To the Inhabitants of the School District of Sand- wich in the County of Carroll, qualified to vote in District affairs :
You are hereby notified to meet at the Town Hall on the Fourth day of March, 1922, at two o'clock in the afternoon, to act upon the following subjects:
1. To choose a moderator for the ensuing year.
2. To choose a clerk for the ensuing year.
3. To choose a member of the school board for the ensuing three years.
4. To choose a treasurer for the ensuing year.
5. To choose one or more auditors for the en- suing year.
6. To determine the salaries of all the district officers.
7. To determine what sum of money the district will appropriate to meet its financial obligations to June 30, 1922.
8. To determine what sum of money the dis- trict will appropriate to pay premium on Insurance.
9. To determine if the district will appropriate the sum of $5.00 on each $1000.00 of the equalized

valuation, in order to secure State Aid for the fiscal year beginning July 1, 1922.
10. To determine what sum of money the dis- trict will raise for the repair and equipment of the schoolhouses.
11. To determine if the district will vote to make any alterations in the report of the school board, re- lating to the amount of money required for the support of schools and payment of statutory obligations.
12. To transact any business that may legally come before said meeting.

Superintendent's Report
Feb. 4, 1922.
To the Citizens of Sandwich:
I hereby submit my first annual report as su- perintendent of schools, it being the third in the series of such reports.
Coming to the district late in the summer, there was little time to arrange plans according to the usual custom. Plunging into the work, I have been plunging ever since. The kindness and support of the local school board and teachers have made possible larger accom- plishments than could otherwise have been realized. My predecessor, Supt. S. S. Brooks, had done well in or- ganizing and grading the work and I followed my usual custom of beginning where the previous superinten- dent left off.
By a series of weekly reports, effort has been made to raise the percent of attendance and to reduce the tardiness. There is still evidence to show that certain parents are too willing for pupils to miss days of school. The maximum of work can never be accomplished un- til regular and punctual attendance is realized. We ought not to rest satisfied with less than 90 per cent in each school.
A series of community gatherings has been held in which the superintendent has had opportunity to meet some of the good citizens. School work has been exhibited, demonstration lessons given by teachers and

pupils, and an illustrated lecture by the superintendent. Singing, stories and refreshments have concluded pleasant evenings. In two or three cases money has been given for a picture or some school equipment, showing a fine spirit on the part of the citizens.
Sandwich has some fine boys and girls and these ought to have as good an opportunity in as well taught schools and well arranged and well equipped buildings as any in the country. To this end citizens should be liberal in considering the appropriations for the en- suing year.

The following is the report of the money needed to complete the school year to June 30, 1922 and is based upon the lowest possible calculation. Your school board cannot get along with anything less and come out even .. We would like to have Sandwich start with a clean slate another year. We would like to see Sandwich come out with no deficit next year. But when the voters of this town will only vote money enough to run the schools to the middle of the winter term, there must of necessity be a deficit.
If you will vote the money for the coming year as stated in our proposed budget there will be no deficit at the spring meeting of 1923, but if you vote as you did in the spring of 1921 you will have practically the same deficit as this year, 1922.
The State law says you must keep your schools open for thirty-six weeks in the year and our contracts with our teachers say the same thing. Therefore our schools will have to be run. These schools are your schools and we, as your representatives have tried to adminster them in the best possible way, both for the interests of your children and for the voters of this town.
