This year forty-two streets were surface-treated and the rest were surface -patched if required. Guard rails were erected on Salem Street and Grove Street. Several new culverts were installed with a much greater capacity than the old ones. Extra large pipe was purchased and stored at the Highway Building for future use. I used over $10, 200 worth of bituminous products, $2000 worth of pea grayel, $950 worth of sand, $2200 for guard rail, $1100 for equipment hire and $10,000 for labor.
New Streets:
All new streets accepted in 1954, except Warren and Whitman Roads, were cleared of brush, trees and stumps, and were graveled. I was allocated $10, 000 to complete these streets which was by far not enough. I used the balance from my regular highway accounts which were also used in conjunction with Chapter 81 funds. It is impossible to clear these new streets with my Town equipment as it is not rugged enough. Heavy equipment is required for this work. The following will show how the $10, 000 was spent - $8574. 75 equipment hire; $446. 08 drainage and $926. 06 labor.
Miscellaneous:
A new section of sidewalk was constructed from Cain's Garage to Forrest Avenue at a cost of about $1100. All curbing and subfill was done by the State after being assured by the Town that it would do the hot top work at our expense. Work has been started on Roosevelt Road which was accepted several years ago. About 400 cu. yrds. of the subsoil and clay has been hauled away and dumped into the cranberry bog on Church Street that is being made into a public playground by the Rotary Club. I have already graveled to the first section of ledge which will have to be cut about three feet. A drain pipe will have to be installed between the two sections of ledge, and a second pipe just beyond the ledge. The cost to finish the job will be about $3000. Brattle Street also accepted several years ago was finished; all growth and mud removed and graveled; one culvert forty feet long and thirty inches in diameter was installed.
A new 30 in. culvert was installed on North Street; double 24 in. culvert installed on West Street; new 24 in. culvert installed on Ballardvale Street; 150 ft. of 12 in. drain installed on Cottage Street; one catch basin and 40 ft. of 12" pipe installed on Burlington Avenue; 70 ft. of 12 in. installed on Glendale Circle. A small G. I. truck body was purchased and placed at the Town Dump for the caretaker. A twenty-four foot gate was erected and has helped to a great extent in keeping the dump presentable. All rubbish was spread or pushed over the edge several times and covered with fill. A large amount of fill and gravel has been dumped along Salem Street in front of the dump instead of a fence. Over 1500 cu. yds. has been used in the past year to cover the dump and keep it safe.
Hurricanes :
At this writing there is very little brush and trees left to be removed due to the hurricanes. There are several stumps remaining to be picked up. Trees are cut and hauled to the dump or Town pit because the Tree Department does not have the time. I used regular Highway funds plus some hurricane funds to clear the small brooks of fallen trees and brush. I did this because we do not know exactly how much money the State will reimburse us.
New Equipment Required:
The department has requested three new pieces of equipment: a roller, a front-end loader, and a bulldozer blade for the grader. The Roller will cost about $8, 000; the front-end loader, with our old one as a trade-in, $7500; and the bull - dozer blade $1000 mounted. The roller is a must, as the one we now have is unsafe to be on the street. The front-end loader is ready now for a $1500 rebuilding job, and the Clyde Everett Equipment Co. has offered $2000 as a trade-in allowance against a $9300 four wheel one cubic yard Hough. The Hough will then cost the Town about $7500. The dozer blade for the grader would be very useful both in summer and winter. However, of the three new pieces requested, and roller and front - end loader are required if the department is to operate efficiently and economically.
At this time I would like to thank all the departments in Town for their co-operation and help given the Highway Department especially during the Hurricanes.

Annual Town Meeting, with Warrant Articles March 6, 1954 - High School Cafeteria
In accordance with the foregoing Warrant the voters assembled at the High School Cafeteria at 9. 45 A. M. on the above date.
The meeting was called to order at 9. 45 A. M. by the Moderator, Mr. Ralph R. Currier. Article I was read by the Town Clerk. On a motion by Mrs. Miriam H. Ware it was voted to dispense with further reading of the Warrant at this time.
The ballot box was examined in the presence of the Moderator, Police Officer and Town Clerk and found to be empty. The register indicated 0000. The ballot bax was then locked and the keys delivered to the police officer in charge.
The ballot clerks were sworn and the ballots delivered to them and receipts taken for same. The checkers were sworn later in the day.
At 10. 00 A. M. the polls were declared open
At 8. 00 P. M. the polls were declared closed.
The names checked on the voting lists were 1925. The register indicated 1926, having jammed at 1747 registering twice.

