TOWN WARRANT


To the Inhabitants of the Town of Rindge in the County of Cheshire in said State, qualified to vote in Town Affairs:


You are hereby notified to meet at Town Hall in said Rindge on Tuesday, the eleventh day of March, next at nine of the clock in the forenoon, to act upon the following subjects:


1. To choose all necessary Town Officers for the year ensuing.


2. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appropriations of the same.


3. To hear and act upon the reports of the Selectmen, Overseer of the Poor, Town Treasurer, Town Clerk, and reports of all Agents, Committees, and Officers heretofore chosen, and act in any way relating thereto.


4. To see if the Town will allow the Selectmen to borrow money in anticipation of taxes.


5. To see what method the Town will adopt to collect taxes.


6. To see if the Town will vote to construct an electric power and light line extending off the main line beginning at foot of hill north of the late Mary L. Ware farm on lake road, thence north to U. S. route 202, thence along said route to residence of Pearly Kennedy, a distance of one mile.


7. To see if the Town will vote to have the street lights remain lighted throughout the night, or take any other action relating thereto.


8. To see if the Town will vote to raise Town Officers' salaries.


9. To see if the Town will vote to rescind Articles 1, 2 and 3 of the Special Town Meeting held July 16th of last year.


10. To see if the Town will vote to close the road which runs off route 202 and past the Town Hall to route 119, or take any other action relating thereto.


11. To see if the Town will vote to relinquish all claims to the well on the property of Earl Whitehead in West Rindge, or take any other action relating thereto.


Article 12


To see if the Town will vote to amend Article I by striking out Section I and inserting the following sections, or take any other action thereon:


Section I. The entire Town of Rindge, New Hampshire, is hereby divided into three classes of Districts as shown on the "Zoning Map of the Town of Rindge, New Hampshire, prepared under the direction of the

Planning Board, February 19th, 1947," which map, together with all the boundary lines and designations thereon, is hereby declared to be a part of this by-law.


The three districts are respectively :


1. Residential Districts (shown on said map as white, or the natural color of the paper.)

2. Business Districts (shown on the map as a shade of blue) in West Rindge, from a point at the junction of Route No. 202 and Church Road extending along said Church Road to the Cleaves-Winship boundary, thence northeast to the northeast boundary or to the Marcus Cleaves-Arthur Knight property, and thence southeast along said Cleaves-Knight boundary line to Route No. 202, and thence along Route No. 202 to the starting point.


Starting at the Route No. 202 and the B. & M. R.R Crossing and extending southeasterly along Route No. 202 to a depth of 200 feet to the Raymond Stannard Boundary line.


In Rindge Center, from the so-called transformer house on Route No. 202 extending along the southwest side of said Route No. 202 to a depth of 200 feet to the southerly boundary of the property owned by Ralph Hoyt but excluding the land known as the "Common."


In East Rindge, starting at the northwest boundary of the so-called "Chapel" and extending along the southwest side of Main Street to a depth of 200 feet, to the northwest boundary of property now owned by Everett Blair.


3. Industrial Districts (shown on the map as a shade of red). The Industrial District boundary lines shall be as follows:


A. In West Rindge, from a point 500 feet South of the Boston and Maine Railroad Crossing at Route No. 202, extending along both sides of the B. & M. Railroad right of way to a point 1,000 feet northeast of Wetmore Crossing. This area shall be 700 feet wide or 350 feet from the center of the right of way on either side.


B. In Rindge Center; from a point 500 feet northwest of the junction of Route No. 202 and the so-called "North Road near the residence of Mrs. Mattie Wyman Pratt extending along either side of said North Road to a depth of 200 feet, thence to a point 500 feet southeast of the Four Corners on so-called Payson Hill.


Starting at a point 500 feet northwest of the aforesaid Four Corners on the aforesaid North Road and extending along said North Road to a depth of 200 feet on either side of the road to a point 500 feet East of the junction of said North Road and Route No. 202.


C. In East Rindge, from a point 500 feet northwest of the bridge located on North Street extending along Perry Farm Road to a depth of 500 feet on either side of the road, to a point 500 feet from the so-called Perry Corner.


Section II. A. This map shall be the official map of Rindge. B. A

certificate, signed by the Town Clerk, giving notice that the Town of Rindge has established an official map as of this date, be forthwith filed with the Register of Deeds of Cheshire County in accordance with Chapter 53, Section 17, of the Revised Laws of 1942 together with a certified copy of the map.


Section III. The residential district shall be a district of residences, except that established businesses may remain in their present locations, or may relocate within said District in locations approved by the Selectmen ; and new business may be allowed to locate on land in said District only after having appealed to and received from the Selectmen written approval of the establishment of such business. Such business, however, shall be of a nature which is not detrimental to the general welfare, nor contrary to the general intent and purpose of this ordinance which is to promote the health, safety, prosperity and general welfare of the Town of Rindge, and to preserve it's charm as an unspoiled New England Village of Colonial origin.


