Article 4. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Select- men, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1955, and to issue notes therefor payable within one year, all in accordance with sections 4 and 17, Chapter 44 of the General Laws. On motion by Wavie M. Drew it was voted unanimously.
Article 5. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500. 00) for the observance of Memorial Day and that the Moderator appoint a Committee who shall arrange and have charge of such observance, or do anything in relation thereto.
Finance Committee approved. Voted to raise and appropriate $500.00.
Article 6. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) under the authority of Section 9, Chapter 40, of the General Laws as amended, for the purpose of providing suitable quarters for the William F. Tattersall Chapter #106, Disabled American Veterans, located at Wilmington, Mass., or do anything in relation thereto.

Article 7. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) for the purpose of renewing under authority of Section 9 of Chapter 40 of the General Laws as amended, the lease of the Veterans of Foreign Wars Clubhouse on Main Street in Wilmington for the pur - pose of providing suitable headquarters for the Nee-Ellsworth Post 2458 of the Veterans of Foreign Wars of the United States, or do anything in relation thereto.
Finance Committee approved. Voted to raise and appropriate $750. 00.
Article 8. To see if the Town will vote to raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) for the purpose of renewing under authority of Section 9 of Chapter 40 of the General Laws as amended, the lease of the American Legion Clubhouse, Inc., in Wilmington for the purpose of providing suitable headquarters for the Wilmington Post #136 of the American Legion or do anything in relation thereto. Finance Committee approved. Voted to raise and appropriate $750. 00.

of Massachusetts or do anything in relation thereto. Request of the Wilmington 4-H Town Committee. Finance Committee approved. Voted to raise and appropriate $100. 00.
Article 11. To see how much money the Town will vote to raise by taxation, or transfer from available funds, and appropriate for the purchase of a vehicle for the use of the Police Department, and authorize the sale or turn-in of a present vehicle used by the Police Department, or do anything in relation thereto.

Article 12. To see if the Town will vote to transfer from available funds, and appropriate an amount of money to pay for an expert appraisal of the taxable property of the entire Town together with the prepara- tion and acquisition of detailed tax maps and property records for the entire Town by an outside, dis - interested firm, and authorize the Town Manager and the Board of Assessors to make a contract or con- tracts for such appraisal or take any other action in relation thereto. On petition of Rene J. LaRivee and others.
Finance Committee recommended to refer to a Committee of five members to be appointed by the Modera- tor. Motion to appoint such a committee was lost. On a motion by Mr. Rene J. LaRivee it was voted to transfer from available funds and appropriate the sum of Twenty-seven Thousand Dollars ($27, 000. 00) for the purpose of obtaining an expert appraisal on all taxable property in the Town of Wilmington and for the acquiring of detailed tax maps for the entire town and that the Town Manager and the Board of Assessors be authorized to enter into such contract, or contracts, necessary for said appraisal and the acquiring of said maps.
Article 13. To see if the Town will vote to raise and appropriate the sum not to exceed $3200. 00 for the purchase of a new truck and snow plow for the Cemetery Department, said money to be expended by the Cemetery Commissioners, or do anything in relation thereto. Request of the Cemetery Commissioners.
Finance Committee recommended $3200. 00. Voted to raise and appropriate $3200. 00 and that the Cemetery Commissioners be authorized to sell or turn in the present vehicle. Said money to be expended by the Cemetery Commissioners.
Article 14. To see if the Town will vote to authorize the Selectmen to sell and convey or lease in the name and on behalf of the Town any portion or the whole of the parcel, of land belonging to the Town on Bay Street on which the Maple Meadow School stands, together with the buildings thereon and fix the terms of sale or lease and/or the price or rent, or do anything in relation thereto. On petition of Harris P. Hemeon and Lauretta J. Palmer, President and Secretary of the Whitefield Association Inc. of Wilmington.
Finance Committee voted to approve the sale. Voted unanimously that the Selectmen be authorized to sell in the name and on behalf of the Town of Wilmington to the Whitefield Association, Inc., of Wilmington the whole of the parcel of land belonging to the Town of Wilmington, on Bay Street on which the Maplemeadow School stands together with the buildings there, at a lump sum of Five Hundred Dollars ($500. 00) to be paid at time of sale; and conditions of said sale to be at the discretion of the Selectmen.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring as a site for a school building, a parcel of land situated off Glen Road, being the premises des - cribed in Transfer Certificate of Title No. 8900, registered in Book 47, Page 203 of the North Registry District of Middlesex County, and determine how the appropriation shall be raised, whether by taxation, by transfer from available funds, by borrowing, or otherwise, or do anything in relation thereto. Request of the Additional School Accommodations Committee.
Finance Committee voted to approve $5, 400. 00. The report of the Additional School Accommodations Committee was given at this time. Voted to transfer from the "Sale of Land Reserve" Thirty-six Hundred Dollars ($3600. 00) and transfer from Available Funds Nineteen Hundred and Fifty Dollars ($1950. 00) and appropriate for the purchase of land. Voted unanimously.