Mr. Philip Nelson of the Student Council of Wilmington was introduced and spoke of his experience as Student Council Lieutenant Governor of the Commonwealth.

On a motion by Mrs. Ruth Gratcyk it was voted that the additional School Accommodation Study Committee be granted an extension of time until the next annual Town Meeting.
It was voted to have the report of the Committee on addition to the Junior -Senior High School given under Article 9.
A motion by Mr. Charles H. Black to take up Article 6 was voted. A motion by Mr. Charles H. Black to pass the article was withdrawn. On a motion by Mr. Kenneth M. Lyons it was voted to take up in proper order. The chair being in doubt a standing vote was taken. Yes - 100, No - 83, A motion by Mr. Herbert C. Barrows to indefinitely postpone was lost.
Article 3. On a motion by Mr. Herbert C. Barrows it was voted that the several and respective sums as recommended by the Finance Committee be raised and appropriated for the purpose set forth in Article 3 of the Warrant, each item to be taken up separately and voted on subject to amendment.

Tautges it was voted that the Town raise and appropriate the sum of One Million Three Hundred Thousand Dollars ($1, 300, 000. 00) for constructing and originally equipping and furnishing an addition to or extension of the present Junior -Senior High School Building on Church Street, and to meet said appropriation that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of One Million, Three Hundred Thousand Dollars ($1, 300, 000. 00) under authority of Chapter 645, Acts of 1948, as amended, and to issue bonds or notes of the Town there - for payable in not more than twenty years. The present Junior -Senior High School Building Committee is authorized to enter into contracts and to do all things that are necessary for constructing, equipping and furnishing the said addition of extension. The Finance Committee approved. A standing vote was taken. Yes 212, No 0. Declared unanimous.
Article 11. On a motion by Mrs. Ruth Gratcyk it was voted to grant the Committee on Additional School Accommodations an extension of time until the next Annual Town Meeting.
Article 12. On a motion by Mr. Nicholas DeFelice it was voted unanimously that the Town raise and appropriate the sum of Seventy-seven Thousand Dollars ($77, 000. 00) in addition to the amounts previously appropriated for the purpose of com - pleting the construction and originally equipping and furnishing of the grade school building now being built on Wildwood St., and to meet said appropriation that Two Thousand Dollars ($2, 000. 00) be transferred from available funds in the treasury and that the treasurer with the approval of the Selectmen be and hereby is authorized to borrow the sum of Seventy-five Thousand Dollars ($75, 000. 00) under authority of Chapter 645, Acts of 1948, as amended, and to issue bonds or notes of the Town therefor payable in not more than twenty years. A standing vote was taken. Yes 185, No 0.
At 5. 00 P. M. on a motion by Mr. Kenneth M. Lyons it was voted to recess until 7. 30 P. M. There were 311 voters checked. At 7. 40 P. M. the meeting was called to order.
Article 13. On a motion by Mr. E. Hayward Bliss it was voted to transfer from Available Funds and appropriate the sum of Fifteen Hundred Dollars ($1500. 00) for the taking of the State Census as of January 1, 1955, such sum to be spent under the direction of the Board of Selectmen.
Article 14. On a motion by William F. Smith it was voted to raise and appropriate the sum of Seven Hundred and Fifty Dollars ($750.00) under the authority of Section 9, Chapter 40, of the General Laws as amended, for the purpose of pro- viding suitable quarters for the William F. Tattersall Chapter #106, Disabled American Veterans, located at Wilmington.
Article 15. On a motion by Mr. Thomas Lafionatis it was voted that the Town raise and appropriate the sum of Seven Hundred Fifty Dollars ($750. 00) for the purpose of renewing under authority of Section 9, of Chapter 40 of the General Laws as amended, the lease of the Veterans of Foreign Wars Clubhouse on Main Street in Wilmington for the purpose of providing suitable headquarters for the Nee-Ellsworth Post 2458 of the Veterans of Foreign Wars of the United States.
