ters for Town Officers, and to make a study of the present Town Hall with the purpose of bringing in plans and an esti- mate of costs for remodeling the same to provide quarters in accordance with their recommendations ; also, to make a similar study and report on the Public Library. ARTICLE 16. To see if the Town will vote to raise and appropriate the sum of six hundred dollars ($600) for the pur- pose of eliminating the two dangerous curves on Boutwell Street, one at the junction of Boutwell Street and Burlington Avenue, and the other near the junction of Boutwell Street and Taft Road, or do anything in relation thereto.


ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of fifty dollars ($50) to widen and grade the entrance to Nichols Street from Shawsheen Avenue, on land donated and deeded to the Town of Wilmington for that purpose by Mrs. Harriet H. Whitcomb, the said entrance to be named Whitcomb Square, or do anything in relation thereto.


ARTICLE 18. To see if the Town will vote to raise and ap- propriate the sum of five hundred dollars ($500) to be used for widening the worst curves and repairing Glen Road from Middlesex Avenue to Main Street, or to see what action the Town will take in relation thereto.


ARTICLE 19. To see if the Town will vote to accept an additional section of Swain Road (a distance of 430 feet) from Taft Road to Roosevelt Road as laid out by the Selectmen, and to raise and appropriate a sum of three hundred dollars ($300) to grade and extend said road or do anything in relation thereto.


ARTICLE 20. To see if the Town will vote to accept Brand Avenue for a distance of 500 feet, as laid out by the Board of

Selectmen, and to raise and appropriate the sum of five hun- dred dollars ($500) to extend and grade same, or do anything in relation thereto.


ARTICLE 21. To see if the Town will vote to accept an addition to Marion Street, a distance of 600 feet, as laid out by the Selectmen and to raise and appropriate the sum of four hundred and fifty dollars ($450) to extend and grade same or do anything in relation thereto.


ARTICLE 22. To see if the Town will vote to accept and extend Columbia Street, as laid out by the Board of Selectmen, and to raise and appropriate the sum of three hundred and fifty dollars ($350) to extend and grade same, or do anything in relation thereto.


ARTICLE 23. To see if the Town will vote to raise and appropriate the sum of two hundred ($200) dollars, for the purpose of building a sidewalk on Beacon Street, or do anything in relation thereto.


ARTICLE 24. To see if the Town will vote to accept Flora- dale Avenue as laid out by the Selectmen and to raise and appropriate the sum of one hundred fifty dollars ($150) to grade same, or do anything in relation thereto.


ARTICLE 25. To see if the Town will vote to accept the fol- lowing additions to its By-Laws :-


ADDITION TO BY-LAWS REGULATING THE LAY- ING OUT AND ACCEPTANCE OF STREETS IN THE TOWN OF WILMINGTON


SECTION 1. All petitions for laying out or accepting any street or way constructed on private lands made by any person or corporation other than the town of Wilmington, shall be pre-

sented to the Board of Survey. Action on any such petition, so presented, shall not be reported on favorably until the peti- tioners have filed with the Board, as aforementioned, a plan and profile, drawn to scale, of the street or streets which they desire to have laid out or accepted ; the abutting lands with the fences and buildings thereon, and the length of the frontage of each estate : the land to be taken and the names of the owners of said lands; and also showing that the proposed lines and grade of said street or streets give sufficient reference to stakes or other boundary marks on the premises to enable the Board


of Survey to locate said street or streets with accuracy. Said plan shall be in every case accompanied by an agreement re- ferring thereto, signed by all parties who claim no damages, or who will release their damages, with the amount thereof, and also a statement, including the names of all other parties who decline to release or which sets forth their prospective damage.


SECTION 2. No street or way constructed on private lands by any person or corporation other than the Town of Wilming- ton shall be hereafter recommended by the Board of Survey for laying out or acceptance as a public street in the Town of Wilmington, unless previously constructed and completed in accordance with the specifications hereinafter set forth.


SPECIFICATIONS


(a) A plan, profile, and cross sections showing existing and proposed grades of every street to be laid out or accepted shall be filed with the Board of Survey.


(b) Every such street shall be constructed not less than forty feet in width and not less than one-sixth of the street width shall be reserved for each sidewalk. If, on account of unusual circumstances, it seems advisable or necessary to construct a street less than forty feet in width, a

notice shall be published or posted in a conspicuous place, and a public hearing shall be held before the Board of Survey shall grant permit for the same.


(c) The entire area of every such street shall be first cleared. of all brush, stumps, roots, stones, and other refuse ma- terial, and all trees not intended for preservation.


(d) All loam and loamy material shall be removed from the limits of the street inclusive of sidewalks, to such a depth as may be approved by the Board of Survey.


(e) All work in excavation or embankment shall be brought accurately to a sub-grade of not less than six inches for the roadway and four inches for the sidewalk below finished grade as shown on said profile and cross sections mentioned in paragraph (a) of these specifications. All side slopes in excavation and on the adjoining land shall be graded in a manner satisfactory to the said Board.


(f) On heavy soil, within two feet below sub-grade, which is wet or spongy at any season of the year, stone filling, porous material, tiles, or pipes shall be used in a manner that the Board decides will insure satisfactory drainage.


