Is a strong advocate for reform in the present system of working high- way taxes, that
claiming three- fourths of the time and money is wasted. He took the contract last spring to make the roads better in the town of Jackson for 15 years for 1-2 of what has been raised heretofore (or 25 cents a poll and 1-4 of one per cent on resident valuation) and gave $3,000 bonds for faithful performance of the same. He says every town should have one man within its limits who should "take the risk of building all its high- ways for 15 years, and give bonds for
the same, the roads subject to the ap- proval of the selectmen, and the town to assume all damages by accident. The surveyor should receive a certain per cent on the valuation, so if there is an increase he will get it. Why 15 years? Because what extra he puts in a road will accrue to him at the latter end, and by so doing improve our roads quickly. If the town surveyor should lay out three times his percentage the first two or three years his money would come back three-fold. This is the only sure way to improve our highways of which there is great need.". Always a Democrat.
