STATE OF NEW HAMPSHIRE.
[L. S.] To the inhabitants of the town of Chester, qualified to vote in town affairs.
You are hereby notified to meet at the Town Hall in said town on the second Tuesday of March next, at 10 of the clock in the forenoon, to act upon the following subjects :
I. To choose a Moderator to preside in said meeting.
2. To choose all necessary town officers and agents for the year ensuing.
3. . To raise such sums of money as may be necessary for the support of schools ; for the maintenance of the poor ; for laying out and repairing highways, and building and repairing bridges ; for paying the town debts and defraying the interest thereon, and for other necessary charges arising in said town.
4. To hear the reports of agents, auditors, committees, or of- ficers heretofore chosen, and pass any vote relating thereto.
5. To see if the towu will vote to raise and appropriate a sum of money for decoration of soldiers' graves, and choose an agent to expend the same.
6. To see if the town will vote to raise and appropriate a sum of money to buy a new hearse.
7. 'To see what action the town will take in regard to restrain- ing dogs from running at large in this town.

Taken as a whole, the work accomplished in our schools for the year has been as much as could be reasonably expected, and will compare favorably with that of past years.
It cannot be expected that, with the frequent changes in our corps of teachers, in every case perfect satisfaction will be given. It has been our aim to supply each school with a teacher suited to its needs so far as possible, and we believe that good work has been done in each school.
It must be remembered that, in order to attain the best re- sults in any school, there is a necessity for the parents to en- courage and assist the teacher all that it is in their power to do. Great care should be taken not to criticise the teacher in regard to discipline or other matters in the presence of the scholars, as this only makes a bad matter worse. Charity should be exercised toward teachers, for it should be remembered that their position is no sinecure. We are pleased to note an improvement in some of the schools as to the number of absence and tardy marks dur- ing the year, but we are sorry to note an increase in two or three schools, especially noticeable in the ist division of No. I.
In a number of cases we feel sure that the parents are more to be blamed than the scholars, and we call their attention to this,

hoping thereby to have an improvement another year. The scholar permitted to be irregular in attendance and thus forming a pernicious habit is not the only one injured, as the whole school is thereby hindered in its progress, and the standard is made low. The law is that school boards shall provide schools at such times and places as shall give all the scholars of the town as nearly equal advantages as is practicable.
We have endeavored to carry out the spirit of this law in con- ducting the schools the past year, arranging to have them of as nearly equal size as practicable with as little inconvenience to parents and scholars as possible and giving each division 25 weeks' schooling, with one exception. Owing to unforseen cir- cumstances the Fall term in No. 5 was somewhat broken and it was deemed advisable to give them but 22 weeks for the year. The extra appropriation by the district of $300 and the dog tax which was added to the school fund this year gave the means for continuing the schools some five weeks longer than could have been done without these additions.
The coming year there will be no money received from the dog tax and the amount of school money that the town is re- quired to raise by law is somewhat less under the present apportionment than formerly. Hence it would seem to be im- perative that the district should raise some extra amount of money for the support of schools the coming year in order to keep up even to the former standard as regards the length of Schools.
TEXT BOOKS.
This being the first year of the operation of the law in regard to free text books the advantages or disadvantages of the system cannot be judged perhaps with perfect fairness.
The expenses under this head have been somewhat more than we had hoped for. Yet when compared with that of other towns we make a very favorable showing. We have been very much pleased with the good care taken of the books by the scholars generally. Some of the scholars being remarkably good in this respect, some others perhaps being somewhat the other

way. There are some individual cases which show a great lack of care, but they are comparatively few. It is hoped there will improvement in these cases in future. Every scholar should show some respect for his books, and to have some pride in keeping them in a reasonably good condition.
SCHOOL HOUSES.
Some of thé school houses are sadly in need of repairs, although most of them are in fair condition, and it is not only economy to keep them in good condition, but it is in the in- terest of the schools and pupils to keep up a better moral tone - among the scholars ; to have the school buildings and grounds in good order ; and how can it" be expected that scholars can have that amount of respect for their school rooms or cultivate much pride in keeping them in good order when the plastering is all patches and perhaps off entirely in places. Rickety stoves and funnels, or windows and doors in a like condition. There should be an appropriation for needed repairs.
In closing, your School Board would say that although they do not claim to have always done the right thing at the right time and place, they have endeavored to do what was for the best interests of all the scholars of the town without prejudice or favor.
