Town Clerk's Report.

By enactment of the Legislature at the January Session, 1905, it was made the duty of clerks of cities and towns throughout the State, to report to the State Department all records of births, marriages and deaths in possession of their towns, and not previously so reported.

In compliance with said law and under the direction of the State Registrar, the vital records of this town for the period of years from date of its charter, 1766, to 1881 have been so re- ported. That the importance and value of this effort to com- plete and perfect the records of the State may be understood, this brief summary of the condition of the records, as revealed by this research, is given.

Prior to 1850 the greater portion of the entries were found interspersed among the general records, without regard to reg- ularity or chronological order of arrangement, a careful scruteny of every page being necessary that none should be omitted in the search. Apparently, clerks depended upon volunteer re- ports chiefly from clergymen and heads of families, for data for the records. Since 1850 special books have been provided, where they are more systematically arranged and indexed, so that they may be readily referred to as occasion may require.

In 1849 a law was passed requiring annual reports from clerks of towns to the State department, but the fact that all the records between 1850-1881 were included in this special call, shows that the law failed of its purpose. Other omis- sions in the same period also appear. From 1858-1863 but 2 births and no deaths are recorded, and from periods 1865-1875, 1877-1882 neither births nor deaths appear in the record, due undoubtedly to failure to report the same to the town clerk as . they occurred. However, later laws, with suitable co.npensa- tions and penalties attached, have prevented in a measure like

omissions from subsequent records. But with the best ob- servance of these wise measures, our quite general deficiency in birth records is unavoidable, temporarily. at least, in cases of failure of the selection of a name for the child at the time of birth and to report the name to the town clerk subsequently. It has been the aim of the state registrar to secure a full and complete condition of the vital records of the State, and the condition of the vital records of our town, as shown in this brief sketch, shou'd appeal to all interested in and affected by them, and possessed of facts essential to the purpose, to aid in the completion of all records past or present, that they may fill the important place that they are to occupy in human affairs and interests. .

At the state department and at the local offices vital records are being constantly referred to for data and evidence in im- portant claims, the definite establishment of which may be de- feated by a deficiency in the records sought. Hence the im- portance of complete records.

Respectfully submitted,

EDWARD S. POLLARD, Town Clerk.
