Mode of tranfacting bufinefs at the Custom-House of the United States, for the Port of Philadelphia, and extracts from the Revenue Acts, for the direction of Merchants, Mafters of Veffels, and others concerned.


NO goods are to be imported, in any veffel, owned in the whole or in part by citizens, from any foreign port, unlefs the Mafter fhall have on board a manifeft in writing, figned by him, containing the names of the ports or places where fuch goods. were received, and the port where configned or deftined to, and the name and built of the veffel, and true tonnage by regifter,. with the name of the Mafter and place to which fuch veffel be- longs, and particular account of all the cargo in packages, or loofe, with the marks and numbers in words at length, and def- cription of each by ufual denominations.


FOR any goods not included in the manifeft as above, the Ma- fter is to forfeit a fum equal to their value, unlefs it is made ap- pear to the Collector, Naval Officer, and Surveyor, or to a Court on trial, that no part of the cargo was unfhipped, except what is mentioned in the report, or that the manifeft has been loft or miflaid without fraud, or defaced by accident, or incorrect by miftake.


THE Mafter of any veffel, bound to any port in the United States, on arrival within four leagues of the coaft, or within any bays, harbours, ports, rivers, creeks, or inlets thereof, on demand, to produce fuch manifeft to the Officer of the Cuftoms firft coming on board, and deliver him a copy thereof fubfcribed by the Mafter, and the Officer to certify on the original, that the fame was fo produced, and a copy delivered him, and the Ma- fter to produce the original fo certified to the officer firft coming on board, on his arrival in the diftrict where the cargo is intended to be landed, and deliver to fuch officer a copy thereof, to be provided and fubfcribed by the Mafter, the delivery of which to be certified by the faid Officer on the original manifeft, and the original manifeft to be delivered afterwards to the Col- lestor.


THE penalty for not producing fuch manifefts and delivering copies thereof, or for not informing fuch officer of the deftination of fuch veffel, or giving falfe account of deftination, is five hun- dred dollars for each offence.


ANY veffel within four leagues of the coaft, or within the limits of a diftrict, unloading goods, without authority from proper officers, the Mafter and the Mate forfeit one thoufand dollars, and the goods forfeited, except in cafe of accident, neceffity and ftrefs of weather, which fhall be proved before the collector.


MASTERS of veffels receiving goods fo unloaden (except as be- fore excepted ) to forfeit treble value of fuch goods, and the fhip, boat or veffel receiving them are forfeited.


IF any veffel arriving within a diftrict, fhall depart, or attempt to depart, from the fame (unlefs to fome more interior port, or

by ftrefs of weather ) without report made to the collector, the Mafter forfeits four hundred dollars.


Avy veffel arriving from a foreign port, the Mafter is to re- port to the collector within twenty-four hours of his arrival, and within forty-eight hours further to report the name, burthen and loading of fuch fhip, whether in packages or loofe, and of the marks, numbers and contents of each package, and place or pla- ces, perfon or perfons, to or for whom they are refpestively con- figned or deftined, alto the places where the took in her loading, what country built, from what foreign port the laft failed, who was Mafter during the voyage, and whois at the time of the re port, and (if a veffel of the United States ) who are owners.


MASTERS neglecting to make fuch reports forfeit 1000 dollars.


SHIPS OF WAR OF packets of any Prince or State, and not per- mitted by fuch Prince or State, to carry goods in way of trade, are not required to make fuch report.


MASTEKRS Of veffels, after arrival and entry, may proceed to foreign ports, with go. ds reported for fuch foreign port, without paying duties thereon, on giving bond, and bonds are not requi- red when veffels p ton in diftrefs.


DUTIES only to be paid where goods are landed (on giving bond if fuch veffel proceeds to another diftrict. )


COLLECTOR to furnifh the Mafter, bound to another diftrict, with a copy of his report, which he is to thew to the collector of that dif.rict, within 24 hours after his arrival, on a penalty of 500 dollars.


