Governing Council.
The government of The Grand Fraternity is vested in a Governing Council, consisting of the four founders of the Fraternity, all ex-presidents, who have served a full term, all the General Offi- cery of the Fraternity and representatives regu- larly elected thereto, by a direct vote of the mem- bers. The regular meeting of the Governing Council is held in the City of Philadelphia, on the third Wednesday of July in every uneven year, unless some other time or place shall be desig- nated at the preceding session or by the Execu- tive Council. Annuities to the widow or children of a deceased member are paid quarterly in ad- vance.
