CITY GOVERNMENT


Section 2. The government of the city and the general manage- ment and control of all of its affairs shall be vested in a board of com- missioners, which shall be elected and shall exercise its powers in the manner herinafter set forth; and said board shall have full power and authority to enact laws and ordinances for the government and man- agement of said city and all its departments.