Section IV. The Business District shall be the District permitting retail business, stores, shops, light manufacturing, public garage, restaurant, office, public stable, hotel, Inn, theatre, bank, public or semi-public building, provided that no such business shall be permitted which would be injurious, obnoxious or offensive to a neighborhood by reason of noise, vibration, smoke, cinders, odor, gas, fumes, dust, chemicals, or other objectionable feature; or would be dangerous to a neighborhood through fire, explosion or any other cause.


Section V. In the Industrial District, buildings, structures and premises may be constructed, altered and used for :


A. Any purpose or accessory use which is authorized in the Residential or Business Districts, without requiring any permission of the Selectmen unless such permission is required under the provisions of some other by- law or otherwise required by law:


B. Any industry, trade, light manufacturing, commercial or other this section or by any law or by any


purpose not otherwise prohibited by by-law of the Town.


But no building, structure, or premises shall be constructed, altered or used for any use which would be injurious, obnoxious, or offensive to a neighborhood, by reason of noise, vibration, smoke, cinders, odor, gas, fumes, dust, chemicals, or other objectionable features, or dangerous to a neighborhood through fire, explosion, or for any other cause.


Article 13


To see if the Town will vote to amend Article III of the Zoning Ordin- ance by striking out Section III thereof and inserting in place thereof the following :


That no outdoor advertising signs shall be permitted except the following: Town, State and Federal Highway directional and regulatory signs, those relating to the sale or lease of the premises, the profession or

home occupation of the occupant, property restriction signs, identification signs for residences, the sale of goods or products sold on the premises, except that in such cases no sign or group of signs shall exceed twenty-five square feet in area, or take any other action thereon.


Article 14


To see if the Town will vote to amend Article III of the Zoning Ordinance by striking out Section IV thereof and inserting in place thereof the following :


That no Over-night camps, portable houses, trailers or lumber camps, or other portable structures to be used for living purposes, temporary or otherwise, shall be erected, constructed, re-constructed, altered or repaired, except after public hearing, and for such period of time as may be set forth by the Selectmen, or take any other action thereon.


Article 15


To see if the Town will vote to amend Article III by adding the following section: No place for the sale or storage of gasoline, oil and/or automobile supplies may be operated without permit in writing from the Selectmen who shall issue such permit only after holding a public hearing within 15 days of the receipt of the application for such permit and their decision shall be made known to the applicant within 10 days after such hearing. Notice of such hearing shall be sent by registered mail to property owners of property within 500 feet of the site to be so used and notice shall be published in a newspaper having a reasonable circulation in Rindge 15 days prior to the hearing; or take any other action thereon.


Article 16


To see if the Town will vote authority to the Planning Board, it's. members, officers and employees, in the performance of their functions, to enter upon any land and make such examinations and surveys as are reasonably necessary, and place and maintain necessary monuments and marks thereon, in accordance with Chapter 53, Section 13, Revised Laws of 1942, or take any other action thereon.


Article 17


To see if the Town will vote to authorize the Planning Board to make or cause to be made, from time to time, surveys for the exact locating of the lines of new, extended, widened or narrowed roads in Rindge, to make and certify to the residents of Rindge at regular or special Town Meeting, when completed, a plat of the area thus surveyed on which are indicated the locations of the lines recommended by the Planning Board as the planned or mapped lines of future streets and/or roads, street and/or road extensions, street and/or road widenings or street and/or road narrow- ings, in accordance with Chapter 53, Section 16, Revised Laws of 1942, or take any other action thereon.


Article 18


To see if the Town will vote to authorize and empower the Planning

Board to approve or disapprove, in it's discretion, plats showing new streets and/or roads, or the widening thereof, or parks, and that the Town Clerk shall forthwith certify to the Register of Deeds of Cheshire County this authorization in accordance with Chapter 53, Section 19 of the Revised Laws of 1942, or take any other action thereon.


Article 19


To see if the Town will vote to add the following Article to the Zoning Ordinances for the Town of Rindge:


The invalidity of any provision of this ordinance shall not affect the validity of any other provision.


Article 20


To see if the Town will vote to elect the Constables of the Town as provided for in the Public Laws, State of New Hampshire for the election of Town Officers, to rescind any vote, action, or method previously voted for the appointment of Town Constables, or act in any way relating thereto.


Article 21


To see if the Town will vote to divert all north-bound traffic on Church road in West Rindge around the Common to the left of the watering trough, or act in any way relating thereto.


Article 22


To transact any other business which should properly come before this meeting.
