MEMBERS OF THE COUNCIL.
The Council of twelve members was chosen by popular vote, and had the power of filling vacancies in its own num- ber. It shared the executive power with the Governor, who presided over its meetings. In the earlier days it exercised a co-ordinate legislative power with the House of Representatives, but this power was later denied and the powers of the Council materially decreased. The Council of Censors of 1834 proposed an amendment to the Constitution abolish- ing the Council, which was adopted by the Convention of 1836.

CIVIL OFFICERS OF VERMONT
1Paul Spooner was chosen councillor by the freemen in 1782 ; but upon his election as lieutenant governor by the General Assembly, there being no choice by the people, Mr. Safford was appointed in his place.
2In 1786 Mr. Fassett was appointed councillor in place of Samuel Mattocks, who resigned to become state treasurer; and in 1787 he was appointed in place of Nathaniel Niles, resigned.
3In 1786 Benjamin Emmons was appointed councillor in place of Nathaniel Niles, resigned, but he declined, and Mr. Tichenor was finally chosen. 4In 1789 Mr. Niles and Knoulton were appointed to fill vacancies caused by the resignation of Samuel Fletcher and Thomas Murdock.

1Mr. Tichenor was chosen judge of the Supreme Court Oct. 25, and was thus disqualified for service in the Council. Paul Brigham was elected in his place, but did not serve.
2Messrs. Bayley and Hunt did not take their seats in the Council of 1792. 3Mr. Fassett did not take his seat in 1794. 4Mr. Porter resigned Oct. 29, 1794, and Mr. Robinson was chosen in his place. 5Jonathan Hunt was re-elected to the Council, but upon his election as lieutenant-governor the vacancy was filled by the choice of Mr. Lynde.
