adopted, subject to the approval of the Attorney-General. Art. 9. Motion made by Mr. John W. Hathaway as follows: Voted that the Town require of any holder of a jitney license a legal liability bond covering damage to persons or property to the amount of $5,000 in case of injury to one indi- vidual or to the amount of $10,000 in case of injury to property. Voted in the affirmative.
Art. 10. After considerable discussion on the question, on motion of Mr. Charles F. Perry, voted to raise and appro- priate the sum of $500.
Art. 11. On motion by Mr. H. M. Horton as follows: That the Chief Engineer be authorized to expend a sum not . exceeding six hundred dollars ($600) for the purpose of making additions and alterations to Fire Station No. 1, the same to be charged to appropriation for Fire Department for 1920. Voted in the affirmative.
Art. 12. Voted to pass by the article.
Art. 13. Voted to pass by the article. On motion, it was voted to adjourn. Copy attest:

In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Town, who are quali- fied to vote in State and national affairs, to meet in the Town Hall on Tuesday, the second day of November next at six o'clock a.m., for the following purposes :
To bring in their votes for the election of Presidential Electors; Governor; Lieutenant Governor; Secretary, Treas- urer and Receiver-General; Auditor; Attorney-General; Con- gressman, Fifth District; Councillor, Sixth District; Senator, Seventh Middlesex District; Representative in General Court, Seventeenth Middlesex District; County Commissioners, Middlesex County; Sheriff, Middlesex County; and to vote on the following :

Carter, for historical purposes, a cannon ball that was used by the British army in the Revo- lutionary War, to be tendered on condition that the Town will provide for its safe preservation, and to make provision accord- ingly, or do anything in relation to the same. The polls will be open at 6 a.m. and may be closed at 4 p.m., and you are directed to serve this warrant by posting attested copies thereof seven days at least before the time of said meeting, as directed by vote of the Town.
Hereof fail not, and make return of this warrant, with your doings thereon, to the Town Clerk at the time and place of said meeting.

TOWN MEETING
State Election, November 2, 1920
At eleven o'clock, the hour named in the warrant for the consideration of the articles to be acted on in the Town Meeting, it was called to order by the Town Clerk, the warrant read, and Article 1 acted upon.
Article 1. Edward N. Eames was elected Moderator by ballot, the check list being used.
Art. 2. Motion made by Mr. Chester W. Clark, which is embodied in the following resolution :
Whereas, the material objects that have relation to the great struggle which secured the liberties of this country do by their suggestion of noble deeds conserve the patriotism on which the preservation of those liberties depends; and whereas, such an object is now offered the Town for historical and sentimental purposes, it being a cannon ball concerning which the history is as follows:
This cannon ball was obtained by two provincial soldiers, Ebenezer Beard and Edward Beard, at the Concord fight of April 19, 1775. In bringing it home they alternately carried and rolled it along the road. It was ever after kept by them and their descendants. Miss Lois R. Carter was a descendant of Edward Beard in the fifth generation, and so the ball came into her possession. Presumably it was one that the British soldiers failed to throw into the water when destroying supplies of the inhabitants.

And whereas, this historic relic is now offered to the Town by the executor of Miss Lois R. Carter's estate on condition that it shall always be safely preserved and exhibited to the public in an appropriate manner :
Therefore resolved, that the Town accepts this gift, subject to the conditions of the offer, and will henceforth safely keep the same as a memorial of the valor of the men who served in the war of the Revolution.
Resolved, that a committee of two be appointed by the Chair to make the necessary provision for preservation.
On being put to a vote it was voted to adopt the resolution.
The Moderator appointed Chester W. Clark and Mrs. Ann Patchett as said committee.
On motion: Voted that the Town Meeting called under the warrant be adjourned.
