INTRODUCTORY.
The fifteenth edition of R. L. Polk & Co.'s Saginaw City Directory, herewith presented, is issued with the assurance that all the varied information desirable in a modern, first-class directory to a growing and bustling city is given with special accuracy and that it is every- thing which the best skill in directory making has been able to produce.
The actual worth of the city directory is becoming more generally understood every year. Its value as a book of reference and as a guide to all the residences and business houses, streets and avenues, depots, public build- ings, churches, schools, banks, societies and organiza- tions, and, in fact, all the institutions of the city, has always been recognized. It is as a history of the progress of the city and as an unequalled advertisement of the city's resources the directory is growing in popular favor year by year. The reader will observe that this volume contains an answer to almost every question that may be asked about Saginaw and its institutions. The city's manufacturing and commercial interests, its growth in population, its transportation facilities, its public improve- ments. the condition of its banking and financial institu- tions and all such information is given in concise and interesting form in the Directory. This book, forming as it does a complete compendium of the city of Saginaw, is placed by us in the Directory Libraries of all the im- portant cities in the country where it can always be con- sulted by non-residents who contemplate a visit or removal to Saginaw or the investment of capital. It is in this way that the Directory becomes an invaluable adver- tising medium for the city it represents.

POPULATION.
The customary means of estimating the population is to multiply the number of names of individuals in the Directory by 21/2 to allow for the names of women and children not included in the canvass. In the present volume there are 30,230 names of persons who lived in Greater Saginaw at the time the enumerators took the information for this book. Multiply this number by 21/2 and we have the population of this city. 75,575.
As in former years, the canvass for names did not stop at the city limits proper, but embraced the imme- diate suburbs, between which and Saginaw there exists merely the artificial boundary of imaginary lines, and which are one with Saginaw in continuity, growth and development.
SAGINAW IN TABLOID.
Government-The city is under the Commission Form of Municipal Government. The entire government of the city is vested in a committee of five. One of this number is the mayor and the entire body constitutes the Council. Each member is elected from the city at large upon a non-partisan ticket. The function of government is divided into five parts, each commis- sioner being the head of a department. The initia- tive, the referendum and the recall. are combined with government by commission.

Salt-Has salt manufacturing resources which are prac- tically unlimited, and Saginaw Valley salt has a national reputation.
Saginaw offers exceptional facilities and advantages as a manufacturing city, with cheap sites, good labor sup- ply, low tax rates, ample fuel supply from local mines and is a delightful place of residence.
The Saginaw Board of Trade solicits correspondence and is prepared to furnish full information to investors, merchants, manufacturers, workingmen and home seekers. The Board is in a position to offer desirable sites and other liberal inducements of a substantial nature to legitimate enterprises.
Directory Library-A Library of Directories from the principal cities of the country is being maintained by the publishers in the Postoffice Building (East Side) for the free use of our patrons and the general pub- lic, who can refer to it at any time. As the latest books are issued they will be added to the Library, thereby keeping it up-to-date from year to year.
In conclusion we desire to express our acknowledgment of the support accorded the work and to extend the promise of unvarying effort to fill the field in the future as in the past.

EXPLANATION-On referring to this Directory, it will be noticed that the names of streets, avenues, etc., follow each other in strictly alphabetical order without regard to location. To all the more important streets and avenues are subjoined the names and numbers of intersecting streets, avenues, etc., in the order in which they cross, so that if you wish to find 310 Lapeer avenue by reference to the guide you will find that Weadock avenue intersects Lapeer avenue at No. 300 and Park avenue at No. 400, hence, the place you seek is between these two numbers and nearest to Weadock avenue.
