B. Administrative Problems
In this report no effort is made to give other than statistical information regarding schools prior to July 1, 1946, the date of the change in superin- tendents. The two major problems facing the school board and superinten- dent in this Supervisory Union this present school year were, and still are: (1) the procurement of competent teachers to fill vacancies, and (2) the immediate and long term improvement of badly deteriorated school buildings and equipment. Problems of slightly less magnitude but of grave importance that have already received much careful attention and need much further study are: (1) guidance of teachers lacking experience and/ training toward more efficient instructional procedures, (2) the development as a cooperative effort of teachers, superintendent, interested laymen, and school boards of a more wisely planned educational program, (3) the procurement of properly selected instructional material, (4) the improve-

ment of war-time deteriorated pupil transportation facilities, (5) improve- ment of pupil records and accounting, (6) the development of a less time consuming and more easily understood financial accounting system and (7) the development of a better informed public opinion regarding local educational problems and conditions. Some of these problems will be discussed under the appropriate sections of this report.

In Part I of this report it was stated that the procurement of com- petent teachers is one of the major problems of the school administration this year. On July 1, 1946 three of the four schools were without teachers. Rindge was indeed fortunate to have Miss French consent to return this year and to have two capable local people agree to help out in the emergency. It is truly important that every effort be made to attract and retain com- petent teachers. Reasonable salaries, not at a mere cost-of-living level, material sick leave provisions, suitable instructional supplies and equipment, and decent living and employment conditions will figure strongly in holding the kind of teachers who will give boys and girls the guidance and help they most need.
B. Instructional Methods and Materials
At the beginning of the present school year a quick survey of school needs was coordinated with careful study and discussion by the teachers and superintendent and decisions were reached regarding the program of studies to be followed, the methods of instruction to be used, and the selection of effective textbooks, workbooks and other instructional supplies and equipment. In order that the program of instruction in all schools be continuous and a well-integrated whole, a basal reading system was adopted for grades one through six. The fundamental vocabulary and concepts built up in these grades through this system form the basis of the textbooks and workbooks selected in arithmetic, language, social studies, health, science, and spelling. In grades seven and eight new books have been procured for the courses in junior mathematics, social studies, science, language and spelling. These new materials, constructed on the basic philosophy that children learn by doing, have proven very helpful in stimulating pupil interest, and the enthusiasm with which they are pursuing their work is highly encouraging. Next year still further progress should be made in bringing the instructional materials up to a higher standard.

REPORT OF THE SCHOOL NURSE

The following is a summary of the report of the School Nurse for the calendar year 1946. Since September 1946 all children at the Rindge schools have been inspected by the School Nurse. Notices of defects found, have been sent to parents. Home visits have been made, when necessary. Vision tests and hearing tests have been conducted. The latter tests will be re-checked by means of the audiometer in the near future. All students have been weighed and measured. A physical growth chart is in each class-room.
Parents have been asked to fill out a disease census card for each child, entering school for the first time. This has been recorded on the Health Card for each child, filed at the school by the School Nurse.
In compliance with the regulations of the State Board of Health, exclusions on account of communicable diseases have been made. We have had measles and pediculosis reported. The School Nurse has co-operated with the parents to eliminate the latter.
Through cooperation of the State Board of Health and the Tuber- culosis Association, with the Board of Education (Local and State) Tuberculin skin tests and X-rays were made under the direction of the Tuberculosis Association Nurse, Mrs. Aiken, assisted by X-ray Technicians and the School Nurse. First aid cabinets have been refitted in each school. Accidents requiring first aid have been cared for.
Health posters and Health projects have been carried on by the class- room teachers. Health inspection, daily, has also been carried on by the class-room teachers.
Each student seems to have a family dentist so it is rather difficult to plan a clinic in which all needing attention would be benefited. One dental clinic was held in June 1946 at the Center School by Dr. Grimes. This was sponsored by the Board of Education and parents.
Vision defects have been followed up by the parents. Examinations have been made and glasses fitted or advice given to the parents about the defect by an eye specialist.
At this time the School Nurse wishes to express her appreciation to the Superintendent of Schools, the Dentist, Teachers, the Board of Edu- cation and others for their co-operation and assistance.
