Our town has been very fortunate in not having any contagious diseases of a fatal nature during the past year. The following communicable diseases, however, have been reported :
Measles 21 cases Exposed to Scarlet Fever 1 family
These have been properly looked after and reported to the State Bureau at Augusta.
Five complaints about sewers and one complaint about uncleanli- ness have been reported and taken care of. By request, samples of drinking water have been sent to Augusta for testing. A few cases of nusiance have been reported and been giving proper att- ention.
I wish to thank all those who have cooperated by reporting the above. Although practically all cases of measles and other di- seases were reported, there were a few cases unreported. For the health of our community I urge all those who have any knowledge of such diseases to report at once, and to those who are not willing to cooperate, I wish to remind them of the following law :
The revised Status of Maine 1930, Chapter 22, Section 55, states that all householders shall report to the Health Officer if there are any cases of reportable disease in their families, whether or not a doctor has been called. The Local Health Officer will then report to the Scate Bureau of Health at Augusta, Maine. Failing to report a case one is subject to a fine of $ 50.00. "

Report of Public Health Nurse
A good community health program provides an opportunity for the residents of a town to participate in the study of its health needs and to assist not only in making plans to meet those needs but to serve on various volunteer committees to help carry the plans through and establish health activities.
Your Child Health Conference program was one health activity which really demonstrated the importance of community interest and participation if you are to secure good health service. An act- ive and interested group of volunteer workers not only helped to see that clean, comfortable, adequate rooms were ready for parents, children and physician but also assumed the responsibility of in- viting mothers with infants and pre-school children from every section of your town. At these conferences a Pediatrician gave physical examinations and immunizations against diphtheria, whoop- ing cough, tetanus and smallpox to a total attendance of 107 child- ren as need indicated. Throughout the four conferences held your public health nurse and volunteer committee assisted the Pediatri- cian and each mother had an opportunity to ask questions and have assistance with health problems.
In the schools where your nurse made 14 visits, conferences were held with teachers concerning needs of individual children. Follow- ing these school visits the nurse made visits to the homes of school children as a need indicated that she might be of assistance in help- ing to secure medical care for a school child. Immunization clinics were held in the schools. 138 pupils were protected. 45 were vac- cinated against smallpox, 105 had tetanus toxoid inoculations, 115 had diphtheria inoculations and 49 had whooping cough inoculations.
The nurse also visited the homes of 39 infants and pre-school children to assist with nutrition plans and other problems concern- ing the health of the family.
Your public health nurse desires to assist you in every commun- ity activity to promote a sound and enduring health program. At this time she wishes to express her appreciation to all who have assisted in carrying out plans to meet health needs in Webster dur- ing the past year.

REPORT OF FIRE CHIEF
To the Citizens of the Town of Webster:
The Sabattus Fire Department hereby submits the following an- nual report for the year ending, February 1, 1952.
Alarms
During the year we have answered 19 calls. In answering these calls we have laid 2,500 feet of hose and used 15 gallons of chem- icals. Loss on Real Estate is as follows; Town of Webster $ 7,000; loss on contents $ 2,000, this was covered by insurance. During the year eight outside calls were answered, they were as follows; seven calls to the Town of Greene, one call to the Town of Wales. The Town has received compensation for these calls.

In accordance with Chapter 16, Section 3, Revised Statutes of 1944, and at your request, the records of the Town of Webster have been audited for the fiscal year ended February 1, 1952.
The examination was made by Auditor S. M. Emery in accordance with generally accepted auditing standards that pertain to municipal accounting. Audit analysis was on a basis consistent with that of the preceding year, and included all procedures which were considered necessary. Insofar as could be ascertained within the scope of the examination, the financial transactions of the Town appear to have been approp- riately handled, with such exceptions as may be noted in the accompanying comments.
Exhibits and schedules incorporated in this report present the result of the financial operations of the Town for the period designated. Recommendations are also offered which are believed to be worthy of your consideration.