(g) Provision must be made to insure a proper drainage of surface water through culverts or drains which are satis- factory to the said Board.


(h) The top layer of the sub-grade of the roadway shall be of good road material satisfactory to the Board of Sur- vey. Both the roadway and sidewalks shall be graded to the satisfaction of the Board.


(i) All corners of intersecting streets shall be rounded in a manner satisfactory to the Board of Survey. Permanent bounds, acceptable to the Board of Survey, shall be set at

all angles and curves by the owners at their expense and under the direction of the aforesaid Board.


(j) To avoid duplication and confusion in the designation of the names of streets and ways, the Board of Survey should recommend in reference thereto when they report the layout to the Town.


ARTICLE 26. To see if the Town will vote to instruct the Board of Selectmen to contract to install one electric light on Park Street, or do anything in relation thereto.


ARTICLE 27. To see if the Town will vote to instruct the Selectmen to contract for electric lights to be installed on Salem Street, from Woburn Street easterly to the North Reading Town Line, or do anything in relation thereto.


ARTICLE 28. To see if the Town will vote to raise and appropriate the sum of fifteen hundred dollars ($1,500) for the purchase of a strip of land bounded by Grove Avenue and Silver Lake, the Bath House and land owned by Mr. Ralph Howe, belonging to the Metropolitan Ice Company, or do any- thing in relation thereto.


ARTICLE 29. To see if the Town will raise and appropriate the sum of one thousand eight hundred thirty-five dollars sev- enteen cents ($1,835.17), the same being unpaid bills of the School Department, or do anything in relation thereto.


ARTICLE 30. To see if the Town will vote to raise and ap- propriate the sum of nine hundred eighty-eight dollars thirty- eight cents ($988.38), the same being unpaid bills of the High- way Department, or do anything in relation thereto.


ARTICLE 31. To see if the Town will vote to raise and ap- propriate the sum of four thousand five hundred five dollars

and forty cents ($4,505.40), the same being the overdrafts for the year 1925, or do anything in relation thereto.


ARTICLE 32. To see if the Town will vote to appropriate the sum of three hundred thirty-one dollars ($331.02) two cents, representing a deficiency in revenue, or do anything in relation thereto.


ARTICLE 33. To see if the Town will vote to instruct the Selectmen to contract for electric lights to be installed on Grove Street from West Street to the Reading Line, or do anything in relation thereto.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

TOWN WARRANT


COMMONWEALTH OF MASSACHUSETTS Middlesex, ss.


To Walter A. Hill, Constable of the Town of Wilmington,


Greeting:


In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the Town . Hall on Monday, the first day of March next, at 9.45 a. m. in the forenoon, the polls to be opened at 10 a. m. and shall be closed at 8 p. m. for the election of Town Officers.


Article 1. To bring in your votes on one ballot for three Select- men, who shall also act as Overseers of the Poor and Board of Survey; one Assessor for three years; Town Clerk, Treasurer, Col- lector of Taxes, Constable, three Fence Viewers, two members of the School Committee for three years, two trustees of the Public Library for three years; one trustee of Trust Funds for three years; one member of the S. D. J. Carter Lecture Committee for five years, Tree Warden, Moderator.


You are also hereby further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote on elections and Town affairs, therein to assemble subsequently, and meet in Town Meeting at the Grange Hall, Wild- wood Street, in said Town of Wilmington, on Monday, the eighth (8) day of March, A. D. 1926, at eight (8) o'clock p. m., then and there to act on the following articles:


Article 2. To choose all other Town Officers for the ensuing year.


Article 3. To hear the reports of Committees and act thereon.


Article 4. To see how much money the Town will vote to raise and appropriate for the following items as requisitioned by the various departemnts:

Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money in anticipation of revenue of the present financial year.

Article 23. To see if the Town will vote to raise and appropri- ate the sum of two hundred dollars ($200) for the purpose of build- ing a sidewalk on Beacon Street, or do anything in relation thereto.


Article 24. To see if the Town will vote to accept Floradale Avenue as laid out by the Selectmen and to raise and appropriate the sum of one hundred fifty dollars ($150) to grade same, or do anything in relation thereto.


Article 25. To see if the Town will vote to accept the following additions to its By-laws:

Addition to By-laws Regulating the Laying Out and Acceptance of Streets in the Town of Wilmington


Section 1. All petitions for laying out or accepting any street or way constructed on private lands made by any person or corpo- ration other than the Town of Wilmington shall be presented by the Board of Survey. Action on any such petition, so presented, shall not be reported on favorably until the petitioners have filed with the Board, as aforementioned, a plan and profile, drawn to scale, of the street or streets which they desire to have laid out or accepted; the abutting lands with the fences and buildings thereon, and the length of the frontage of each estate; the land to be taken and the names of the owners of said lands, and also showing that the proposed lines and grade of said street or streets give sufficient reference to stakes or other boundary marks on the premises to enable the Board of Survey to locate said street or streets with accuracy. Said plan shall be in every case accom- panied by an agreement referring thereto, signed by all parties who claim no damages, or who will release their damages, with the amount thereof, and also a statement, including the names of all other parties who decline to release or which sets forth their prospective damage.
