Section 2. No street or way constructed on private lands by any person or corporation other than the Town of Wilmington, unless previously constructed and completed in accordance with the speci- fications hereinafter set forth.


Specifications


(a) A plan, profile, and cross sections showing existing and pro- posed grades of every street to be laid out or accepted shall be filed with the Board of Survey.


(b) Every such street shall be constructed not less than forty feet in width and not less than one-sixth of the street width shall be reserved for each sidewalk. If, on account of unusual cir- cumstances, it seems advisable or necessary to construct a street less than forty feet in width, a notice shall be published or posted in a conspicuous place, and a public hearing shall be held before the Board of Survey shall grant permit for the same.


(c) The entire area of every such street shall be first cleared of all brush, stumps, roots, stones and other refuse material, and all trees not intended for preservation.


(d) All loam and loamy material shall be removed from the limits of the street inclusive of sidewalks, to such a depth as may be approved by the Board of Survey.


(e) All work in excavation or embankment shall be brought accu- rately to a sub-grade of not less than six inches for the road- way and four inches for the sidewalk below finished grade as shown on said profile and cross sections mentioned in para-

graph (a) of these specifications. All side slopes in excavation and on the adjoining land shall be graded in a manner satis- factory to the said Board.


(f) On heavy soil, within two feet below sub-grade, which is wet or spongy at any season of the year, stone filling, porous mate- rial, tiles, or pipes, shall be used in a manner that the Board decides will insure satisfactory drainage.


(g) Provision must be made to insure a proper drainage of surface water through culverts or drains which are satisfactory to the said Board.


(h) The top layer of the sub-grade of the roadway shall be of good road material satisfactory to the Board of Survey. Both the roadway and sidewalks shall be graded to the satisfaction of the Board.


(i) All corners of intersecting streets shall be rounded in a man- ner satisfactory to the Board of Survey. Permanent bounds, acceptable to the Board of Survey, shall be set at all angles and curves by the owners at their expense and under the di- rection of the aforesaid Board.


(j) To avoid duplication and confusion in the designation of the names of streets and ways, the Board of Survey should rec- ommend in reference thereto when they report the layout to the Town.


Article 26. To see if the Town will vote to instruct the Board of Selectmen to contract to install one electric light on Park Street, or do anything in relation thereto.


Article 27. To see if the Town will vote to instruct the Select- men to contract for electric lights to be installed on Salem Street, from Woburn Street easterly to the North Reading Town Line, or do anything in relation thereto.


Article 28. To see if the Town will vote to raise and appropri- ate the sun of fifteen hundred dollars ($1,500) for the purchase of a strip of land bounded by Grove Avenue and Silver Lake, the Bath House and land owned by Mr. Ralph Howe, belonging to the Metropolitan Ice Company, or do anything in relation thereto.


Article 29. To see if the Town will raise and appropriate the sum of one thousand eight hundred thirty-five dollars seventeen cents ($1,835.17), the same being unpaid bills of the School De- partment, or do anything in relation thereto.


Article 30. To see if the Town will vote to raise and appropri- ate the sum of nine hundred eighty-eight dollars thirty-eight cents ($988.38), the same being unpaid bills of the Highway De- partment, or do anything in relation thereto.


Article 31. To see if the Town will vote to raise and appropri- ate the sum of four thousand five hundred five dollars and forty

cents ($4,505.40), the same being the overdrafts for the year 1925, or do anything in relation thereto.


Article 32. To see if the Town will vote to appropriate the sum of three hundred thirty-one dollars two cents ($331.02), represent- ing a deficiency in revenue, or do anything in relation thereto.


Article 33. To see if the Town will vote to instruct the Select- men to contract for electric lights to be installed on Grove Street from West Street to the Reading Line, or do anything in relation thereto.


Hereof fail not and make due return of this warrant with your doings thereon to the Town Clerk at the time and place of said meeting.

TOWN MEETING


Record of Proceedings of Annual Town Meeting Held


March 1, 1926


In accordance with the directions of the foregoing Warrant, the voters assembled on the above date. The meeting was called to order by the Town Clerk, and Article 1 as far as Article 2 of the Warrant was read by the Town Clerk, when a motion was made to dispense with reading the remaining Articles; the Moderator then examined the ballot box, which was found empty, the register in- dicated 0000, the box was locked and the key delivered to the Con- stable.


The Ballot Clerks and Tellers having been sworn, the official bal- lots were delivered to the Ballot Clerks, a receipt for the same being taken by the Town Clerk.


The Moderator announced that the polls for the election of offi- cers were open and that balloting might proceed.


At the appointed time stated in the Warrant the Moderator de- clared the polls closed. The names checked upon the lists num- bered eight hundred and twenty-nine (829); the ballots as counted from the ballot box numbered eight hundred and twenty-nine (829), and the register indicated eight hundred and twenty-nine (829). Record of Proceedings of the Adjourned Annual Meeting in the Grange Hall, March 8, 1926


At the appointed time the meeting was called to order by the Moderator. He stated that Mrs. Ann Patchett, widow of Joseph Patchett, has presented a gavel to the Town, and on motion it was voted to accept the same, and that the Town Clerk write Mrs. Patchett a letter thanking her for the gavel. Article 2 of the War- rant was then read.


