RATES OF POSTAGE.
Letters advertised are charged two cents each, besides regular postage. Drop Letters are not advertised. A list of Drop Letters is placed in the rotunda of the Post Office every week.
CIRCULARS .- Three circulars or less, sent for two cents ; pre-payment by stamps re- quired.
NEWSPAPERS .- The quarterly postage on regular newspapers, if prepaid, is five cents or a weekly paper ; in same proportion if published oftener. Transient newspapers sent anywhere within the United States at two cents, not exceeding four ounces, prepaid by postage stamps ; all transient printed mat- ter at like rates.

· When the article to be mailed is a circular, pamphlet or newspaper, it should be so en- veloped as to be open at one end-otherwise it will be charged as a letter.
All letters required to be prepaid by stamps. Those not thus prepaid are sent to Dead Let- ter office.

STATION OR BRANCH POST OFFICES
The carriers will visit each Station or Branch Post Office in the city of Baltimore, (under the new carrier system as inaugurated by the Postmaster General, commencing from July 1st, 1863,) three times a day, (Sundays excepted,) commeneing at the hours of 7 A. M., 11 A. M., and 2.30 P. M. By this sys- tem the letters for the outgoing mails will be brought to the Post Office in time to be sent with the corresponding mails, while the local or drop letters will be promptly delivered (within the city limits) as addressed, as often as three times each day, without charge or additional carriers' stamps as heretofore.
The law requires that all matter to be sent through the mails, or to be delivered within the limits of the city, must be prepaid in United States postage stamps.
Postage to be prepaid on local or drop let- ters two cents each, if within the half ounce in weight; four cents if over, and within the ounce, &c.
Postage to be prepaid on all letters to be sent through the mails to any part of the United States (California included) three cents if single rate, six cents if double, &c.
Special care has been taken in the selection of proper localities for the Drop boxes, in order to afford the greatest facilities to each and every section of the city.

SCHEDULE OF STAMP DUTIES
To Go Into Effect on and after August 1, 1864.
MODE OF CANCELLING STAMPS .- The person using or affixing the same shall write thereupon the initials of his name and the date upon which the same shall be at- tached or used, so that the stamp may not be again used
No instrument shall be deemed or held in- valid or of no effect for want of the particular kind or description of stamp designated for and denoting the duty charged on any such in- strument, document, writing or paper; provi- ded a legal stamp or stamps denoting a duty of equal amount shall have been duly affixed and used thereon-excepting Proprietary and Playing Card Stamps, for which a special use has been provided.
Postage Stamps cannot be used in payment of duties chargeable on instruments.
