For Outward Pilotage-For every vessel drawing less than 14 feet of water, per foot, $2.02; 14 feet and less than 18 feet, $2.33; 18 feet and less than 21 feet, $3.08; 21 feet and upwards, $3.56 per foot; for every day's detention, $3.


For Transportation from North to East River, and vice versa-All vessels, merchant or war, $5. From Quarantine to N. Y., quarter pilotage. Haul- ing into the river from the wharf, $3.


Pilotage for taking vessels from upper to lower quarantine. etc .- For vessels having had death or sickness on board, double Outward Pilotage.


For vessels from sick y ports, but having had 110 sickness on board. single Outward Pilotage,


Pilotage from sea to Perth Amboy, two-thirds to the Bar Pilot and one-third to tho Perth Amboy pilot.


Pilotage of vessels from the North River or the East River to Bayonne or Yonkers. or vice versa, $10 each way.


Pilotage fiom dock to anchorage in Upper Bay or vice versa, $5 oach way. For remaining on board to dock the vessel (unless prevented by the weather) $3 per day, excluding the day of arrival.


For moving any vessel from the North River, the East River Atlantle Dock, Erie Basin, Kill von Kull, or any pier or dock in the upper bay of New York Harbor (excepting such places as have a dif- ferent rate establ shed for them) to an anchorage In the said upper bay, or vice versa, $5 each way, uuless such moving is done on the same calender day as the vessel enters or leaves the port.

There are four and six deliveries each day by car- riers on the districts of Stations. Collections are made from each and every etreet letter box each day. South of Harlem River from 14


to 27 times a day. North of Harlem River from. 2


to 11 times a day. There are 6 deliveries by carriers, and 26 collections are made from street letter boxes each day on General P. O. district.


On Sundays from 2 to 6 collections are made, from 1:30 P. M. to 11 P. M.


Rates of Postage-Domestic


FIRST CLASS MATTER includes hand or type- written matter, and carbon and letter-press copies thereof, namely: letters, postal cards, post cards


(private mailing cards), and all matter wholly or partiy in writing, whether sealed or unsealed (except manuscript copy accompanying proof sheets or cor- rected proof sheets of the same, and the writing authorized by law on matter of other classes) ; also matter sealed or otherwise closed against inspection. Rates of Postage-Letters and other first class


matter. 2 cents for each ounce or fraction thereof, Post cards and postal cards, 1 cent each.


Limit of weight of first class matter is the same as for fourth class matter.


SECOND CLASS MATTER includes newspapers and periodicals bearing notice of entry as second class matter. No limit of weight.


Rate of Postage-Newspapers and periodical pub- lications of the second class, when sent unsealed by others than the publisher or a news agent, 1 cent for each four ounces or fraction thereof, on each eepa- rately addressed copy or package of unaddressed


copies. To be entitled to this rate the copies must be complete. Incomplete copies are subject to the third or fourth class


rate, according to their character.


THIRD CLASS MATTER embraces circulars, newspapers and periodicals not admitted to the second class nor embraced in the term "Books," miscellane- ous printed matter on paper not having the nature of an actual personal correspondenre, proof sheets, cor- rected proof sheets, and manuscript copy accompany- ing the same, and matter in point print or raised characters used by the blind.


Rate of Postage on unsealed third class matter is 1 cent for each 2 ounces or fraction thereof on each individuelly addressed piece or package.


Limit of Weight of third class matter is 4 pounds. Parcels of printed matter weighing more than 4 pounds, which do not exceed the limit of weight and size for fourth class matter, come within that class and are mailable at the parcel post rates.


Books are included in fourth class mail, as are also parcels of miscellaneous printed matter welghing more than four pounds.

Inclosures-A single card bearing the written name and address of the sender, or an envelope bearing the written or printed name and address of the sender, may be inclosed with a circular or other third-olass matter without affecting its classification.


Hand-stamped imprints on third-class matter will not affect its classification, except when the added matter is in itself personal or converts the original matter into a personal communication; in tho latter case. however, the mailing at one time at the post- office window or other depository designated by the postmaster of not less than 20 identicel unsealed copies will be sufficien evidence of impersonal char- acter to entitle such matter to the third-class rate. For permissible correction in proof sheets mailed at third-class rate, see Postal Guide at any post office. DOMESTIC PARCEL POST embraces that known as domestio parcel-post mail, and includea merchan- dise, farm and fectory products, seeds, cuttings. bulbs, roots, scions and plants, books (including cata- logues), miscellaneous printed matter weighing moro than 4 pounds, and all other mailable metter not embraced in the first, second or third classes.
