Report Conway Police Court.


FOR YEAR ENDING FEB. 15, 1905.


This Court was established by vote of the town at its last annual meeting. Soon after this Mr. James L. Gibson was appointed Justice of the Court, and immediately appointed reg- ular Court sessions on the first Wednesday of the month, as follows :


At North Conway, January, April, July, and October.


At Conway, February, May, August, and November.


At Center Conway, March, June, September, and December.


Later, H. Boardman Fifield was appointed as a Special Justice.


As the Court becomes better known, it is evident that its influence increases and it is destined to become a larger factor in our town affairs.

SCHOOL DISTRICT WARRANT.


TO THE INHABITANTS OF THE SCHOOL DISTRICT OF THE TOWN OF CONWAY QUALIFIED TO VOTE IN DISTRICT AFFAIRS :


You are hereby notified to meet in the Town House in said District on the 14th day of March, 1905, at 1 :30 o'clock in the afternoon, to act on the following subjects :


ART. 1. To choose a Moderator for the ensuing year.


ART. 2. To choose a Clerk for the ensuing year.


ART. 3. To choose a Treasurer for the ensuing year.


ART. 4. To choose a member of the School Board for the ensuing three years.


ART 5. To see what sum of money, in addition to that required by law, the district will raise and appropriate for the support of schools for the ensuing year.


ART. 6. To see what sum of money the district will vote to raise and appropriate for repairs on school buildings for the ensuing year.


ART. 7. To see what sum of money the district will raise and appropriate for insurance and water for the ensuing year.


ART. 8. To see what sum of money the district will raise and appropriate for the reimbursing of money expended by the sanitary committee in repairs at No. 8.


ART. 9. To see what sum of money the district will raise and appropriate for the moving of the school-house at Dolloff Hill to a point on the county road known as the Four Corners, and to purchase a site for the same.

Report of School Board.


The fiscal year just closed has been one of interest and general satisfaction and credit to all concerned; we feel that no backward steps have been taken. Nineteen pupils were graduated from the grammar school course : Leonora F. Dolloff, Ernest G. Fifield, Maggie E. Hale, Ernest M. Merrow, Agnes M. Warren were members of the Conway class; Myrtle Flint from Green Hill; Mabel Alley, Hattie Carter, Myra Charles, Susie Clifford, Abbie Lucy, Patrick Maloney, Harold Mudgett, Annie Munro, Lillian Nute, Lena Pickard, Russell Ricker, Mabel Rogers, Richard Seavey from North Conway. The graduating exercises were very interesting and well attended. The parts were well rendered and the papers showed thoughtful and careful study. We are sure everyone who attended these exercises was proud of the Conway graduates of 1901.


To the credit of our pupils, it is a pleasure to say that study is becoming popular. A goodly number of our graduates are attending schools of higher grade in various towns and cities in the State, taking advantage of Chapter 118, Section 1 Session Laws of 1903: "'Any town not maintaining a high school or school of corresponding grade shall pay for the tuition of any child who with parents or guardian resides in said town and who attends a high school or academy in the same or an- other town or city in this State, and the parent or guardian of child shall notify the School Board of the district in which he resides of the high school or academy which he had determined to attend, provided, however, that no town shall be liable for the tuition of any child in any school, in excess of the average cost per child of instruction for the regularly employed teachers of that school and the cost of text-books, supplies and appa- ratus during the school year preceding, nor, in any case, shall the town be liable for the tuition of any child in excess of forty dollars per year." We would call the attention of the parents to the fact that the law means that they shall notify the School Board of their determination to send their children to other schools, that we may know what to expect in the line of bills for tuition. Each year is bringing to ns new demands, and since the closing of the financial accounts, bills for tuition have come to us, and others may come.

We would like to call the attention of the tax-pavers of the school district to the amount of money being paid, as by law we are compelled to do, for tuition of scholars in this district attending high school or academies within this State. Besides what has already been paid for the fiscal year, bills for sixty dollars have been received since the 15th of February, and bills for about one hundred dollars more are expected for the com- ing year. Does it not seem : hat the time is near at hand when we had better apply this money to the support of a high school in our own town? Should the interest of parents in sending their scholars to high schools increase in the next few years as it has in the past two years, it can easily be seen that the money paid out would substantially defray the expenses of a high school. We invite and recommend a careful and thought- ful investigation of this matter of paying tuition of students attending high schools or academies in this State by towns not having a high school as Conway, with a view of establishing a high school in our own town in the near future.


We would call the attention of parents and guardians to still another notice. The State school year begins in Septem- ber : little children attending school for the first time must enter in September. This rule applies only to children who have never attended school and cannot read and do number work well enoughi to enter classes already formed.

REPAIRS.


As in past years. we have endeavored to practice the strictest economy in the repairs on our school buildings. But, as has been stated in another part of this report, some expen- sive operations in the repairs of school buildings have been de - manded. The trial of the past severe winter has proven the new heating plant at No. 8 fully adequate for all requirements. We trust the call for appropriation to meet the expense will be met by the voters in a whole-hearted, cheerful manner. The roof of the school building at Conwry Village was newly shingled. The coming year the most important needs are an addition to the woodshed at Conway. The interior of the old school-room at Redstone needs considerable attention. The ceiling in several places is sagging, a large piece of plastering is off near one door, caused by the wind slamming the door, and the walls need to be whitened or tinted. We would recom- mend a wood ceiling. The ceiling and walls of the Green Hill school-room also need to be freshened. Considerable repair- ing needs to be done at the West Side school-house the coming year. To cover all repairs above mentioned we recommend the sum of $400.

ANNUAL REPORT


TRUANCY.


This is a grave subject and one that causes many of our teachers much annoyance. In the various villages Truant Officers are appointed by the School Board, yet no special gain is made in this matter, and we continue to have a larger num- ber of truants than we ought. We fully believe that we shall meet with no success in handling this question until the School Board more strictly enforce the law and occasionally send the incorrigible pupil to the truant school. One example is more effective than many plans devised by the officers. We should look to the welfare of the individuals and the good of the schools. We are sorry that there are any parents in town who do not appreciate the advantages of an education and allow their children to absent themselves from school. Either this matter must continne loosely, or it must be met in one of the two following ways : either the parents must see that their ehil- dren attend the regular sessions of school, or the children must be sent to the State Institution for snch offenders. Such prose- cutions are distasteful to the School Board, nor do we like to impose upon the town the necessary expense which such pro- ceedings must incur.
