THE NATIONAL BANKRUPTCY LAW.


The Federal Bankruptcy Act became operative throughout the United States August 1st, 1898.


It provides for the appointment of referees and trustees to administer the estate of the bankrupt. Each referee is appointed by a Court of bankruptcy for two years, and has many judicial powers. The Courts of bankruptcy in- clude the District Courts of the United States and Territories, the Supreme Court of the District of Columbia, and the United States Court of the Indian Territory and Alaska. The trustees may be one or three, and are appointed by the creditors, and co-operate with the referee in the administration of the estate.


Any person who owes debts, except a corporation, shall be entitled to the benefits of the act as a voluntary bankrupt.


Any natural person, except a wage-earner, or a person engaged chiefly in farming or tillage of the soil, any unincorporated company and any corpora- tion engaged principally in manufacturing, trading, printing, publishing, or mercantile pursuits, owing debts to the amount of $1,000 or over may be adjudged an involuntary bankrupt upon default or an impartial trial. Private bankers, but not national banks, or banks incorporated under State or Terri- torial laws, may be adjudged involuntary bankrupts. A wage-earner is defined to be a person who does not earn more than $1,500 a year,


A petition to make a person or corporation an involuntary bankrupt must be signed by three creditors whose claims aggregate $500.


A discharge in bankruptcy releases from all provable debts, except judg- ments in actions for fraud or obtaining property by false pretense or false representations, or for wilful and malicious injuries to the person or property of another, or debts not duly scheduled in time for proof and allowance, and debts created through embezzlement, misappropriation or defaleation by the bankrupt while acting as an officer, or in a judicial capacity.


Application for discharge must be made after one month, and with the next twelve months subsequent to being adjudged a bankrupt. In certain cases the time may be extended. Instead of submitting his case to a referee the intend- ing bankrupt may offer terms of composition to his creditors, after he shall have been examined in open court, or at a meeting of his creditors, and filed in Court the schedule of property and list of creditors required to be filed by bank- rupts. The Judge may then confirm or disapprove the composition at his own discretion. Compositions, however, may be set aside upon proper application, and discharges revoked for fraud.

DOMESTIC POSTAGE.


Including Canada, Mexico, Cuba, Republic of Panama, Hawaii, Porto Rico, Shanghai, Philippines, the Islands of Guam and Tutuila, and the "Canal Zone, " on the Isthmus of Panama.


FIRST-CLASS .- Letters and all written matter, sealed or unsealed, and all other matter sealed, mailed, sewed, tied, or fastened so that it cannot be easily examined, two cents per ounce or fraction. Limit of weight, four pounds.


POSTAL CARDS .- One cent; double postal cards, two cents.


REGISTERED MAIL .- Registry fee for valuable letters or packages, eight cents.


SPECIAL DELIVERY .- Ten cents in stamps, in addition to lawful postage, shall entitle a letter to immediate delivery from 7 a. m. to 11 p. m. at carrier service offices, and 7 a. m. to 7 p. m., at other offices, if addressee is within one inile of post office.


SECOND-CLASS (unsealed) .- All regular newspapers, magazines, etc., one cent for each four ounces-or fraction fully prepaid.


THIRD-CLASS .- Unsealed. printed books, pamphlets, circulars, engravings, lithographs, proof-sheets, manuscript copy accompanying it, and all printed matter of the same general character, and not having the character of personal correspondence. Rate is one cents for each two ounces or fraction. Limit of weight is four pounds except it be a single book.


FOURTH-CLASS .-- All mailable matter not included in the three preceding classes, so prepared for mailing as to be easily taken from the wrapper and examined.


Rate: One cent per ounce or fraction, excepting seeds, roots, cuttings, bulbs, and plants, which are one cent for each two ounces. Limit of weight, four ponds. Liquids and other injurious matter not admitted, except under P. O. conditions.
