State of New Hampshire.


To the inhabitants of the Town of Lancaster qualified to vote in town affairs :-


You are hereby notified to meet at the Town Hall in said town on the second Tuesday of March next, at 9 o'clock in the forenoon, to act upon the following subjects :


1. To choose a Town Clerk for the ensuing year.


2. To choose three Selectmen, a Treasurer, a Pros- ecuting Agent three Trustees of trust funds, one for one year, one for two years, one for three years, and other necessary officers for the ensuing year.


3. To bring in your votes for four Delegates-at- large, four Alternate Delegates-at large, two District Delegates and two Alternate District Delegates, to the National Conventions of the Democratic, Republican and Progressive parties for the nomination of candi- dates for President and Vice-President of the United States.


4. To see what sum of money the town will vote to raise for the following purposes :


FIRST: To meet current expenses of the town and apply on principal and interest of the town debt.


SECOND: For building and repairing highways and bridges.


THIRD: For building and repairing sidewalks.


FOURTH: For breaking rock and building mac- adam roads and streets.


FIFTH: For lighting streets.


SIXTH : For observance of Memorial Day.


SEVENTH : For extension and care of sewers.


EIGHTH; For care of parks and cemeteries.


NINTH: For support of library and reading room.

5. To direct how money raised for any of the above purposes shall be expended.


6. To see what action the town will take in regard to an act to provide for state aid and for the expendi- ture of other public moneys in the permanent improve- ment of main highways throughout the state, passed February 5, 1905, and amendments thereto, and raise money for the same.


7. To see if the town will vote to instruct the Selectmen to appoint a police officer for night service in Lancaster village for the ensuing year, and to raise money for same.


8. To see if the town will instruct the Selectmen to engage some other suitable person from May 15 to October 1 to serve as traffic officer and to see that the laws relating to the care and speed of automobiles and other means of conveyance are enforced, and to raise money for same.


9. To see if the town will vote to raise money for the observance of Old Home Week and direct how the same shall be expended.


10. To see if the town will vote to instruct the selectmen to lower the grade of the sidewalk on the west side of Main Street extending from the Boston & Maine track to the land of H. S. Webb to the level of land of the abutting owners.


11. To see if the town will vote to instruct the selectmen to abate the betterments assessed to the land- owners abutting on the sidewalk built on the west side of Main street between the Boston & Maine track and land of H. S. Webb under the vote of the town at its annual meeting in 1914.


12. To transact any other business which may legally come before said meeting.

Selectmen's Statement


-


We wish to call attention to the financial statement and offer a little bit of an explanation, viz: The high- ways and bridges assessment for 1915 was $5000, and the selectmen were especially instructed to build a state road from the precinct line to the Jefferson town line at Riverton, and to use the credit of the town to pay for same, if needed. As will be seen in the detailed report. under head of "Riverton road," the cost was $5389.72; the state paid $2000 making net cost to town $3389.72. The three road districts have expended $5623.81. Instead of hiring the amount of the overdrafts, we have been able to pay all bills out of money in the treasury. This money has fluctuated considerably during the year, as we have received $5500.00 in cemetery trust funds; $6000.00 on temporary notes; and $2114.38 school trust funds; have paid $6000.00 four per cent notes, and the $6000.00 temporary loan.


The school trust fund has but recently been paid into the treasury, and will be subject, after town meet- ing, to the order of the new board of trustees. The principal items of expense not provided for in the appro- priations, but authorized by vote or by law, are : county tax, in excess of appropriation, $828.07; highways, $623.51 ; joint maintenance account, $423.70 ; munici- pal court, $184.59; lock-up, $258.02; Riverton road, $3389.72; making a total of $5523.02.


This naturally made it impossible for any reduction of the town debt.


Instead of our usual financial statement, we are using this year a plan recommended by the state tax commission.