OWNERS or confignees of goods imported, are within fifteen days after the Mafters report to make entry with the collector of the marks, numbers and contents of each package, or quantity and quality in each bulk, with the neat prime coft thereof, and produce the original invoice, document and bills of loading, and declare all the party knows, on oath or affirmation, and fubfcribe the fame.


SEA STORES to be frecified by Mafters, and excepted from du- ty, but are not to be landed or fold.


CLOATHS, books, houfhold furniture, tools or implements of trades, or profeffions of perfons arriving in the United States to fettle, exempted from duty on due-proof.


No goods from foreign port to be unloaden, but between fun- rife and fun-fet, nor without a permit under penalty of four hun- dred dollars, difability from hold ng office for feven years, and being advertifed in the gazettes, and forfeiture of goods, and if above the value of four hundred dollars, of veffel and apparel.


Goods removed before guaged or weighed, without permif- fion, are forfeited.


INSPECTORS and officers of revenue cutters, may go on board, examine and fearch veffels, have free accefs to the cabbin, and feal packages, and after fun-fet, fecure hatches and communica- tions.

PERSONS in charge of veffels, for breaking faftenings before fun life and prefence of an officer, forfeit two hundred dollars.

DUTIES to be paid before permit unlefs they exceed fifty dol- lars, in which cafe they may be fecured by bond, with one or more fecurities, payable, viz. falt in 9 months, Weft-India pro- duce (except falt ) 4 months, wines 12 months, teas from China 12 months, and if itored, under care of the infpector, 2 years ; all other, one half in fix months, one quarter in 9, months, and one quarter in 12 months ; or the importer may depofit double the value of duties in the goods to fecure payment of duties, which on failure of payment are to be fold.

TEAS from China may be depofited with the collector, and de. livered on payment of duties, for fuch part as is delivered within eighteen months, and then fold for duties if not paid.


OFFICERS my fieze within or without their diftriets ; perfons refifting or impeding them forfeit four hundred dollars.


IN cafes of drawback, notice to be given to the collector by the exporter, at least 24 hours before fhipping the goods, except for diftilled fpirits, 6 hours notice only is required ; all which are to be infpected and fhipped in prefence of an oficer. Drawbacks are allowed at the place of entry only, on all goods .exported to any country without the United States, within twelve months, after payment made or fecurity given for the duties inwards, and excepting where the duties do not amount to 20 dollars, and di- ftilled fpirits to 100 gallons at leaft, retaining one per cent of the duties, and half a cent per gallon for the charges of entry, &c.


BONDS with one or more fufficient fecurities to be given, that fuch goods thall not be relanded in the United State ..


IN cafe of veffel call away, or other accident, to produce pro- teft in due form, or in cafe fuch proteft cannot be had, the oath or affirmation of the exporter, or other proof to the fatisfaction of the Collector.


Goods exported for drawback, and relanded, fubject to feizure, · together with the veffel, boats, &c. and perfons concerned fuffer fix months imprifonment ; but if the voyage is altered, the col- lector may give permit for relanding.


SALT FISH AND SALTED PROVISIONS to be fhipped under the fame reftrictions as in cafe of drawbacks, and the bounty to be paid without abatement, but no drawbacks, to be allowed, un- lef's it amount to twenty dollars, nor bounty unlefs to three dol- lars.


THE Collector may give credit' on bonds due, for amount of drawbacks, if given by the exporter, being the importer.


PERSONS giving or offering a bribe forfeit from two hundred to two thoufand dollars.


CAPTAINS or owners making falfc entry forfeit not exceeding one thoufand dollars, and fuffer not more than twelve months imprifonment.


No goods of foreign growth or manufacture, to be brought into the United States unlefs by fea, and not in veffels under thir- ty tons, on forfeiture of goods and veffels (except to Louifville on the Chio) except houfehold furniture and cloathing of perfons removing to the United States.


