PREFACE


LOCATION


The Town of North Wilkesboro is located in the northwest section of the famous, rapidly developing industrial and agricultural area known as the Piedmont Plateau. It is so situated, geographically, that it is the key to the entire Blue Ridge range of mountains in the northwest sec- tion of North Carolina. There are three leading highways in the northwest section of North Carolina running from North Wilkesboro to the Blue Ridge Parkway, giving North Wilkesboro the distinction of having more highways leading to the Blue Ridge Parkway than any town in the entire northwest section of North Carolina, which makes North Wilkesboro the "Key to the Blue Ridge Parkway."


North Wilkesboro's retail and wholesale trade area covers a radius of twenty-five miles, including all of Wilkes County and parts of Ashe, Watauga, Caldwell, Alexander, Iredell, Yadkin, Surry and Alleghany Counties, this area having a population of approximately 80,000 people. North Wilkesboro is the outstanding trading area for these counties.


North Wilkesboro's industrial history dates from the year 1889, when Arthur A. Finley and J. Gordon Hackett, who were born and reared in the county, established a lumber and mill working plant on the north side of Reddies River. The plant started right off manufacturing building materials and has been running ever since.


In 1890, when North Wilkesboro acquired its name, this plant was the first manufacturing enterprise that the town had. In the next few years, there were located in the town the C. C. Smoot & Sons Company tannery, which was the largest in the South and is now owned by the International Shoe Company; Forest Furniture Company; Oak Furniture Company; Turner-White Casket Company, and other plants. Today there are five furniture factories, one tannery, one cotton mill, one hosiery mill, one casket factory, one grist mill and saw mill factory, one butter and cheese factory, one roller mill, one mirror factory, three wood working plants and other plants, making a total of twenty indus- trial plants in North Wilkesboro.


North Wilkesboro's industrial expansion has been steady. It is known today as a leading furniture manufacturing center. Some of its manufactured products are shipped to points all over the United States and into foreign countries.


POPULATION

In 1930 the population within the city limits of North Wilkesboro was 3,668, with several thousand in the immediate suburbs. At the end of 1938 the survey indicated that the town's population was at least 5,000. Within a radius of four miles of the Town Hall, there are ap- proximately 12,000 people. Rail-Freight and passenger train service over the Southern Railway lines, daily in and out bound, connecting with the Southern Railway main lines at Greensboro, for points north, west, southwest and middle west. Overnight passenger service to Washington, Baltimore, Philadel- phia, New York, Richmond, Norfolk and Atlanta.


Adequate express facilities are furnished by the Railway Express Agency and have free pickup and delivery service within the city limits.


There are seventeen buses coming into and going from North Wilkes- boro daily and schedules are maintained by the Greyhound Bus lines going east, west, north and south, making connections to all points, while a short line bus service is in operation to nearby towns and a local bus service operates on regular routes within and out of the city to nearby suburb sections.


There are five long distance motor truck freight and express lines operating from North Wilkesboro on daily schedules going north, south, east and west to the larger cities.


LABOR


One of the principal reasons for North Wilkesboro's industrial stabili- ty is the character of its industrial people and the cordial relations existing between management and employee. Also, practically one hundred percent of the industrial employees are native white. Single family occupants of homes and home ownership are other factors having an important bearing on occupational stability and on living conditions.


Fair dealings by employers and a genuine interest in the welfare and working conditions of employees, coupled with the fact that there is very little "absentee" ownership or management of local plants, has contributed greatly in keeping down labor troubles. Most of the owners and managers are "local products" who have grown up along with their workers.


TAXES


The tax rate for the Town of North Wilkesboro for the year 1938 was $1.25 on the $100 assessed valuation. Assessed valuation of real and personal property for the year 1938 was $4,875,026. This valuation is approximately 60 per cent of the actual value.


The total bonded indebtedness of the town at the close of the fiscal year ended June 30, 1939, was $303,000.00. The net bonded indebted- ness, after deducting sinking fund reserve, water, light and power bonds and street improvement assessments, was $105,445.82.


INSURANCE


North Wilkesboro has excellent fire insurance rates due to its modern fire-fighting facilities and town ordinances requiring rigid building and electrical inspection.


WATER


North Wilkesboro's water supply is taken from Reddies River Lake, which empounds over 60,000,000 gallons and has a watershed of 23,330 acres, or 36.45 square miles. The total amount of water available from this watershed is estimated at 20,000,000 gallons per twenty-four hours. The water is of excellent quality, both for industrial purposes and domes- tic use. The water plant is municipally owned and operated.

The city schools of North Wilkesboro rank among the best in the state. There are four buildings, of which three are for white and one for negroes within North Wilkesboro. North Wilkesboro's High School received the highest rating from the Southern Association of Colleges and Secondary Schools, and the Elementary Department has A-l rating with the State Department.


CIVIC ORGANIZATIONS


North Wilkesboro has various civic and fraternal organizations, in- cluding the North Wilkesboro's Commerce Bureaus, Kiwanis, Lions and Woman's Club and numerous others. The civic organizations of North Wilkesboro have as one of the principal objectives of their activities the continued progress of the town.


INDUSTRIAL OPPORTUNITIES


North Wilkesboro offers to new industries resources that cannot be duplicated or found in other sections. Our laboring conditions are well above the average; water tests show that it is ideal for industrial use; wages are below the average, due to the fact that many of our working people own their farms and homes on the outside of town; climatic conditions are ideal for continuous, healthful work.
