SUPERINTENDENT'S REPORT.


To the School Board of the Town of Lancaster :


The main purpose of this report is to inform the voters of the finan- cial situation.


State aid for standard elementary schools is granted districts which expend for elementary schools more than $5 per thousand of equalized valuation. Last year the legislature made a special appropriation so that the difference between the amount of the $5 tax (on assessed valuation at that time) and the budget was paid to the district. The amount was $4151.


The last legislature decided that it was easier to raise school money by local taxation rather than by increased state taxation. Accordingly it appropriated only $325,000 for the purpose of equalization and provided that districts which were spending the greatest amount for public educa- tion for each $1000 of equalized valuation should be preferred in payment of their demands. Lancaster town spent $7.83 per $1000 and was one hundred fifty-second in the list of preference. Ninety-five per cent of

the $325,000 was expended before Lancaster was reached in the list. By a p_ovision of the law, five per cent was reserved for distribution in the discretion of the state board and from this sum Lancaster was paid $1074.


Our budget this year estimated the elementary expense at $10,748 and the amount of the $5 tax was $8086. The difference of about $2600 the School Board expected to receive from the state. As stated above the amount of state aid was only $1074 and a deficit consequently exists. By reference to the financial statement, you will see that after all cuts have been made, this will be about $1000.


The budget for next year has been carefully made but many items like high school tuition cannot be estimated with certainty. It may be re- membered that there is now no rebate on high school tuition.


We are advised to raise all the money necessary for our needs next year. This is sound advice as we can know nothing definite as to what aid we might get from the state. This situation will change and I expect that after next year state aid will be paid as a rebate for money expended in the previous year and the amount definitely known when the budgets are made out. As the tax rate is raised Lancaster will come higher in the list of p eference.


The amendments to the school law have hit the district rather hard but the tax payer has to pay the bill ultimately whether the money is raised at home or by state taxation. We can understand how districts which have low assessments on property can obtain an unfai advantage. It is possible that through the method of trial and error the law can be made to operate with essential fairness. It seems that a uniform basis for assessing valuation in all districts is to be desired.


The school board and superintendent express their appreciation of the work of the teachers and the co-operation of the parents.


The health work is making commendable progress and the time is past when we can be indifferent to it.

REPORT OF NURSE.


To the School Board of Lancaster Town District:


In each of the ten schools in this districts I assisted Dr. Cleasby in making the physical examinations of the children. With the results of these examinations in mind I have endeavored to have corrected the de- fects which exist and to lay a foundation for habits which would ensure good health :.


The Health Crusade has been organized in these schools and the children a e doing excellent work. This is a system of health "chores" which lead to habits promoting health. Particular stress is laid on cleanliness, care of the teeth and fresh air, and all arranged so that it is more a game than a task.


A large percentage of underweight children was found and special attention has been given to building them up.


The importance of this work will be shown in the future. Health safeguarded now will mean less sickness and expense later.

REPORT OF LIBRARIAN.


On March 21st the Weeks' memorial building will have completed its fourteenth year of useful work in supplying from its library to the village and outlying districts, solid reading, light reading, and as little sensational and sentimental reading as possible. Probably somewhere in the vicinity of 250,000 volumes have been dispensed to the public during that period, to say nothing of the twenty-five or thirty periodicals in the reading rooms which also contain the best of up-to-date reference books.
