Notice .- To give an alarm of fire, turn the crank slowly and regularly twenty times, should the bell in the Signal Box not answer, repeat the turns until answered.
When the services of the entire Department are required, a general alarm will be mug the strokes of the bells being given in quick sos cession and without intermission.

POSTAL RULES.
Many errors occur by persons not observing the following regulations in depositing letters, papers, or miscellaneous publications in the office for mailing :
Direct letters plainly to the street and num- ber, as well as the post office, County and State. By inserting upon letters the county in which the office is located, many errors in superscription might bedetected, and mistakes in mailing avoided.

Head letters with the name of the writer's post office and State, street and number. Sign them with full name, and request thatanswers be directed accordingly.
All Drop Letters or letters to be delivered within the city, must be prepaid by postage stamps, at the rate of 2 cents per & ounce or under.
Prepayment by Stamps required on all let- ters to places within the United States, at the rate of 3 eents per & ounce or under.
Full prepayment by stamps required on all transient printed matter, foreign and domestic.
All letters not prepail by Stamps. all such as are received in the office with Stamps ent from stamped envelopes, or with such postage stamp as were in use prior to 1861, or with Revenue Stamps on them, are treate las "un- mailable," and are sent to the Dead Letter Office.
Packages containing poisons, oils. explosive chemicals, liquids. or anything calenlated to injure or endanger the safety of the mails, will not be received.
Valuable letters should in all cases be regis- tered, and when money is designed to be transmitted, Postal Money Orders ito secure safety in transmission. ) should, when prac- ticable, be obtained.
Letter postage is to be charged on all Hand- bills, Circulars, or other printed matter which shall contain any manuscript writing whatever.
A letter once delivered to any one author- ized to receive it, cannot be forwarded with- out additional postage.
LOTTERIES AND SO-CALLED GIFT CONCERTS.
All letters or circulars concerning lotteries, so-called gift concerts, or other similar enter- prises offering prizes of any kind on any pre- text whatever, deposited in this office to be sent by mail, will be treated as unmailable, and sent to the Dead Letter Oflice.
MANUSCRIPT.
Manuscript for publication in newspapers, magazines, or periodicals, transmitted by mail. must be prepaid at letter rates of justage. None bat Book MSS. can pass at rates pre- seribed for transient and printed matter.
The Following Classes of Letters are not Ad- vertised :
Drop Letters, unless a three cent postage stamp is affixed .- Letters bearing requests to) be returned to writers, or bearing the name and address of the writer .- Box letters .- Let- ters directed and sent to Hotels, and thence re- turned to the post office as unclaimed .- Let- ters returned from the dead letter office to writers .- Circulars free packets containing printed doenments, speeches, and other printed matter .- Official letters from any department of the Government.
CITY DELIVERY.
Free delivery of letters by faithful carriers will be secured by having them plainly ad- dressed to the street and number. No neces- sity exists for persons calling at the office, as all may have their mail matter left at their residenees regularly, without risk or charge. Persons wishing their mail matter delivered by
Carriers, will please leave orders at the post office, or with the Carrier. The public are re- quested to adopt the house door letter boxes, the use of which will result in greatly in- creased rapidity in the delivery of letters.
Weekly Norspeppers, properly folded and ad- dressed, when sent to regular subscribers in the county where printed and published, will be delivered at the office free of postage, when deposited at the office nearest the office of pal - lication : but such papers will not be distri- bhied by carriers unless postage is paid upon them in advance, at the rate of live cents per quarter, either at the mailing offire or at the office of delivery.