Article 16. To see if the Town will vote to raise and appropriate or borrow or transfer from available funds in the Treasury a sum of money for the purchase or taking through the right of Eminent Domain land for a new Sub Fire Station in the Silver Lake area, fire truck and related equipment and for the erection of a suitable building to house said equipment. This to be done under the supervision of a Sub Fire Station Building Committee, this Committee to be appointed by the Moderator, or do anything in relation thereto. Request of the Sub Fire Station Committee.
Finance Committee took no action. Voted to lay on the table.
Article 17. To see if the Town will vote to amend the By-Laws of the Town of Wilmington, Chapter 5, Section 24 by adding thereto the following to be known as Section 24A: "No person shall without a written permit from the Board of Selectmen or the Chief of Police and a written permit from the owner or occupant of land, fire or discharge any rifle, shot-gun, air-rifle or pistol on or across any land within the confines of the Town, but this section shall not prevent the use of such firearms in the lawful defense and protection of one's person or other human being or property, not to veterinarians in the practice of their profession, nor in the performance of any duty required or authorized by law, nor to members of the Police Department in carrying out their duties and for target practice upon ranges first duly approved by the Chief of Police.
Finance Committee approved. Motion lost. Mr. Edward Curtis offered his land and that of a neighbor for the use of the Rod and Gun Club.
A motion to adjourn was lost.
Article 18. To see if the Town will vote to amend the Zoning By-Law and Plan by striking out Section 10A, under Area Regulations and substituting therefor the following: "Section 10A. In residence districts the lot of land for each dwelling shall contain a minimum frontage of 100 feet, a minimum depth of 150 feet, and a minimum lot area of 15, 000 square feet. " On petition of Allick Epstein and others.
Finance Committee disapproved. The Planning Board report was read by Mr. Woller. Motion lost. Two- thirds vote required. Yes 18, No 127.
A motion to recess was lost.
Article 19. To see if the Town will vote to rezone as a light industrial district as defined in Section 7A of the Zoning By-Law, an area in the northeast section of Wilmington, bounded; on the east side at the most northerly point of intersection of Ballardvale Street and the Andover line; south to the center line of brook, north of Louis Doucette's house on Ballardvale Street; East in a straight line to the intersection of Route 62 and North Reading Line from this point along the boundary line of the two towns to the point of beginning, excepting a strip one hundred and fifty (150) feet wide on the east side of Ballardvale Street and a strip one hundred and fifty (150) feet wide on either side of Andover Street, or do anything in relation thereto. On request of the Planning Board.
Finance Committee - no action. The report of the Planning Board was given by Mr. E. Woller. A two- thirds vote was required. It was voted unanimously to rezone.
The public hearing was held on March 8, 1955. Approved by the Attorney-General on March 30, 1955. Posted in five public places by the Town Clerk on April 4, 1955.
Article 20. To see if the Town will vote to transfer from available funds the sum of $20, 000. 00 for the establishment of a Stabilization Fund in accordance with the provisions of General Laws, Chapter 40, Section 5B or do anything in relation thereto. On request of the Town Manager and the Board of Selectmen. It was voted to take up at the end of the meeting. At that time it was voted to pass the article.

