INTRODUCTORY
In publishing this little pamphlet the trustees of Vassar Broth- ers Institute desired to perpetuate the earliest known records of the Supervisors and Assessors of the County of Dutchess. It contains besides the tax lists and records of meetings a number of court records and miscellaneous accounts of various descrip- tions. Some of these, it is believed, will be of more than local interest, for they throw a certain amount of light upon the life of the times. There are records, for instance, of payments to the Indians of bounties for wolves' heads, and on page 33 is an obscure reference to a trip taken by one of the county officers to Kipsberg (Rhinebeck) on account of "the Business of a negro of Johanns Dickman that Wass burnt." Several historians have stated that a negro was burned at the stake in Dutchess County, at one time, but so far no actual record has been discovered of this event, unless it be this, which places it considerably further back than the date ordinarily assigned. Among the chief mat- ters of local interest, and perhaps also of some general interest, are the records of the building of the first county house and prison in the County of Dutchess and of the establishment of the courts of common pleas and general sessions.
The original record book from which this publication is made is unbound, but is in fairly good condition considering the fact that two of the Dutchess County court houses have been destroyed by fire and two others torn down or rebuilt. It is one of a num- ber of similar manuscript record books which together cover nearly all the colonial period of the county's organized existence. This one seems to have been unknown to Mr. Benson J. Lossing and to the authors of the two Dutchess County histories, though there are quotations from it in some of the historical sketches published in the Poughkeepsie newspapers about the middle of the nineteenth century. It has generally been tucked away under piles of other matter in the County Clerk's office, where it would never be discovered except by mere chance. It was copied verbatim et literatim by Mr. Henry Booth and the publication is from his manuscript, which follows exactly the paging as well as the spelling of the original.
A few words about the earlier history of the county will serve to make the records more intelligible to the general reader. " The Dutchess's County " was one of the twelve original coun- ties of the Colony or Province of New York and was the fifth
named in the act passed by the colonial legislature on November 1, 1683. Its boundaries were "to be from the bounds of the County of Westchester, on the south side of the high lands, along the east side of Hudson's River as far as Roelof Jansen's creeke and eastward into the woods twenty miles." Obviously, no county organization was possible at that time because exclu- sive of Indians there were not above three or four families living within its boundaries then so far as is known. The first Indian deed within the limits of the county is dated June 15, 1680. By 1685, however, crown grants or patents for lands were beginning to be made in Dutchess County, and before 1700 there was a group of three or four families living at Poughkeepsie, a few others near Fishkill and some on scattered clearings through the woods along the river. The county was under the jurisdiction of the courts of common pleas and general sessions of Ulster County until 1720, but there appear to have been justices of the peace in Dutchess before 1713, for on October 23rd of that year the colonial act required them to issue warrants for an election to be held "at any time before the first Tuesday in September next,- there to make choice of one Free-holder, to be supervisor, one Treasurer, two Assessors and two Collectors." An election was probably held under this act before September, 1714, though there is no record of it, except that on the last page of this pamphlet is recorded a receipt for taxes dated the 13th of August, 1715, and the civil list gives Leonard Lewis as having represented the County of Dutchess in the fifteenth assembly, 1713-1714. By 1714, according to the colonial census then taken, 445 per- sons, of whom 29 were slaves, were living in the county. On July 21, 1715, an act was passed requiring the justices of the peace to call together the free holders to elect two of their num- ber " to be supervisors and directors for the building and erecting a county house and prison." No location was prescribed in this act and evidently no action was taken, because on May 27, 1717, a second act was passed directing that the county house and prison should be erected "at or near the most convenient place at Poghkepse." This act definitely established Poughkeepsie as the county seat and the records of this book show that its direc- tions were carried out. It will be noted that the county was then divided into three districts, or wards. The middle ward, extending from the mouth of Wappingers Creek to Esopus Island, is frequently mentioned as "the middle ward, or Pough- keepsie."

Whereas By an Acktt of assembly
j Entitled An Acktt to build a County house and Preson in
II Dutches County Widin this Collony It is Amongst other tinges Enackted that the Sd County House and Presen Shall be built widin Tree Years after the Publecation thereof And that the Monys for to Suply and Defray the Charge of the Same Shall be reased Collectted and paid as all other publick Monyes for County Charge are resed Collectted & Payd
Wee The Supervisors appinted by Vertive of Sd Acqtt Order the Assesors Whom are apuinted by the Severall wardes of this County to Meett and Assemble fourthwith together to assess Levey and rate upon all and Every of the free houlders Inhabe- tance & Sojornors of Sd County Duly and in Equall preporsion the Summ of fifty pounds and Deleiver thereof there Listess farely Draen and Sined as the Law Derickts in order that Warrents thereunto may be affictsed to the Severall Collectors to be Col- lected and paid into the Treisieror for that purpos and Thareof faill Nott as you will answer to the Contrary in Wittniss whereof wee have here Unto Sett our hands & afiesed our Seaills day and Year above wretten.
