Every printed pamphlet, or magazine, which contains more than twenty four page on a royal she , or any sheet of less dimensions, shall be charged by the sheet, and small pamphlets, printed on a half or quarter sheet of royal or; less size, shall be charged with half theamount of postage charged on a full sheet ; and there shall be printedjor writ- ten, on one of the outer pages of all pamphlets and maga- zines to be sent by mail, the number of sheets they con- tain ; and if such number shall not be truly stated, double postage shall be charged.

Letters and newspapers are delivered out of the office every day, (except.Sundays,) at all hours from the rising of the sun, till 8 P. M. and on Sunday from 9 to 10, and from 1 to 2019.


Newspapers, to be forwarded by mail; should be en- closed in a cover, and left open at one end, and the num- ber of free papers, and those for subscribers respectively endorsed on each packet; and all newspapers, for each post-office should be enclosed in one package, provided they do not exceed twenty in number. ' Ina letter or me- morandum in writing, is contained in any newspaper, the person who deposites the Fame forfeits five domars, and the package becomes liable to letter postage. :


Letters to be sent by pail, should be addressed to the places of their destination in the clearest manner ; they should always be directed to the nearest post office, if the person to whom addressed does not reside where there is an office, and the name of the State ought not to be omit- ted ; Jetter's are often, mis-sent, from) their ambiguous di- rection ; a punctual attention to this rule may prevent de- lays and miscarriages.


If an abatement of letter postage be claimed, the etter must be opened in the presence of the post-master or one of his assistants ; and if such letter should, instead of being overcharged, happen to be undercharged, the deficiency must be made up by the applicant.


All letters which are lodged to go by the British Packets should be distinguished by writing per packet, for there are places of the same name in the United States, similar to those in Europe.

Harlaem, West-Farms, East Chester, New-Rochelle, Mamaroneck, Rye, and Saw Pit, (N.Y .; ) Greenwich and Stamford, ( Ct. ; ) Providence, and Rhode Island State, Boston, and Massachusetts State ; Portsmouth, and New Hampshire State ; Vermont East. and the State of Maine- will be closed every day at 10 o'clock A. Mails for Hillsdale, (N.Y.) and West Stockbridge, (Ms.) will be made up every Monday with the Northern Mail.


Mails for New Paltz Landing, Washington Hollow, Washington, Attlebury, Armenia, North Armenia, North- east, Milan, Spencer's Corner, Beekman, and Quakerbill, (N. Y.) will be made up every Wednesday with the Northern Mail.


Mails for Carmel, Yorktown, Kent, and Southeast, (N. Y.) will be made up every Friday with the Northern Mail at 8 A. M.


Extra Northern Mail, on the East side of the Hudson, during the suspension of Steamboat Navigation.


Mails for Poughkeepsie, Hudson, Albany and Northern, Troy, Lansingburgh, Waterford, (N.Y.) and Montreal and Lower Canada, will be closed every Tuesday, Thursday, and Saturday, at 8 o'clock A. M. and arrive every Sunday, Wednesday, and Friday, at 8 o'clock P. M.


The extra Northern Mail, during the season of naviga- tion, will be transported by the Steamboats, and will be despatched as often as they run ; during which period mails will be closed at this office one hour and a half pre- vious to the time appointed for the departure of each bost, for the following offices, viz .- West-Point, Newburgh, Fishkill Landing, Poughkeepsie, Kingston, Catskill, Red- hook Landing, Hudson, Albany, Troy, Lansingburgh, Wa- terford, (N.Y.) and Montreal, and Lower Canada.

A mill is the lowest money of account-one thousand being equal to the Federal dollar, unit 0.001. A cent is the highest copper coin, one hundred being equal to a dollar, 0.01.


Banks in the City of New-York.


The Interest for discount in the Banks in this city is fixed at 6 per cent. per annum, upon Notes or Bills not having more than 60 days to run. Three days of grace are al- lowed, and the discount taken for the same.