Article 21. To see if the Town will vote to accept the following streets as Public Town Ways as laid out by the Selectmen and approved by the Planning Board: Strout Avenue, Sewell Road and Carson Avenue, S. , and to raise by taxation or transfer from available funds, and appropriate the sum of $1600. 00 for the purpose of putting said streets into passable condition, or do anything in relation thereto. On request of the Town Manager and the Board of Selectmen.
Finance Committee approved. Voted to accept, and transfer $1600. 00 from available funds.
Article 22. To see if the Town will vote to raise and appropriate the sum of $1500. 00 for the purpose of surveying and preparing for acceptance the following streets:

Article 23. To see if the Town will vote to raise by taxation or transfer from available funds and appro - priate a sum of money not to exceed $15, 000. 00 for the purpose of extending or installing water mains on specified streets in accordance with the recommendation of the Water Main Extension Advisory Committee or do anything in relation thereto. On request of the Water Main Extension Advisory Committee.
Finance Committee approved. The report of the Water Extension Advisory Committee was given by Mr. Larz Neilson. It was voted to raise by taxation and appropriate the sum of $15, 000. 00 for the purpose of laying water mains in the following streets:
Oakdale Road, for a distance of 2200 feet Morse Avenue for a distance of 1300 feet (and that any monies remaining be spent on) Massachusetts Avenue, up to a distance of 500 feet, as far as the balance will permit.
Further that no money be spent on any street until the petitioners have made deposits for connecting their homes with the main, in accordance with Water Department procedure.
That a committee be appointed by the Town Manager and be empowered to study, and report at the next annual town meeting on water extensions generally, and on any other matters which influence the orderly expansion of the town's water system, including fire protection.
Article 24. To see if the Town will vote to raise by taxation or transfer from available funds and appro - priate the sum of $9, 000. 00 for the purchase of a Roller for the use of the Highway Department and autho- rize the sale or turn-in of a present roller used by the Highway Department or do anything in relation thereto. On request of the Superintendent of Highways.
Finance Committee approved. Voted unanimously to raise and appropriate $9, 000. 00.
Article 25. To see if the Town will vote to accept as a public way, authorize the taking or purchase of land and otherwise approve the reconstruction of that portion of West Street laid out by the Board of Select- men and approved by the Planning Board and for that purpose to raise by taxation or transfer from avail - able funds and appropriate the sum of $3000. 00 or do anything in relation thereto. On request of the Board of Selectmen and the Town Manager.
Finance Committee approved. Voted to accept and transfer from available funds $3000. Voted unanimously.

Article 26. To see if the Town will vote to authorize the Town Manager and the Selectmen to enter into a contractual agreement with the United States Government to enable the Town to receive funds as an advance grant for the purpose of preparing preliminary plans and specifications for the establishment of a sewerage system in the Town of Wilmington, or do anything in relation thereto. On request of the Town Manager. Finance Committee approved. Voted unanimously.
Article 27. To see if the Town will vote to authorize the Town Manager and the Board of Selectmen to sell town radio equipment and facilities and enter into a contractual agreement for the provision and ser - vicing of radio facilities by the New England Telephone and Telgraph Company and to raise by taxation or transfer from available funds and appropriate a sum of money necessary to effectuate the agreement. On request of the Town Manager.
No action by the Finance Committee. Voted to pass the article.
Article 28. To see if the Town will vote to accept as a public way, authorize the taking or purchase of land and otherwise approve the construction of Garden Court Extension as laid out by the Board of Select- men and approved by the Planning Board and for that purpose to raise by taxation or transfer from avail - able funds and appropriate the sum of $1600. 00 or do anything in relation thereto. On request of the Town Manager. Finance Committee approved.
At this time the question of a quorum being present was raised. A count showed only 140 present. It was voted to recess for ten minutes. At the end of the recess there being no question of a quorum it was voted to accept Garden Court Extension and to transfer from available funds $1,600.00.
Article 29. To see if the Town will vote to accept the provisions of General Laws, Chapter 48, Section 58A, or do anything in relation thereto. On request of the Fire Chief.
Finance Committee disapproved. Voted unanimously to accept.
At 7. 00 P. M. it was voted to adjourn. There were 410 voters checked in.

