On Letters.
The Inland Postage (which must be prepaid) upon letters is 2 cents for each ounce, or fraction thereof. City letters, same rate. The Postage on foreign letters (addressed to countries of the Universal Postal Union-which includes all countries) is 5 cents for each }2 ounce or fraction thereof ; prepayment optional.
Advertised Letters are charged with one cent, in addition to the regular postage.

NATIONAL GUARD S. N. Y.
The National Guard located in New York City consists of seven regiments of infantry, two batteries of rapid-fire guns, one squadron of cavalry, one signal corps in the Borough of Manhattan, and four regiments of infantry, one battery of Gatling guns, one troop of cavalry and one signal corps in the Borough of Brooklyn. The effective strength of the force is about 8,000 men.
