The qualified voters of the city elect four members of the select council, annually, to serve three years, and the members of com- mon council to serve one year. No Alder- man, or person holding an office of profit or trust under the state, or any office, the emoluments of which are paid out of the city treasury, can be a member of council. The Mayor is elected annually on the third Tues- day of October, by joint vote of councils; and every citizen is eligible to the office. The re- corder and 15 aldermen are appointed by the governor, and hold their offices during good behaviour. The mayor appoints all officers of the corporation.
