This refpectable company was inftituted in 1792, and began bufinefs in December of that year. Its capital confifts of fixty thoufand fhares, of ten dollars each, amounting to fix hundred thoufand dollars, payable by eafy inftalments ; the whole of which, with the amount of premiums, is a fecurity to the per- fons infured, in cafe of lofs.


The operations of this company are confined at prefent to in- furance on veffels and cargoes, and any valuable property gone or going by land or water ; but we underftand it is in contem- plation hereafter to enfure lives, which are included in their con- fitution.

The directors declare dividends of their profits femiannually.


The following RULES are to be obferved in tranfacting bufi- nefs at the company's office, viz.


I. All orders for infurance muft be given in writing, figned by the applicant ; and as minute a defcription of the veffel is expected, as the perfon ordering the infurance can give, refpect- ing her age, built, how found and fitted, and whether double or fingle decked.


II. All policies will be ready for delivery in twenty-four hours after the order for infrance is accepted at the office, and the po- licy muft be taken up. in ten days.


III. Notes, with an approved endorfer, for all premiums, muft be given in ten days, payable as follow, viz.


For American and Weft India rifques, in three months after the date of the policy.


For Eur. pean rifques, in fix month ..


For China and East India rifques, in twelve months.


For rifques by the year, in eight months.


For rifques for fixe months, in four months,


And, For rifques for any leffer time, in three months.


IV. Loffes will be paid in ten days after proof. and adjuftment ; but if the note given for the premium fhall not have become due within that time, the amount of it thall neverthelefs be deduct- cd from the lofs to be paid.

PENNSYLVANIA HOSPITAL.


THE defign of the hofpital was firft fuggeited by the late Doc- tor Thomas Bond, for the purpofe of relieving the fick poor, whether afflicted in body of mind.


This benevolent plan was greatly approved, and many con- tributors appeared to fupport it.


In 1752, they hired a houfe of the late John Kinfey in High ftreet, into which their firft patients were admitted.


They were continued therein until the year 1756, that being the time when the prefent building, called the Eaftern wing, was completed.


In 1773, they received about twelve thoufand pounds, from the unclaimed fhares of the Perafylvania Land Company in Lon- don. For this act of the Bruch parlament in their favour, they owe much to the unceafing labours of their great friends the late Doctor John Fothergill, Sylvanus Bevan, Jacob Hagen, and o- thers.


The productive eftate at intereft in 1774 being its higheft a- mount was about 22,0001. of this they loft, by receiving con- tinental money for hard, about ten thoufand pounds.


Difcouraged, though not depreffed, the managers again foil- cited fubfcriptions, and thus by a flow but certain progreffion, they advanced the capital ftock in 1793, to its prefent amount of

Of the abovementioned fum the affembly gave of their con- ftituents money about 5,5001. to reimburfe the expence of the prefent building. The balance being twenty five thoufand eight hundred and thirty pounds, are private legacies, grants, and dona- tions, the whole of which would lapfe to the commonwealth if the contributors fail, an event which is at prefent but little thought of.


Befides the above fum, the expenfe of the hofpital poor has been paid by the contributors forty years.


In addition to the 5,500 1. given by the legiflature to raife the eaftern wing, they at their laft feffion have granted a further fum of ten thousand pounds out of a loan office fund, for the purpofe of enlarging the hofpital on its original plan, fo as to admit a greater number of lunatics, and to obtain a due feparation of - them from the fick.


The laft act allows a lying-in and foundling hofpital to be u- nited with this inftitution, whenever a fund efpecially is given to build and fupport the fame.


The medical pupils pay for the privilege of attending the hofpi- tal practice ; and fuch pay is commonly underftood to be a perqui- fite of the hofpital phyficians ; this, however, they have generoufly given up for the purpofe of founding a medical library, and to pur- chafe Doctor Chovet's preparations ; by the addition of which to Dr Fothergill's valuable prefent, the inftitution without any expence to its funds, is poffeffed of the moft ufeful and orna- mental collection, that was ever feen in America. The pay of thofe pupils exceeds 1001. per annum, which is amply fuffi- cient to furnifh the library with new books, and to preferve the anatomical caftings, &c.


· From the time the hofpital was built in 1756, to the 5th month (May) in 1793, there have been admitted 8,608 patients. Of whom have been difcharged, cured, 5,435 Relieved,

part of their capital ftock, the intereft of which, with fuch do- nations as are not exprefsly given thereto, is applied for the poor ; and when as many paupers are firft admitted as will abforb the faid income, then if there is room, the managers may take other patients on pay, the profits of whofe board alfo go to the poor. Of fuch pay patients, there will always be a number, until the faid income, which at prefent is not half equal to the expences of the houfe, become fufficient to occupy it with the poor.


The price of pay patients is various, and fometimes changes. The overfeers of the poor of Pennfylvania, and all focieties there- in, who fupport the poor by private and voluntary fubfcriptions, pay only 8s. 4d. per week, including medicines, attendance, and all charges, except clothing.