WARRANT FOR SPECIAL TOWN MEETING HELD JUNE 29, 1955 at the Wildwood School, with Action Taken Thereon
The meeting was duly called in accordance with the By-Laws of the Town of Wilmington, A quorum being present the meeting was called to order by the Moderator at 8. 30 P. M., June 29, 1955.
The Warrant was read by the Moderator, but on a motion by Mr. Charles Black, it was voted to dispense with further reading of the Warrant.
Article 1, To see if the Town will vote to appropriate by transfer from the proceeds of a bond issue of One Million Three Hundred Thousand Dollars voted by the Town for constructing and originally equipping and furnishing an addition to or extension of the present Junior -Senior High School on Church Street a sum not exceeding One Hundred Thousand Dollars, and to expend the sum so transferred for the purpose of constructing an athletic field adjacent to said Junior -Senior High School, and to determine who shall have charge of such expenditure, all in pursuance of the authority granted to the Town by Chapter 398 of the Acts of 1955, or do anything in relation thereto.
Finance Committee approved $75, 000. 00.

On a motion by Mr. John H. Tautges it was voted to transfer Seventy-five Thousand Dollars ($75, 000. 00) with all contra cts to be awarded pursuant to the requirements of Sections 44-A, 44-B, 44-C and 44-D of Chapter 149, General Laws. The present Junior -Senior High School Building Committee authorized to enter into contracts and to do all things necessary for constructing said athletic field.
A standing vote was taken. Yes - 137, No - 7.
Article 2. Mr. Arthur Allgrove and six others doubted the voice vote which the Moderator declared carried the motion, so a standing vote was taken. Yes - 26, No - 102. The original motion was voted unanimously. (Disapproved by the Attorney-General).

WARRANT FOR SPECIAL TOWN MEETING HELD NOVEMBER 28, 1955 at the HIGH SCHOOL AUDITORIUM and ACTION TAKEN THEREON
In accordance with the By-laws of the Town of Wilmington notice of the meeting was duly posted and the Warrant was posted by the Constable on November 31, 1955. A quorum being present the Meeting was called to order by the Moderator at 8. 25 P. M. Mr. Cutter wished a speedy recover for Mr. Barrows, Chairman of the Finance Committee, who had been in the hospital, and who had not missed a meeting in many years.
The Warrant was read by the Moderator, Mr. Simon Cutter. On a motion by Mr. Charles H. Black, it was voted to dispense with further reading.
Article 1. To see if the Town will vote to transfer the sum of One Thousand Eight Hundred Dollars ($1800. 00) from the Interest Account to Available Funds, or do anything in relation thereto. Finance Committee voted to approve. On a motion by Mrs. Wavie M. Drew it was voted unanimously to transfer One Thousand Dollars ($1, 000. 00).
Article 2. To see if the Town will vote to transfer the sum of One Thousand Three Hundred Dollars ($1, 300. 00) from Available Funds to the Vocational Training Account, or do anything in relation thereto. Finance Committee approved. On a motion by Mr. Joseph H. Woods it was voted unanimously to transfer.
Article 3. To see if the Town will vote to transfer the sum of Seven Hundred Dollars ($700. 00) from Avail - able Funds to the Veterans Aid Account or do anything in relation thereto. Finance Committee voted to

approve. On a motion by Mr. E. Hayward Bliss it was voted to transfer , unanimously.
Article 4. To see if the Town will vote to transfer the sum of Eight Hundred Forty-six Dollars and Sixty - seven Cents ($846. 67) from the new Cruiser Account to the Police Department Expense Account or take any action in relation thereto. Finance Committee approved the transfer. On a motion by Mr. N. DeFelice it was voted unanimously to transfer.
Articles 5 and 6 were taken up after Article 8.
Article 5. To see if the Town will vote to transfer the sum of Three Thousand One Hundred and Fifty Dollars ($3, 150. 00) from the unexpended balance of the 1954 appropriation for Garbage Control to avail - able funds and appropriate the same for the installation of a six inch water pipe on Suncrest Avenue, or do anything in relation thereto. Finance Committee voted to approve. On a motion by Mrs. Wavie M. Drew it was voted to transfer and appropriate unanimously.
