Corporal James M. Forsaith, who has made the supreme sacrifice, enlisted from Chester, but he had lived and voted here previous to enlisting. He was an upright, honest young man and was held in the highest esteem by all of our towns- people.


Doubtless there are some individuals in every town not in service above whose name may justly be written Loyalty, and

Fremont is not an exception. First and foremost on this list is chairman of Public Safety Committee, Stephen A. Frost, whose generosity, tireless work and influence has done much toward putting over the top the many war drives of the past year. The loyalty that this man has exemplified would fill a book, but as we are reminded that we must still conserve we will be content to say Multum in parvo.


Another thoroughly loyal citizen is Frank D. Rowe, chair- man of the local Food Production Committee, whose interest and influence must have added materially along this line.


I would be unfaithful in my duty should I leave out our pastor, Rev. F. J. Lankart, who, although not a citizen of the town, never failed an opportunity to advance the cause in the great conflict, whose urgent appeal must have touched the hearts, and pocketbooks as well, of many who had not awak- ened to the full realization of what our country must do to win the war.


The local unit of the Red Cross branch, with Mrs. Lyman S. Hook president, Mrs. Frank D. Rowe treasurer, and Mrs. M. I. Stevenson secretary, have done a wonderful work the past year. Having completed 164 hospital shirts, 125 boys' suits, 109 pajamas, 95 petticoats, 30 comfort bags, 42 prop- erty bags, 17 bed socks, 15 pinafores, 10 vests, 20 pairs un- der-drawers, 4 layettes, 12 shawls, 223 pairs socks, and 14 sweaters for the soldiers ; they are now working for the desti- tute of Europe.


We are unable to compile exact figures of the several war drives and liberty loans subscribed to thus far, but a fair esti- mate of the four liberty loans may be $130,000 and W. S. stamps, $15,000.


Red Cross, Y. M. C. A., and other drives, $2,000, each go- ing far beyond the amount allotted to the town.

To the Inhabitants of the Town of Fremont in the County of Rockingham in said state qualified to vote in town affairs :


You are hereby notified to meet at the town house in said town on Tuesday, the ninth day of March next, at ten (10) of the clock in the forenoon, to act upon the following sub- jects :


1. To choose a town clerk.


2. To choose three selectmen, treasurer, auditor, one library trustee, and one trustee of trust funds.


3. To see if the town will vote to discontinue the highway patrol system, and elect two or more highway agents, one of which shall have the care and maintenance of the Trunk Line road, under the supervision of the State Highway Depart- ment.


4. To choose all other necessary officers.


5. To raise and appropriate such sums of money as may be necessary for the following purposes: to defray town charges ; for repairs of highways and bridges; for care of cem- eteries, and for Memorial Day.


6. To see if the town will vote to accept from the heirs of Jonas Spaulding, a school building, all complete and fur- nished for occupancy; said building to cost at least twenty thousand dollars; also to see if the town will vote to author- ize the selectmen, on the completion and conveyance to said town of said school building, and its occupancy by all the

schools of said town, to convey to the Spaulding & Frost Co., for the sum of one dollar, all the wooden school buildings at that time owned by said town.


7. To transact any other business that may legally come before the meeting.

SCHOOLS.


The New School Law: Chapter 106 Laws 1919.


SECT 21. The selectmen in each town shall assess an an- nual tax of three dollars and fifty cents on each thousand dollars of the value of the ratable estates taxable therein for the support of the public schools.


(Towns may raise an additional sum of one dollar and fifty cents on each thousand dollars of the value of ratable estates taxable therein for the support of the public schools.)


SECT 22. In any district in which the money produced by a tax of five dollars on a thousand dollars of the value of the ratable estates in the district is insufficient to maintain the required elementary and special schools, and to purchase the required textbooks, scholars' supplies, flags and appur- tenances, the state board shall provide the balance of the

money necessary from the money appropriated for that pur- pose by the provisions of this act.


Following is a circular letter to the selectmen from the Department of Public instruction:


"Every school district is required to support standard elementary schools.


"The maximum amount you are required to raise for this purpose is five dollars on a thousand of inventory. On the bases of your 1918 inventory this would be $2,359.


"Whatever such schools cost over this amount will be furnished by the state. We have estimated that the cost of such schools for Fremont may be $2,800."


In accordance with the above and following the custom of the State Highway department, the selectmen assessed the five dollars on each thousand dollars of the valuation of 1918.


At the Assessors' meeting in Manchester, December 17 and 18, the selectmen were informed that thirty-five towns in the state had done the same, but that (although the law does not specify which) the selectmen should have used the valuation of 1919, which, being higher than 1918, makes an additional sum of $136.38 which has been paid the school treasurer.

SPECIAL COUNTY TAX.


At the special session of the New Hampshire legislature, September 9, 10, 11, Rockingham County convention voted : That the sum of fifteen hundred dollars be raised and appropriated under Section 1, Chap. 2, Session laws 1917, for the year 1919, and a like amount for the year 1920, to be expended by the Farm Bureau, in addition to the two thousand five hundred dollars already appropriated, and the county treasurer be instructed to issue his warrant for the assessment and collection of the same. Fremont proportion being. $15.86
