The office of County Superintendent was created by Aet of May 8, 1854, which provides that the School Directors of each county shall meet in convention at the seat of justice on the first Tuesday of May in each third year, and select viva voce by a majority of the Directors present, one person of literary and scientific acquirements of skill and experi- ence in the art of teaching, as County Superintendent for three succeeding school years. ( Each school year begins with the first Monday of June, from which date, the term of Superintendent is reckoned. )
Austin A. Keeney died in office, January 23, 1878, and J. Andrew Wilt was apponted to fill the varaney, serving until the first Monday of June, 1878.
