MEMBERS OF THE COUNCIL OF SAFETY.

The Constitution of 1777 provided for a Council of Safety, to act as a provisional government until the regular govern- ment should be inaugurated, and appoin ted its members. This Council was in existence from July 8, 1777, to March 12, 1778.

Thomas Chittenden served as President of the Council, Jonas Fay as Vice-President, Ira Allen as Secretary until Sept. 6, 1777, and Joseph Fay as Secretary thereafter.

MEMBERS OF THE COUNCIL.

The Council of twelve members was chosen by popular vote, and had the power of filling vacancies in its own num- ber. It shared the executive power with the Governor, who presided over its meetings. In the earlier days it exercised a co-ordinate legislative power with the House of Representatives, but this power was later denied and the powers of the Council materially decreased. The Council of Censors of 1834 proposed an amendment to the Constitution abolish- ing the Council, which was adopted by the Convention of 1836.
