Vessel ashore, flag at half mast, staff determining the class, where practicable.
" A vessel wrecked or disabled, two pennants at half mast, staff determining the class, where practicable.
A single white ball hoisted, is signal for a vessel three miles out, requesting a tow boat; two white balls, signal for the same, six miles out; three, for one nine miles out; four, for one twelve miles out.
The distance of steamers is represented by black balls hung out from the base of the ship's staff,-each ball stand- ing for half an hour.
When merchants' private signals are furnished to the proprietor of the Observatory, they are hoisted instead of the general signal, the staff determining the class of the vessels.

THE MAGNETIC VARIATION
From the true North at the present time (Jan. 1863) is 12 degrees, 4 tenths, Westerly. It has been increasing since 1765, when it was 8 degrees. In 1770, it was 8 and 1 tenth : in 1750, 8.3; in 1790, 8.5; in 1800, 8.9; in 1810, 9.4; in 1820, 10; in 1830, 10.6; in 1840, 11.2; in 1850, 11.8; in 1860, 12.2; in 1863, 12.4. In 1870, it will be 12 7.

The following are the boundaries of the several wards, adopted by vote of the citizens, April 9, 1862.
Ward No. 1. Commencing at the harbor at a point parallel with the line of the center of Mountfort Street, thence on said line to the center of Mountfort Street, across Congress Street through the center of Washington Street and Back Cove Bridge to the channel of Back Cove, comprising all the city territory northeast of this line.
Ward No. 2. Commencing at the harbor, at foot of Frank-

lin Street, thence through the center of Franklin to Fore Street, thence through the center of Fore to Hampshire Street, thence through the center of Hampshire to Congress Street, thence through the center of Congress to Franklin Street, thence through the center of Franklin to Cumberland Street, thence through the center of Cumberland to Boyd Street, thence through the center of Boyd to Lincoln Street, thence on a line parallel with the center of Boyd Street to the chan- nel of Back Cove, comprising all the territory between this line and the before-mentioned line of Ward No. 1.

Commencing at the harbor at the foot of Sil- ver Street, thence through the center of Silver to Middle Street, thence through the center of Middle to Lime Street, thence through the center of Lime to Congress Street, thence through the center of Congress to a line parallel with the southwest line of the lot of land on which the city and coun- ty buildings are located, thence on the southwest and north- west line of said lots to Myrtle Street, thence through the center of Myrtle to Lincoln Street, thence on a line parallel with the center of Myrtle to the channel of Back Cove, com- prising all the territory between this line and the before-men- tioned line of Warl No. 2.
Ward No. 4. Commencing at the harbor at the foot of Ma- ple Street, thence through the center of Maple to Pleasant Street, thence through the center of Pleasant to South Street, thence through the center of South to Free Street, thence through the center of Free to Brown Street, thence through the center of Brown to Cumberland Street, thence through the center of Cumberland to Preble Street, thence through the center of Preble Street, and on a line parallel with the center of Preble Street, to the channel of Back Cove, comprising all the territory between this line and the before-mentioned line of Ward No. 3.
