COUNCILS OF CENSORS.


The Constitution of 1777 (in Chapter 2, Article 44) provided for the election on general ballot by the freemen every seven years of thirteen persons to be called a Council of Censors, among whose duties were to inquire into the observance of the Constitution by the several branches of the government during the preceding septenary, and to propose amendments to the Constitution, which last were to be finally passed on by a Convention to be called by the Censors. CONSTITUTIONAL CONVENTIONS.


The Convention of 1791 was called to ratify the Constitution of the United States as a preliminary to the admission of Vermont to the Union; all the other Conventions passed upon constitutional changes proposed by the Councils of Censors. No roll of members of the Convention of 1786 has been discovered, and only such names have been supplied as are shown by the records of the several towns to have been elected-thirteen in all.


All Conventions except that of 1857 were composed of one delegate from each town, but the Convention of 1857 con- tained 90 delegates apportioned among the counties. The members of this Convention are to be found in the following list under the towns of their respective residence.