The overfeers of any other State pay fifteen fhillings, and pri- vate perfons from ios. to 35s. as they and the managers can agree ; thefe may choofe their own phyfician, provided he is one of the hofpital phyficians, no others being admitted to practice in the houfe.


All patients are to fubmit to the orders of the phyficians re- fpecting their cafes, and to the rules of the managers in refpect to their conduct, or be difcharged. No ampucation of a limb is allowed, without a confultation of phyficians, and three at leaft agreeing.


The inftruments are the moft complete of the kind, and pre- ferved in excellent order for ufe ; and every thing convenient for the patient is always provided.


A refident apothecary lives in the houfe : his duty is to re- ceive and lend out books, to adminifter the prefcriptions, and to fummon the phyficians on every urgent occafion ; each of whom confiders it as his duty immediately to attend. Two managers and phyficians meet at the hofpital every Fourth-day (Wednef- day ) and Seventh-day (Saturday), at II in the forenoon, to re- ceive and difcharge patients, and much trouble is faved to thofe who apply at that time.


At other times the applicant muft firft go to an attending phyfi- cian, who, if he confiders the cafe a proper one, certifies it in writing to a fitting manager, and he takes the fecurity and gives the order of admiffion.


Overfeers of the poor from the country, who bring a patient, are expected to produce a certificate figned by two magiftrates, certifying that they are in office, and that the pauper refides in their diftrict, without which the applicant is rejected.


Perfons afflicted with incurable and infectious diforders are not admitted ; but any perfon in Pennfylvania receiving by accident a defperate wound, or a fractured limb, may be brought to the hofpital without an order, provided he is brought immedi- ately after the accident happens, and fuch perfons, whether ftran-

gers or citizens, will be taken good care of at the contributors expence.


The name of the corporate body is, The Contributors to the Pennfylvania Hofpital. Legacies are ufually devifed to them in this form, " I give to the contributors to the Penntylvania hof- pital and their fucceffors, L. for the ufe of the faid hofpital," or, " I give to the contributors of the Pennfylvania hofpital, L. to be added to the capital ftock."


A contributor muft pay at leaft L 10, for which he receives a certificate from the treafurer ; this he cannot transfer, nor can he receive any benefit therefrom, but the priviledge of electing and being elected.


If he is chofen a manager, phyfician, or treafurer, he muft ferve without fee or reward.


An inftitution formed on fuch humane and benevolent princi- ples, embracing the poor of all defcriptions, has done great ho- nor to its founders, many of whofe picus fucceffors have been led by a fecret impulfe to endow it with occafional legacies and contributions, whereby the truft is enlarged, and a greater num- ber of the fick are relieved ; many of whom, for want of fuch an afylum, would fuffer in folitary places, whilft the poor un- happy maniac, deprived of his fenfes, would be roving about without knowing a home, at the rifque of his life or the lives of the people.

Is an endowment for aged women of the Proteftant Epifcopal church, made by Dr John Kearfly, formerly an eminent Phyfi- cian in this city ; who bequeathed, for this purpose, an eftate chiefly landed, which he vefted in the rector, chruch wardens, and veftrymen of the united Epifcopal churches of Chrift church and St. Peter's.


Since the endowment of this inftitution, it has received a con- fiderable acceffion of property, by the gift of Mr Jofeph Dobbins, a native of this city, now refiding in Carolina ; fubject to an an- nuity during Mr Dobbins' life.


Dr Kearfley's will requires, that the women belonging to this infitution fhall be fupplied with meat, drink and lodging; with neceffary affiftance in phyfic and furgery .- There are now 19 on the foundation.

PHILADELPHIA DISPENSARY, 68, Chefrut St.


Was inftituted in April, 1786 .- The object of this charity is, to afford medical relief to the indigent fick; and fo extenfive have been the benefits thereof, that between eleven and twelve. thoufand patients have been already under its care .- It is fup- ported by annual contributions of one guinea, or ten guineas a. life fubfcription. The contributors recommend the patients. They alfo annually elect, from among themfelves, twelve mana- gers, who direct the bufinefs of the inftitution generally, and every year appoint fix attending and four confulting phyficians and furgeons, an apothecary and treafurer. The attending phy- ficians are on duty in rotation, two at a time for two months.


The city is divided into two diftricts ; and the patients refident in thefe are under the care of the refpective phyficians. Such of them as are able to go out, receive medical affiftance at the dif- penfary (where the apothecary refides and medicines are kept) on the fix days of the week : thofe who cannot go abroad, are vifited at their own houfes. It is needlet's to enlarge on this in- ftitution, as it muft be fufficiently evident from the plan and the fuccefs hitherto attending it, that it is the moft ufeful and exten- five mode of affording medical relief to our diftreffed fellow creatures of any that has hitherto been devifed.
