Article 16. On a motion by Mr. Joseph H. Woods it was voted to raise and appropriate the sum of Seven Hundred and Fifty Dollars ($750. 00) for the purpose of renewing under the authority of Section 9 of Chapter 40 of the General Laws as amended, the lease of the American Legion Clubhouse, Inc. in Wilmington for the purpose of providing suitable headquarters for the Wilmington Post #136 of the American Legion.

Wendell it was voted to instruct the Moderator to appoint a Committee to deter - mine the necessity of a sub-fire station in the Silver Lake District; also to investigate possible sites for said sub-fire station: Also, to determine the expense of equipping and maintaining said sub-fire station. Article 20. On a motion by Mr. Joseph H. Woods, it was voted that the Board of Selectmen be instructed to contract for electric lights to be installed as follows: Hathaway Road and Sewall Road - 1 light, Carson Ave. South & Hathaway Rd. - 1 light, End of Sewall Rd. - 1 light, End of Chase Road - 1 light, End of Carson Ave. N - 1 light, End of Carson Ave. S - 1 light, Hobson Avenue - 3 lights, Linda Road - 3 lights.
Article 21. At the request of Mr. Frank Hagerty permission was given to Mr. Thibeau to speak on the article. On a motion by Mr. F. Hagerty it was voted to authorize the Board of Health and Town Manager to contract for the pick-up, removal and disposal of rubbish and garb age from all dwellings in the Town of Wilmington, under the authority of Section 4, Chapter 40 of the General Laws.

Article 22. Mr. Thibeau was allowed to speak on the article. On a motion by Mr. Vinal Lewis it was voted to transfer from Available Funds and appropriate the sum of Thirteen Thousand Five Hundred Dollars ($13, 500. 00) to contract for the pick-up removal and disposal of garbage from all dwellings in the Town of Wilmington, under the authority of Section 4, Chapter 40 of the General Laws. A motion by Mr. Charles N. Gilbert to pass the article was withdrawn. A motion to amend to $9,000. 00 was lost.
Article 23. On a motion by Mr. Charles N. Gilbert it was voted to table until the next Annual Town Meeting.
Article 24. Mr. Thibeau was given permission to speak on the article. On a motion by Mr. F. Hagerty it was voted to accept the regulations promulgated by the State Department of Public Health, under the provisions of General Laws, Chap. 111, Section 128 as amended, establishing minimum standards of fitness for human habitation, as filed with the office of the Secretary of State. Finance Committee voted to approve.
Article 25. On a motion by Mrs. Dorothy V. Lafionatis it was voted to raise and appropriate the sum of One Hundred Dollars ($100. 00) the money to be expended under the direction of the 4-H Committee, serving in co-operation with the Middlesex County Extension Service, under the provisions of Sections 40 to 45, Chapter 128, General Laws of Mass.
Article 26. On a motion by Mr. Harold E. Melzar it was voted that the Town raise and appropriate the sum of Sixty-two Thousand Dollars ($62, 000. 00) for the purchase of land for a new well field, pumps and related equipment, and to meet said appropriation that $2, 000. 00 be transferred from Available Funds in the treasury and that the treasurer with the ap- proval of the selectmen be and hereby is authorized to issue bonds or notes of the Town therefor payable in not more than fifteen years. The expenditure of said appropriation shall be under the direction of the water department and town manage or acting town manager. Finance Committee approved the Bond Issue. A standing vote was taken. Yes 184, No 0.
Article 27. On a motion by Mr. Harold E. Melzar it was voted to pass the article.
Article 28. On a motion by Mr. Harold E. Melzar it was voted to raise and appropriate the sum of $10, 000. 00 for Hydran Rental, to be paid into and made a part of the receipts of the Water System.
Article 29. On a motion by Mr. Harold E. Melzar it was voted to transfer out of lands acquired by foreclosure and set aside to the Water System, the land near or adjacent to Martin's Pond known as the Stanley Lot, acquired under Decree of the Land Court dated May 14, 1953, Case #23578 and land known as the Jones Lot, acquired under Decree of the Land Cour dated May 14, 1953, Case #23579 and excluding in both parcels the portion excepted by the Land Court, to be added to and be made a part of the Water Shed and Water System controlled properties.
Article 30. The report of the Water Extension Committee was read by Mr. Bob Evans. Motion by Mr. Evans that the Tow vote to raise by taxation and appropriate the sum of Thirty Thousand Dollars ($30, 000. 00) for the purpose of extending public water mains in the following streets; Main Street, north from Eames Street - 1200 ft., Concord Street, easterly from Woburn St. - 2700 ft., West Street, approximately 1350 feet to complete the circulating main; and Oakdale Road as far as the remainder of the appropriation will allow. All streets to be restored to the same or equivalent condition prior t these installations.
A motion by Mr. Henry J. Lawler to amend to transfer from available fund the sum of $17, 000. 00 for extending the water main on Concord Street easterly from Woburn Street was lost.
On an amendment it was voted to transfer from Excess & Deficiency account and appropriate $30, 000.00 for above streets.
Article 31. On a motion by Mr. E. Hayward Bliss it was voted to pass the article.
Article 32. On a motion by Mr. Henry J. Lawler it was voted to raise and appropriate the sum of Two Thousand Five Hundred Dollars ($2, 500. 00) for the purchase of a motor vehicle for use by the Police Department.
Article 33. On a motion by Mr. Henry J. Lawler it was voted to raise by taxation and appropriate the sum of One Thousar. Five Hundred Dollars ($1, 500. 00) for the purchase of a vehicle for the use of the Board of Public Welfare and authorize the sale or turn-in of the present vehicle used by the Board of Public Welfare.
Article 34. On a motion by Mr. Guy Nichols it was voted unanimously to raise by taxation and appropriate the sum of Seve Hundred Fifty Dollars ($750. 00) to purchase for cemetery purposes a piece of land owned by Alden N. Eames bounded as follows: northerly by land of Wildwood Cemetery 187. 30 feet, easterly by land of Wildwood Cemetery 181. 50 feet, south- erly by land of Wm. Russell 206. 50 feet and westerly by land of H. E. Swain 90. 00 feet and Fred and Priscilla Burr 92. 20 feet, containing 33, 000 sq. ft. to the point of beginning.
Article 35. On a motion by Mr. Charles H. Black it was voted to accept the following streets as laid out by the Board of Selectmen: Warren Road, Wightman Road, Silver Lake Avenue, Phillips Avenue, Powder House Circle, That part of Virginia Road known as Old Andover Road, Rollins Road (Park Road), Cottage Street, Dobson Street, Broad Street, North

