KINGSTON TOWN REPORT


REPORT OF TOWN MEETING, MARCH 14, 1950


Meeting was called to order at 9:45 A. M. and the warrant was read by the Moderator.


Voted that the polls remain open under Article 1 until 7 o'clock. Proceeded to elect the Town Officers by Australian Ballot. Polls closed at seven and the Officers counted ballots until eight o'clock when the business meeting was called to order by the Moderator.


J. Edward Stevens, Selectman, quoted the following : Since our last Annual Meeting one of our Town Officers has passed away. Tonight George is not with us, we will miss his counsel and guidance. I think at this time it is fitting and proper that we stand for one minute in silent prayer in memory of the late George B. Stevens.


Everyone in the meeting stood reverently for one minute of silent prayer.


Article 2. It was stated by the Finance Committee that they approved all Articles except Articles 5-7-8. Voted that $61,934.52 be raised and appropriated for Town charges.


Article 3. Voted that the Town raise and appro- priate the sum of $338.95 and the State contribute $1,355.78 for Class V Highways under the provisions of the T. R. A. so called.


Article 4. Voted that the Town raise and appro- priate the sum of $500.00 to continue the permanent construction of the New Boston Road.


Article 5. Motion made and seconded as in Article Amendement made which was not seconded. Voted as in Article that the Town raise and appropriate the sum of $1,000.00 to continue the permanent construction of the New Boston Road.

Article 6. Voted that the Town raise and appro- priate the sum of $200.00 for improving the Wadleigh Point Road.


· Article 7. Voted that the Town raise and appro- priate the sum of $500.00 for maintenance and improve- ment of the Town Dump.


Article 8. Voted that the Town raise and appro- priate the sum of $700.00 for the construction of a suit- able well and reservoir at the Fire House to be constructed under the supervision of the Fire Department.


Article 9. Voted that the Town rescind the vote taken under Article 8 of the warrant of the Annual Town Meeting of March 8, 1949, and raise and appropriate the sum of $1,165.00 for the expense of installing a heating system in the new Fire House. The above sum plus inter- est to be covered by a note for three years, payable one- third annually, the first payment to be made December 6, 1950.


Article 10. Voted that the Town raise and appro- priate a sum not to exceed $200.00 annually for the permanent installation of the two mercury vapor street lights which are temporarily on trial.


Article 11. The result of this Article relative to playing Beano was as follows: Yes 260. No 69.


Article 12. Voted that the Selectmen and Town Treasurer borrow a sum or sums not exceeding in the aggregate $10,000.00 in anticipation of the collection of taxes for the current municipal year, and to issue in the name and on the credit of the Town negotiable notes therefor, said notes to be repaid during the current year from taxes collected during the current municipal year.


Article 13. Voted that the Town authorize the Moderator to appoint a Zoning Commission of seven

members, with duties as set forth in Chapter 51, Sections 50-71, Revised Laws of New Hampshire, 1942, as amended by Chapters 110 and 278, laws of N. H. 1948 to study . and recommend to the next Town Meeting (or Special Town Meeting) the boundaries for zoning the districts and appropriate regulations to be enforced therein. Such commission to make a preliminary report of the recom- mendations and hold public hearings thereon. The report and recommendations of the Zoning Commission shall be published in full in the warrant calling for the Town Meeting at which action on the proposed zoning ordinance will be taken.


Article 14. Voted to accept both the Auditors' report and the Town Reports as printed.


Article 15. Voted that committee on zoning in 1949 be discharged.


The following motion was made by Andrew Christie : I move that the citizens of Kingston in Town Meeting assembled, rise and stand with bowed heads for a minute in memory of one of Kingston's most public spirited citizens, George B. Stevens, that this motion be spread upon the town records and a copy of it be sent to Mrs. Stevens. For what he was and all he did remember him tonight.


The motion was carried.


Motion made and passed that the polls close at seven o'clock in the future.


Amendment made and passed that the previous motion be with advice of counsel.


Voted to return to Article 1.
