REGISTRATION REPORT, 1892.


As under the old law, repealed in 1887, but one or two dozen town clerks annually complied with the statutory provisions, requiring reports of births, marriages, and deaths to be made to the Secretary of State, there were perhaps grounds for the appre- hension that there would be some difficulty in getting returns from all the towns. but it is gratifying to be able to report that a large majority of the clerks made their returns very promptly, and that eventually returns were received from every city, town, and plan- tation in the State save one town ; and from that a bare statement of the number of births, marriages, and deaths was received.


The returns, nevertheless, came in late from a sufficiently large number of towns to retard very much the beginning of the tabula- tions. Another cause for the delayed appearance of this report was the desire of the registrar to have the returns, which are to serve both as permanent records in this central office, and as the basis of all the statistical tabulations, as free from errors and imperfections as it is possible to have them. The copies, there- fore, of considerably more than 2000 records of deaths, and of a smaller number of births and marriages were returned to town clerks, physicians, clergymen, and other persons, for the purpose of securing essential facts which were omitted in the records or for the correction of possible errors. This and the subsequent red-ink annotation of the records was a tedious work, but it is believed that their nearer approach to completeness, and their greater value for future use, will be an ample justification.


How near the figures representing the results of this first year's registration of vital statistics approach the truth may be known with more certainty in the future by comparing them with those to be obtained in subsequent years. It is certain that the registration results in some towns are defective. There are, however, grounds

for hoping that this first year's work may at least be as nearly accurate as the first work of the local registrars in any other state.


Population .- According to the report of the eleventh census, the population of the State of Maine was 661,086 in 1890. The population of the State was 648,936 in 1880. There was, there- fore, a gain of 12,150 in the decade between the two last census enumerations. This represents the balance of gain over loss, for seven counties suffered a diminution of population aggregating 12,906 while 25,056 persons were added to the population of nine other counties. The following table shows the gain or loss in each county :

Relation of Births to Deaths .- As the total number of births registered in Maine in the year 1892 was 14,028 and the number of deaths was 12,147, the natural increase of births over. deaths was 1,881.

A comparison of the tables already given offers interesting sug- gestions as to the conditions which are influencing gain or loss of population in the different parts of the State. Generally it may be said that in the older counties in which agriculture is the leading industry and in which large manufacturing centers are absent, the census enumeration shows either a loss or only a very slight gain in population. In the same places, the town clerks' returns exhibit generally either a preponderance of deaths over births, or only a slight excess in the number of births, as compared with the number of deaths.