VESSELS bound to foreign ports, the Mafter is to deliver a true manifeft on oath and take clearance ( but without fpecifying par- ticulars unlet's required ) under penalty of two hundred dollars.


All permits granted by the Collector, for wines and diftilled Spirits, fhall, prior to the landing of fuch goods, be produced to

the Infpector of the Port, who fhall by indorfement fignify the fame. Wines or fpirits landed contrary to the above directions, are fubject to forfeiture.


Spirits imported (excepted gin in cafes and cordials) in cafks under 50 gallons are forfeited, and the veffel alfo, until the 3cth day of April, 1793,- after which no diftilled fpirits, except ar- rack and fweet cordials, can be imported in cafks or veffels of let's capacity than go gallons, on pain of forfeiture ; as alfo beer, ale or porter, in cafks lets than 40 galions ; or if in bottles, in packages lefs than fix dozen, are forfeited, together with the fhip or veffel.


Sureties in all bonds given at the Cuftom-Houfe for duties, fhall, in cafe of infolvency in the principal, have and enjoy like advantages, priority and preference, for recovery of the monies fo bonded, out of the eftate and effects of fuch infolvent, as is re- ferved and fecured to the United States by the 44th fection of the act for the collection of duties, &c.


No fhip or veffel from foreign ports fhall be permitted toreport, make entry, or break bulk, till the mafter ihall deliver to the poft mafter all letters under his care or within his power, other than fuch as are directed to the owner or confignee,-the collector to re- quire an oath cr affirmation from every mafter of fuch delivery .- Mafters of veffels to receive two cents for every letter fo delivered.

AMERICA firft difcovered by Chriffopher Columbus, a native of Genoa, 1492.


South America difcovered by Americus Vefpufianus, a native of Florence, from whom that continent took its name, 1497.


North America difcovered for Henry VII. by Cabot a native of Briftol, 1499.


Magellan, in the fervice of Spain, difcovers the îtrait between the continent of South America and Terra del Fuego, which now bears his name, 1518,


On the 13th of July two fhips, commiffioned by Sir Walter Raleigh, who had obtained a patent from Queen Elizabeth for fuch lands as he might difcover, not belonging to any. chriftian prince, anchor in a harbour feven leagues weft of the Roanoke. take poffeffion of the country in a formal manner, and in honour of their virgin queen denominate it Virginia, 1684.


Henry Hudfon difcovers the river which is now known by his name, and fells his claim to the Dutch, who foon after take poffeffion of the country; and give to that region which now comprehends the ftates of New-York, New- Jerfey, Pennfylvania, and Delaware, the general appellation of the New-Netherlands. New-York was called New Amfterdam, 1608.


About one hundred perfons who had fled from religious per- fecution in Old England, arrive at a place in Maffachufetts, which in commemoration of the city in their native land which they had laft left, they denominate Plymouth, 1620.


Maryland granted by king Charles to lord Baltimore of Ire- land, 1632.


Governor Styvefant furrenders the New Netherlands to colonel Nichols who had been commiffioned by king Charles to fubdue that country : the country is then called New-York, in honour of his majefty's brother, James duke of York and Albany, 1664.


Lord Berkley and Sir James Carteret purchafe of the duke of York that part of his poffeffions which is now called New-Jerfcy, and which takes its name from the ifland of Jerfey, where the Car- taret family then had and ftill have a confiderable eftate, 1665.


South-Carolina began to be fettled, lord Clarendon having fome time before obtained a patent for that country, 1669.


The celebrated William Penn receives a patent for Pennfylva- nia, 1681.


The faid William Penn purchafes of James, duke of York, that part of his poffeffions which is now called Delaware, 1683.


North Carolina fettled by a number of indigent Palatines, 1709. A number of public fpirited gentlemen began to fettle Georgia, fo called in honour of George the fecond, 1732.


GEORGE WASHINGTON, the father of his country, and the friend of man. was born in Virginia, the 22d of February, 1732.
