COMMITTEE ON BENEVOLENCE
This Committee is to consist of six members, selected to represent the various portions of the state, two members to be chosen each year for a term of three years. Also there shall be added as corresponding members a representative of the Vermont Branch of the Woman's Board and a representa- tive of the Woman's Home Missionary Union of Ver- mont, these representatives to be nominated by their respective societies for a one year's term of service. The duties of the Committee are to fix the apportionment of the ·different Associations, to seek through Association commit- tees the further apportionment to individual churches, and to enlist the churches to assume their part of the annual cost of our Congregational benevolent enterprises.

COMMITTEE ON RELIGIOUS EDUCATION
This Committee to combine and enlarge the work and take the place of the former committees on Sunday Schools and on Young People's Work. It shall be the duty of this committee to co-operate with leaders in educational and missionary activi- ties of our denomination for the purpose of promoting evangel- ism, strengthening worship, training the teachers of our Sun- day Schools, educating our young people along moral and spiritual lines, and otherwise raising the standards of Sunday School and Young People's work. The committee is to con- sist of six members, two to be appointed each year for the term of three years, the committee to elect its own chairman and to fill vacancies.

"A standing committee of three to be known as the Com- mittee on Civic Justice, whose duty shall be, after consultation with the Committee of Arrangements, to bring before the Con- ference from time to time any important subjects pertaining to the administration of government or public morality, and to suggest appropriate action thereon."

INTER-CHURCH FEDERATION
In 1899 the Conference voted to concur in the recom- mendations of the commission on interdenominational comity, among which were the following :
"That there be appointed a commission from each evan- gelical denomination in the state, that shall be known as the permanent commission on interdenominational comity.
That the business of this commission shall be to serve as an advisory board in all matters herein stated."
In 1911 and 1913 the Conference, upon the recommenda- tion of its committee, voted to elect representatives to the Inter-Church Federation of Vermont, in lieu of the Commis- sion on Interdenominational Comity, to the number of four persons, two of whom shall be ministers and two laymen.
ADVISORY COMMITTEE
"The Advisory Committee shall consist of five members, and the Secretary of the Vermont Domestic Missionary Society shall be one of those members.
The Advisory Committee shall recommend to the Confer- ence such changes in polity as may be deemed necessary to carry out the recommendations of the National Council on the one hand and to meet the needs of the local Association on the other hand.
The State Advisory Committee shall act as a committee of pastoral supply, through which pastorless churches and unsettled ministers or those desiring a change of pastorate may be brought into touch with one another.
The closest possible relations shall exist between the State Advisory Committee and the advisory committees of the Asso- ciations, the State Advisory Committee submitting definite

. suggestions for a program of work to be carried out by the Association Committees, the Association Committees in- forming the State Committee of conditions in the churches and the special forms of work which need emphasis."

COMMITTEE ON NOMINATIONS
This Committee is to nominate the officers provided for in the Act of Incorporation and in the Constitution, the delegates to corresponding bodies, the preacher for the next annual meeting and his substitute, and the Standing Committees. This Committee is to consist of three members, and hereafter one member shall be elected each year for the term of three years.

COMMITTEE ON MISSIONARY EDUCATION
"We recommend that this Conference name a representa- tive, to join with one chosen by the Vermont Branch and one by the Woman's Home Missionary Union in forming a Commit- tee on Missionary Education, whose function it shall be to formulate and promote among our Sunday Schools and young people's societies plans for systematically imparting informa- tion regarding the missionary enterprise, and for securing therefrom more regular and ampler gifts."
Adopted, 1915. The representative of this Conference to be the chairman of the Committee on Religious Education.
PROCEDURE FOR THE LICENSING OF CANDIDATES FOR THE
MINISTRY
County Associations of Ministers shall act as examining committees before whom candidates for licensure may appear.
Candidates recommended by an Association of Ministers shall be presented to the County Association of Churches for approval, and the public act of licensure shall be performed by the latter body.
A candidate for licensure shall be required to present a statement setting forth :
(a) His full name and address.
(b) His age and present occupation.