COMMENTS
TOWN OF WEBSTER FEBRUARY 17, 1951 TO FEBRUARY 1, 1952
An audit has been completed of the books and records of the Town of Webster for the fiscal year ended February 1, 1952. The audit included an examination of the records maintained by the Assessors, Selectmen, Tax Collector, Treasurer and the Town Clerk.
The result of the audit indicates that the following sug- gestions appear worthy of consideration by the Town Officials:
The practice of the Tax Collector of cash- ing checks for other than town business should be discouraged.
Original invoices substantiation all expend- itures should be kept on file with the Select- men.
Excise taxes collected should be deposited in accordance with the provisions of Chapter 81, Section 105, of the Revised Statutes of 1944, which reads, in part: "Every collector of taxes shall, on the last day of each month, pay to the treasurer of the town all money collected by him.
The examination consisted of a review of cash transactions as well as an analysis of revenues and expenditures. The result of the year's operations showed that available funds exceeded expend- itures by $1,849.27. However, overdrafts were noted in the health and sanitation, highways and bridges, charities and interest accounts totaling $139.27, $1,284.32, $317.06 and $35.27 respectively. The department of Attorney General has advised that overdrafts are not permitted by Statute excepting in certain instances where emergencies arise in highway activities and then only to the extent of 15% of the highway appropriation. Unexpended and overdraft balances are summarized as follows :

Town of Webster
The unappropriated surplus amounted to $3,177.73 at the year end, or a net increase of $1,622.42. This increase was occas- sioned principally by the excess of available funds over expenditures uncollectible accounts receivable amounting to $83.46 and $189.55 re- spectively.
It was ascertained that the capital reserve fund, establish- ed for new school construction, increased $2,522.14 for the year and totaled $3,528.82 at the year end. This increase was occasioned by an appropriation of $2,500.00 at the annual town meeting and interest of $22.14 on the previously established investments.
It was also noted that the Town voted at a special town meeting to borrow $6,000.00 for an accelerated state aid road con- struction program. The note is to be retired with funds received from the state over a three year period. In lieu of these delayed payments, a deferred charge has been established as a part of the general fund balance sheet.
The examination also included verifications of tax and tax lien accounts. Insurance policies were listed and corporate surety bonds were found on file for the following officials :

From the results of mail verifications 1951 taxes amounting to $116.21 had been paid prior to February 1, 1952. This amount has been set up as due from the Tax Collector.
Included in this report are exhibits and schedules pertain- ing to the financial status of the Town. Audit procedures were fol- lowed to the extent deemed appropriate to develop these statements.
It is believed that the accompanying balance sheet and sup- porting statements fairly present the financial position of the Town at February 1, 1952, and the result of its operations for the year then ended.

No child under sixteen years of age shall be, loit- er, or remain in or upon any street, highway, park, or public place or place of amusement in the Town of Webster after the hour of nine o'clock in the evening of any day, unless accompanied by a parent or guardian or other suitable protector; or unless such child shall be engaged in the performance of some duty, or in pursuit of some lawful employment authorized and directed in writing by such parent or guardian; and no child while performing such duty or pursuing such employment shall loiter upon any street, highway, park, public place or way, public building, or place or amusement.
Section 2. Any such child found violating the provisions of the preceeding section by any deputy sheriff, police officer, con- stable, or agent for the protection of children, shall upon the first offense, be notified and directed by such officer to pro- ceed forth-with to his home and such officer shall take the name and address of said child and his parents or guardian and shall give notice of such violation by such child to such parent or guardian. Any such child so notified and directed who shall re- fuse, or wilfully fail to proceed forthwith to his home may forth- with be taken into custody by said officer and shall be liable to a penalty not exceeding twenty dollars; any such child so notified and directed who shall subsequently violate the provisions of the preceeding section may be taken into custody in like manner and shall be subject to a like penalty.
Section 3. It shall be unlawful for any parent, guardian or other person having the lawful custody of any such child under the age of sixteen years to permit any such child to be, lofter or re- main in or upon any street, highway, park, or place or way, public building or place of amusement in the Town of Webster after the hour of nine o'clock in the evening of any day and any such parent, guardian, or custodian who shall violate the provisions of the sec- tion after having received from any officer the notice provided for in section 2, as to a previous violation by such child of the pro- visions of Section 1, shall be liable to a penalty not exceeding twenty dollars.
Section 4. The word person as used in this ordinance shall mean and include individuals, firms and corporations.
Article 39. To elect the following officers, to wit: Tow .. clerk, Selectmen, Assessors and Overseers of the Poor, Town treasurer, Tax Collector, one member of the Superintending School Committee for three years , one for two years, one Road Commissioner, and one Park Commissioner for three years.
The polls will be open at one o'clock in the afternoon and will close at 7 o'clock in the evening.
The Selectmen will be in session March 6, 7 and 8th from 7 to 9 P.M. for the purpose of correcting the list of voters.
