THE STATE OF NEW HAMPSHIRE


To the Inhabitants of the Town of Northumberland, qualified to vote in town affairs:


You are hereby notified to meet at the Grange Hall, in said town, on the second Tuesday of March next, March 9, 1943, to act upon the subjects hereinafter mentioned. The polls will be open at said place and date from 9.00 o'clock in the forenoon until 6.00 o'clock in the afternoon for the reception of your ballots upon the election of town officers under the Australian Ballot Laws; furthermore, you are hereby warned that on said date and place, at 11.00 o'clock in the forenoon, the matters of appropriations and such other business properly coming before said meeting will be taken up for your consideration and action.


1. To chose by ballot the following town officers for the ensuing year: a town clerk, a town treasurer, two auditors and one road agent.


2. To choose by ballot the following town officers for the ensuing three years : one selectman, one library trustee and one trustee of the trust funds.


3. To see if the town will instruct its selectmen to appoint all other town officers as required by law.


4. To see what sum of money the town will vote to raise to pay town officers and for the support of the town poor.


5. To see what sum of money the town will vote to raise for the support of the police department.


6. To see what sum of money the town will vote to raise for building and repairing highways and bridges and for town maintenance.


7. To see what sum of money the town will vote to raise for sewer maintenance.


8. To see what sum of money the town will vote to raise for lighting streets for the ensuing year.


9. To see what sum of money the town will vote to raise for the support of the public library.

10. To see what sum of money the town will vote to raise for the observance of Memorial Day.


11. To see what sum of money the town will vote to raise for the employment of a district nurse.


12. To see what sum of money the town will vote to raise to meet interest charges for the ensuing year.


13. To see if the town will vote to raise the sum of $318.79 for town road aid, thereby obtaining from the State the sum of $1,275.14 to be expended on class V . roads.


14. To see what sum of money the town will vote to raise for miscellaneous expenses.


15. To see if the town will vote to raise the sum of $200.00 for maintaining a suitable skating place on the old ball field.


16. 1 To see what sum of money the town will vote to raise to provide watchmen and additional police pro- tection due to the war emergency.


17. To see what sum of money the town will vote to raise for the use of the town health officer and board of health due to the war emergency.


18. To see if the town will vote to raise the sum of $400.00 for the control of White Pine Blister Rust in cooperation with the State Forestry and Recreation Department.


19. To see if the town will vote to raise and appro- priate the sum of $250.00 to the White Mountains Region Association for the purpose of issuing and dis- tributing printed matter, newspaper and magazine ad- vertising, and otherwise calling attention to the re- sources and advantages of the town, in cooperation with the other 45 towns in the White Mountains Region.


20. To see whether traveling carnivals shall be pro- hibited from operating in town during the ensuing year.


21. To see if the town will vote to authorize its selectmen to incur debts for temporary loans in antici- pation of taxes in order to defray expenses.


22. To see if the town will vote for a scale of dis- counts for the prepayment of real estate and personal property taxes on the basis of three per cent, if paid

by June 1, 1942, two per cent if paid by August 1, 1942, and one per cent if paid by October 1, 1942, or any other scale of discount that the town may vote to determine.


23. To see if the town will vote to construct a side- walk to the new foot bridge from Brooklyn and Me- chanic Streets and raise sufficient money therefor.


24. To see if the town will vote to discontinue the highway which served the foot bridge lost in the 1936 flood owing to the fact that the selectmen have laid out a different highway to the new foot bridge.


25. To see if the voters will instruct the selectmen to put poison rat bait on all town dumps every week and raise money for same.


26. To see if the town will vote to raise the sum of $2,500.00 for tarring the streets in Groveton village.


27. To see if the town will vote to petition the State Tax Commission to have an audit made by the division of municipal accounting and to make an appro- priation to cover the expense of such audit.


28. To hear reports of agents, auditors, committees or officers heretofore chosen, and pass any vote relative thereto.


29. To transact any other business that may legally be brought before said meeting.
