CLASSIFICATION OF MAIL MATTER, RATES ON POST- AGE, GENERAL INFORMATION AND SUGGESTIONS.
FIRST CLASS MATTER-Postage 2c. for each ounce or fraction thereof; embraces all matter wholly or partly written, or which is so done up as to prevent examination without destroying the wrapper, and must be pre- paid at least one rate, 2c.
SECOND CLASS MATTER-Pertains to publishers and news dealers, but may be mailed by others than publishers, at the rate of 1c. for each 4 ounces or fraction thereof, and must be fully prepaid by stamps affixed.
THIRD CLASS MATTER-Postage 1c. for each 2 ounces or fraction thereof, embraces ; books (printed), and all printed matter in un- sealed wrappers, and the limit in weight is 4 lbs., except in the case of a single book, which weight is unlimited, and must be fully prepaid. Photographs are now third class.
FOURTH CLASS MATTER-Postage 1c. for each ounce or fraction thereof; embraces all mailable matter not specified above, and must be so done up as to admit of examina- tion and fully prepaid. Labels, patterns,
playing cards, visiting cards, address tags, wrapping paper, blotting pads, bill heads, letter heads, envolopes, with printed ad- dress thereon, and all other matter of the same general character. Merchandise and samples are fourth class.
UNMAILABLE MATTER-LIquids (except whenl packed as provided by regulation), poisons, explosive or inflammable articles, or any article which is liable to injure the mails or persons handling the same. Sharp- pointed instruments, except properly done up, are unmailable, as is also any mat- ter not addressed to a post office.
POSTAL CARDS-Are unmailable when anything is pasted or attached thereto, or when any- thing not necessary to complete the address is written or printed on the address side.
CONFECTIONERIES-Are unmailable except done up in a tin box, which box must again be placed in a pasteboard box.
FRUITS-Except dried are unmailable. Any matter exhaling bad odors is unmailable.
SUGGESTIONS-Deposit your mail in the post office as early as possible, always keeping letters and circulars separate, and when in quantities hand them in through the win- dow. Money should never be sent in ordi- nary letters. Procure a Money Order or have it registered.
CITY, OR DROP LETTERS-Should be kept sep- arate from outgoing letters. and deposited in the receptable labled "City Letters."