Street, Suncrest Avenue, Pinewood Road and Norfolk Avenue, and transfer from available funds and appropriate the sum of Ten Thousand Dollars ($10, 000. 00) for the purpose of putting said streets into passable condition.
The report of the Planning Board was read by Mr. Ritchie.
The meeting was declared adjourned by the Moderator at 10. 25 P. M. There were 207 voters checked in at the recessed meeting.

WARRANT FOR SPECIAL TOWN MEETING, And Action Taken Thereon June 28, 1954 - High School Cafeteria, Wilmington
To HARRY J. AINSWORTH, CONSTABLE OF THE TOWN OF WILMINGTON:
GREETINGS: In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town qualified by law to vote in Town affairs to meet and assemble at the new High School Cafeteria on Monday, the Twenty-eighth day of June next at 8. 00 P. M., to con- sider and act on the following articles -
The Meeting was called to order at 8. 25 P. M. by the Moderator, and there were 161 voters present at the time. On a motion by Mr. Henry J. Lawler it was voted to waive the reading of the Warrant.
Article 1. To see if the Town will vote to amend the Zoning By-Law and Plan by striking out Section 10A, Section 10B and Section 10C under Area Regulations and substituting therefor the following:
"Section 10A. In residence districts the lot of land for each dwelling shall contain a minimum frontage of 150 feet, a minimum depth of 150 feet, and a minimum lot area of 22, 500 square feet.
Section 10B. In districts not designated as residence districts the area regulations of 10A shall apply for all dwellings.
Section 10C. These provisions shall not prevent the erection or placing of any residence building on any lot containing less area than 22, 500 square feet provided such lot on the effective date of these sections does not adjoin other land of the same owner available for use in connection with such lot. "
On an amendment by Mr. Claude Helwig it was voted to add the words 'but said provision as to adjoining of land of same owner shall not apply to sub -division of land developments or lots already recorded. '
Finance Committee approved the article as read. The Planning Board report was given by Mr. Woller. Mr. Lawler introduced the Town Manager, Mr. Joseph F. Courtney, who spoke at some length, explaining the Town's condition, financially and otherwise. A two-thirds vote was required, and a standing vote was taken. Yes - 150, No - 28. The Moderator declared the motion passed.
Article 2. To see if the Town will vote to amend the Zoning By-Law and Plan by rescinding Section 5, General Residence Districts, and further deleting all references to Section 5 in any other Sections of the Zoning By-Law, and to amend Section 6 by inserting as paragraph 9, Section 6, Business Districts, the following words: Semi-detached and two family dwellings.
To see if the Town will vote to amend the Zoning By-Law and Plan by striking out Section 11 (a) and substituting therefor the following: "(a) One -family house: 20 per cent. "
To see if the Town will vote to amend the Zoning By-Laws and Plan by adding to Section 2, entitled "Definitions" the following enumerated sub sections:
TRAILER - A trailer is a structure originally designed as a vehicle to be used in whole or in part for human habitation having no motive power of its own.