(c) The date and place of his first church membership and of all succeeding church memberships.
(d) The name of his present pastor, and the names of his teachers, or of others who will vouch for his Christian charac- ter and ability to preach.
(e) A statement of his experience in Christian work.
(f) The grounds on which he is moved to prepare for the Christian ministry.
A candidate for licensure shall be thoroughly examined in:
(a) His Christian experience and call to the ministry.
(b) The nature and content of the books of the Bible.
(c) The doctrines of the Christian Church.
(d) Church History.
(e) The ability to prepare and deliver sermons, includ- ing the rules of composition, rhetoric, and logic.
(f) Church polity, including the history, doctrine, and usage of the Congregational churches.
(g) His knowledge of missionary organizations and work of the Christian churches, and particularly of the Congre- gational churches.
In case a candidate exhibits lack of thorough training in any of these subjects, his license may be withheld, or, if granted, its renewal may be conditioned upon his pursuing these subjects, or any of them, to the full satisfaction of the Association.

The 122nd annual session of the Vermont Congregational Conference convened in the Congregational Church of Bran- don Tuesday afternoon, May 15, at 2 o'clock. The meeting was called to order by the President, Rev. C. C. Adams, of the First Church of Burlington.
The opening prayer of the Conference was offered by Rev. R. C. Flagg of North Craftsbury.

I hereby certify that I have examined the accounts of Joseph Fairbanks, Treasurer of the Fairbanks Education Board, for the year ending May 9, 1917, and that the same are correct, there being proper vouchers for all payments and a cash balance on hand amounting to Thirty-eight Dollars and Twenty-seven Cents ($38.27).

Rev. M. A. Farren, Secretary of the Boston Seaman's Friend Society, was given fifteen minutes in which to present the needs of American seamen in this present emergency.
Rev. Henry C. Newell of Middlebury gave an address on the subject "Ideals for the Church." Mr. Newell made a fresh presentation of the conception of God and urged a more faith- ful application of the principle of the "Brotherhood of Man."
Mr. Milo B. Hillegas, Commissioner of Education in Ver- mont, addressed the Conference on the subject of "Educational Ideals." Mr. Hillegas emphasized the need of schools coming to closer grip with the real life of the boys and girls of our state.
After a ten minute intermission America was sung by the Conference, and Rev. L. A. Edwards of Newport read the Scripture. The Conference sermon was preached by Rev. E. P. Treat of Pittsford from the text Hebrews 12: 1-2. The sermon emphasized the need for the spirit of the Pilgrim in the life of today. After the sermon Miss Alice Briggs sang a solo, "Lord for Tomorrow."
The sermon was followed by the Sacrament of the Lord's Supper, administered by Rev. R. G. Woodbridge of Vergennes and Rev. Samuel H. Barnum of Jericho Center, assisted by the following deacons: C. L. MINUTES
After an anthem by the choir the annual report of the churches was given by the Corresponding Secretary, John M. Comstock of Chelsea.
Miss Alice Briggs sang a solo, after which President John M. Thomas addressed the Conference on the theme of Econ- omic and Political Causes of the War, and made a strong plea for America to do her part.
WEDNESDAY MORNING
The devotional service was conducted by Rev. C. H. Merrill.
The minutes of Tuesday's session were read and ap- proved.
The report of the Treasurer, F. W. Baldwin, was presen- ted, accepted, and approved.

A resolution was presented by the Business Committee to limit debate. It was accepted and adopted by the Conference.
Rev. Arthur J. Covell, Secretary of the Congregational Board of Pastoral Supply, presented the report of the Board. The report was accepted, and on motion of Rev. C. C. Merrill it was voted to authorize the printing committee to print as much of the report as is consistent with economy in the minutes.