Article 2. On motion voted a committee of three be appointed by the Moderator to bring in a list of names as nominations for the several offices to be filled under the article. The Moderator appointed Herbert C. Barrows, J. Howard Eames and Daniel H. Ross, who submitted the following list:

On motion voted that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1926, and to issue a note or notes therefor payable within one year. Any debt or debts in- curred under this vote to be paid from the revenue of said financial year.


Article 6. Motion: That the Town raise and appropriate the sum of four hundred ($400) dollars for the observance of Memorial Day and that the Moderator appoint a committee who shall arrange and have charge of such observance. Voted in the affirmative. Moderator appointed as said Committee: Milton T. Holt, Claude Thompson, Harry Jones, James Castine, Joseph Newcomb, Joseph B. McMahon, Mrs. Harry Jones, Mrs. Theresa Castine and Miss Rosanna Babine.


Article 7. Motion: That the Town raise and appropriate the sum of seventy-five ($75) dollars for the upkeep of Regan, Rogers and Nee Parks. Voted in the affirmative.


Article 8. Motion: That the Town raise and appropriate the sum of one thousand dollars ($1,000) for public health work. Voted in the affirmative.


Article 9. Motion: That the Town raise and appropriate the sum of two hundred dollars ($200) for Middlesex County Exten- sion Service as provided under Section 40 to 45, Chapter 128, General Laws of Massachusetts, and that Ernest R. Currier be selected as Director. Voted in the affirmative.


Article 10. Motion: That the Town raise and appropriate the sum of twenty-six hundred fifty dollars ($2,650) for the purchase of a tractor and snow plow. Voted in the affirmative.


Article 12. Motion: That the Town appropriate the sum of sum of nine hundred fifty dollars ($950) for the purchase of a heavy road scraper. Voted in the affirmative.


Article 11. Motion: That the Town appropriate the sum of five hundred dollars ($500) to be added to a similar sum appro- priated last year for the purchase of a Power Loader, the funds to be taken from the General Highway Funds. Voted in the affirmative.


Article 13. Motion: That the Town raise and appropriate the sum of three hundred dollars ($300) for the purchase of a sprayer for the Moth Department. The Moderator declared the motion

carried. The vote was doubted, and on a standing vote being taken, 118 voted yes and 40 voted no, and the motion was declared carried.


Article 14. Motion: That the Town raise and appropriate the sum of two hundred ninety dollars ($290) for the purchase of additional fireproof office equipment for Town Records. Voted in the affirmative.


Article 15. Motion: That a committee of three, namely, Edward N. Eames, A. Chandler Manning, and Harry Deming, be appointed to make a study of the requirements of suitable offices for Town Officers and to see if our present Town Hall can be remodelled to provide such quarters. Also to make a similar study and report on the Public Library. This committee to report at a future meeting. Voted in the affirmative.


Article 16. Motion: That the Town appropriate the sum of six hundred dollars ($600) from the General Haghway Fund to eliminate as far as possible the two dangerous curves on Boutwell Street, one near the junction of Boutwell Street and Burlington Avenue, and the other on Boutwell Street near Taft Road. Voted in the affrmative.


Article 17. Motion: That the Town raise and appropriate the sum of fifty dollars ($50) to widen and grade the entrance to Nichols Street from Shawsheen Avenue, on land donated and deeded to the Town for that purpose by Mrs. Harriet H. Whitcomb -the said entrance to be named Whitcomb square. Voted in the affirmative.


Article 18. Motion: That the Town appropriate the sum of two hundred fifty dollars ($250) from the General Highway Fund, to be used for widening dangerous curve on Glen Road, in addition to the sum of four hundred dollars ($400) for repairs shown in the Highway Budget which was presented by the Board of Selectmen. Voted in the affirmative.

Article 26. Motion: That the Selectmen be hereby instructed to contract for one electric light to be installed on Park Street. Voted in the affirmative.


Article 27. Motion: That the Selectmen be hereby instructed to contract for nine electric lights to be installed on Salem Street, from Woburn Street easterly to the No. Reading Town Line. Voted in the negative.


Article 28. To pass by the article.


Article 29. Motion: That the Town raise and appropriate the sum of eighteen hundred thirty-five dollars and seventeen cents ($1,835.17) to settle the unpaid bills of the School Department. Voted in the affirmative.


Article 30. Motion: That the Town raise and appropriate the sum of nine hundred eighty-eight dollars thirty-eight cents ($988.38) to settle the unpaid bills of the Highway Department. Voted in the affrmative.


Article 31. Motion: That the Town raise and appropriate the sum of forty-five hundred five dollars and forty cents ($4,505.40) to cover the overdrafts for the year 1925. Voted in the affirmative.


Article 32. Motion: That the Town appropriate the sum of three hundred thirty-one dollars and two cents ($331.02) to cover a deficiency in revenue for the year 1925, the same to be taken from Excess and Deficiency Account. Voted in the affirmative.


Article 33. Motion: That the Selectmen be instructed to con- tract for three electric lights to be installed on Grove Street from West Street to the Railroad. Moderator declared the vote in the negative; the vote was doubted, and on a standing vote being taken, so many arose in favor of the motion that the Moderator declared the motion carried without counting.


The meeting was then dissolved.