Article 3. To see if the Town will vote to amend the Building By-Laws by striking out Section 2 of Division 4 and inserting in place thereof the following:
(Division 4) "Section 2, All buildings hereinafter erected or remodeled to be used as dwellings shall have a minimum floor area, excluding the basement area, of not less than 1200 square feet for a one story dwelling, and a mini- mum floor area of not less than 1400 square feet for a dwelling of more than one story. "
The Finance Committee approved the article as read. A Motion by Mr. Delaronde to amend by adding the words 'a mini- mum of 800 square feet to apply to lots already recorded' was lost. A motion by Mr. Moore to amend to '1000 square feet for one story and 1200 square feet for two stores for lots already laid out and recorded' was lost. A motion by Mr. Walter Hale to amend by substituting '1000 square feet for one story and 1400 square feet for two stories' was tem- porarily withdrawn. On a motion by Mr. Henry Lawler it was voted to amend by striking out the words 'or remodeled'. Mr. Hale's motion was voted on and lost. The motion as amended by Mr. Lawler was voted on and lost. Article 4. To see if the Town will vote to amend the Building By-laws by addition of the following, enumerated as Section 25, to Division 3: "Section 25. Soft Pine shall not be used in the framing of any roof, ceiling or floor in a dwelling."
On a motion by Mr. Herbert C. Barrows it was voted unanimously to pass the article.
Article 5. To see if the Town will vote to transfer the sum of Four Thousand and Fifty Dollars ($4050. 00) from the Pick- Up and Disposal of Garbage Account to Available Funds.
On a motion by Mrs. Wavie.M. Drew it was voted unanimously to transfer.
Article 6. To see if the Town will vote to transfer the sum of Five Thousand Three Hundred Forty-Nine Dollars and Fifty Cents ($5349. 50) from the Account "Receipts from Selectmen's Land Sale" to Available Funds.
On a motion by Mr. Joseph H. Woods it was voted unanimously to transfer.
Article 7. To see if the Town will vote to rescind the vote of the Annual Town Meeting to extend a water main on West St.
On a motion by Mr. E. Hayward Bliss it was voted to pass the article. Yes - 135, No - 1.
Article 8. To see if the Town will vote to transfer from the 1954 Water Extension Account the sum of Five Thousand Dollars ($5000. 00) appropriated for the extension of a water main on West Street to Available Funds. Motion by Mr. E. Hayward Bliss was lost.
Article 9. To see if the Town will vote to transfer the sum of Eight Hundred Eighty-three dollars and twenty-five cents ($883. 25) from Available Funds to pay a bill for that amount incurred in 1953 for the entension of a water main.
On a motion by Mr. Charles H. Black it was voted to transfer. (Widening and straightening Woburn Street).
Article 10. To see if the Town will vote to transfer from available funds the sum of Four Hundred Fifty-five Dollars and Twenty-four Cents ($455. 24) for the purpose of paying unpaid bills incurred in previous years.
On a motion by Mr. Henry J. Lawler it was voted to transfer to pay two bills for 1952, amounting to $297. 92, account ambulance repair, one bill of 1952 amounting to $5. 95 account of cruiser repair and maintenance and twenty-eight bills of 1953 amounting to $169. 59 account of cruiser repair and maintenance.
Article 11. To see if the Town will vote to transfer from Available Funds the sum of Eleven Hundred and Seven Dollars an Twenty-One Cents ($1107. 21) to the Account "Construction of New Fire -Police Station. "
A motion to table by Mr. Charles M. Gilbert was lost. Yes - 8, No - 66. On a motion by Mr. Charles H. Black it was voted to transfer.
Article 12. To see if the Town will vote to transfer from Available Funds the sum of Three Thousand and Fifty Dollars $3, 050. 00 to the Veterans' Benefit Account.

Article 15. To see if the Town will vote to transfer from Available Funds the sum of Six Hundred Dollars ($600. 00) to the "Operation of School Plant" Account.
On a motion by Mr. E. Hayward Bliss it was voted to transfer.
Article 16. To see if the Town will vote to transfer Six Hundred Dollars ($600. 00) from Available Funds for the purpose of purchasing and installing a meter and two hydrants for Fairmeadow Road. On a motion by Mr. Joseph H. Woods it was voted to pass the article.

In accordance with the warrant the meeting was called to order by the Warden, Mr. Joseph H. Woods at 3. 45 P. M. The Ballot box was examined in the presence of the Warden, Town Clerk and Police Officer. On a motion by Mrs. Helen Gammons it was voted to dispense with the reading of the Warrant, The ballot box was found to be empty and registered 0000. The keys were delivered to the Police Officer and the tellers sworn, ballots were delivered to the tellers and receipts taken.
At 4. 00 P. M. the polls were declared open. At 8. 00 P. M. the polls were declared closed.
The ballot box registered 455 but should have registered 454, as it had jammed at 105. The voting lists checked 454. Following is the list of votes received by each candidate.

The ballot box was examined in the presence of the Warden, Town Clerk and Police Officer. It was found to be empty and registered 0000. The keys were delivered to the Police Officer.
