To the inhabitants of the town of Nottingham.


In compliance with Chapter 43 of the Public Statutes of the State of New Hampshire, the undersigned selectmen of said town present the following report :


The many rains since last March have caused the expenditure of a large amount of money on our highways and bridges. The money appropriated for highways March 1900 and reported un- expended Feb. 15, 1901, was more than half worked out and paid about Apr. 1st, 1901, which cut the appropriations for 1900 rather short for a rainy season, but we have endeavored to keep the roads as near passable as possible with the means at hand.


We find that the valuation of the town is less every year by thousands of dollars. Caused in part by the sale and removal from town of our wood and timber, and in part by the reduction on abandoned farms where the buildings either have been taken away or have rotted down and the fields have grown up to bushes.


This of course cannot be stopped, but it can be replaced with some extra trouble for the selectmen. We have many acres of land that are appraised the same as twenty or even thirty years ago, some as sprout land at two or three dollars an acre, that is now worth many times as much, and other timber lots that have grown up on old fields and pastures in the last forty years. The selectmen are not likely, in the usual course of things, to find out what and where they are until some one commences to

cut the growth, and then it is too late for more than a year or two. We would recommend that the selectmen take extra time and investigate this matter.


We think there should be some change in the present method of collecting taxes. Collecting of all who are willing to pay the first year and letting the rest go until they die, remove from town or plan some other way to dodge it. Without doubt our collector does as well as he can afford to for the pay he gets. We think that for the best interest of the town he should be paid bet- ter and be required to do a better job. By law the collector is not supposed to get his collector's list before the first of July and we claim that one year from the first of July following the assessmentin April is time enough to collect all that is collectable.


. Unless something is done to make a change we shall always be reporting taxes due on old lists that are usually abated in the end.


We find that the town holds trust funds to the amount of $8,305 25, there is no reasonable doubt that $8,005 25 of that amount belongs to the town and the town has as much right to vote to cross it from the books as our forefathers had to vote to put it on the books as it now is. We are raising money by tax- ation to pay six per cent interest on these funds only because our forefathers placed them there and we can have the privilege of spending the interest as it was thought best by them from thirty to one hundred years ago. This is the twentieth century, let us have a change. We deceive ourselves when we do not report all funds as town debts, the report required by the state obliges us to add all funds, which more than doubles our town debt as reported year after year.


This year we give two financial reports. One in the usual way for ourselves and the other as will be called for by the State Treasurer next May.


There is no doubt about it, the inside of the town house needs repairing and should be done by a vote of the town.

The only question is do a majority of the voters think the same as we do?


With an article in the warrant to see what action the town will take in relation to repairing the inside of the town house we hope every voter will be there, not to dismiss the article, but to say what repairs should be made and vote to make them.
