Preface


Shelby near the foothills of the Blue Ridge Mountains, was char- tered in 1843. It has a city manager form of Government with Mayor and six councilmen, owns and operates its water and electric system. It was named for Col. Isaac Shelby-hero of the Battle of Kings Mountain, fought nearby in the Revolutionary War. Principal streets, such as Washington, LaFayette, Warren, Marion, are named for Revolutionary War heroes. Shelby is the home of the late O. Max Gardner, Ambassador to the Court of St. James (1947, Governor 1929-33); the late Clyde R. Hoey, U. S. Senator (1946-1954, Governor 1937-1941); the late E. Y. Webb, U. S. Federal Judge (1949) and former U. S. Congressman during Wilson's administration; Hatcher Hughes, Pulitzer Prize Winner (1934) and the late Thomas Dixon, author of the famous novel "The Clansmen" on which D. W. Griffith based his epic picture "Birth of a Nation."


Shelby home owners take more than usual pride in their com- munity and interest in its development.

way. The city is protected from extreme temperature in winter and summer by nearby mountains, which are the highest east of the Rock- ies. Shelby, therefore, enjoys a year-round climate that is healthful and invigorating. This section offers to those seeking a change of loca- tion an ideal, evenly balanced winter and summer climate. The average annual temperature is 56.7 degrees. Altitude is 846 feet.


POPULATION


Shelby has constantly maintained a solid and well-rounded develop- ment of its industrial, agricultural, and cultural features which has re- sulted in a steady and even population growth. 1960 population of Shelby is 17,698, and the population of greater Shelby is approximately 25,000. Newcomers find a ready welcome and a neighboring atmos- phere, unspoiled by class distinction. It is easy to make friends in Shelby where hospitality comes naturally.


EDUCATION


The Shelby school system is as modern and well-equipped as one would expect to find anywhere. Gardner-Webb College, nine miles from Shelby, offers advantage of higher education in an institution accredited by the Southern Association of Colleges and Universities. The local Howard Business College provides secretarial and accounting training.

The Shelby Community Center and its surrounding 120 acres in- clude all types of recreational facilities, such as a 9-hole golf course,

swimming pool, tennis courts, athletic fields, air-conditioned bowling alleys, gymnasium and auditorium, picnic grounds. Shelby provides its Negro population with one of the South's best Negro recreational centers at Holly Oak Park, a 55-acre layout including two lakes and swimming pool, clubhouse, lighted ball park, athletic field and stadium. Shelby also has Cleveland County Club (which has an 18-hole golf course and tennis courts) and North Lake Club (which has a swim- ming pool) . There are two motion picture theatres. Then, too, there are the civic and professional clubs such as Kiwanis, Rotary, Civitan, Lions, Jaycees, Optimist, Masonic Lodge, B.P.O.E., Business and Pro- fessional Women's Club, A.A.U.W., Senior and Junior Woman's Club, Junior Charity League, Cleveland-Rutherford Executives Club, Com- munity Concert Club.

AGRICULTURE


A rich agricultural area, Cleveland County has more than 3,084 farms. In addition to being one of the State's largest cotton producing counties, it also markets apples and other fruit and dairy products, beef cattle, hogs, chickens, and small grains.

An excellent climate, availability of raw materials, and accessibility to markets-plus an abundance of power, water, and good quality labor-have all contributed to the industrial development of this sec- tion. The 103 manufacturing firms located in Cleveland County have a total employment of over 10,200 workers.


Shelby offers opportunity not only to its own people, but also to others seeking the particular advantages of working and living, of business and recreation, of pleasure and profit, which it offers in well balanced combination.


ELECTRIC POWER


Cleveland County is the center of the largest and most modern of the Duke Power Company's steam generating plants. This 220,000 Kilo- watt steam generating power plant was completed by the Duke Power Company at Cliffside (within the county) in 1948, providing Shelby and Cleveland County with ample light and power for growing business and industry.


FINANCE


The two banks in Shelby have deposits of over 35 million dollars. Also there are three thriving Savings and Loan Associations and other financial institutions. Shelby is the retail trading center of Cleveland County, as well as the county seat, with attendant government activi- ties. Shopping facilities are excellent with many good locally owned stores, branches of large chains, and desirable distributing organizations serving the area.


TRANSPORTATION AND COMMUNICATION


Shelby is served by two railroads, the Southern and Seaboard. Buses arrive and leave at all hours of the day and night. Nineteen motor express lines operate through the city. Shelby is also con- nected by Highways 18, 226, 74 and 150. Shelby has a full size munici- pal airport located 41/2 miles southwest of the city on paved roads. A daily newspaper, the "Shelby Daily Star," established in 1894, serves the county and has ABC circulation of 12,362, the semi-weekly "Cleve- land Times," established in 1941 has a circulation of 6,200. Shelby has two radio stations-WOHS, WOHS-FM, and WADA. Excellent tele- vision reception is had from Charlotte and Asheville in North Carolina and Greenville, and Spartanburg, S. C.


MEDICAL


Cleveland Memorial Hospital, located in Shelby, has a total of 186 beds and 30 bassinets. Included in its facilities are a State approved premature center, complete radiological services including diagnostic

and therapy X-ray equipment, laboratories, a modern operating room suite. The Shelby School of Practical Nursing is operated in conjunction with the hospital, conducts a well rounded program of clinics and pre- ventative medicine.
