Pursuant to section 19, chapter 1, Acts of the Legislature, 1913, I have the honor to submit herewith the Report of The Adjutant General, for the period of twenty-one months ending June 30, 1914. Brigadier General Charles D. Elliott was The Adjutant General during the entire time covered by this report, which is made up from the records in this office.

THE WEST VIRGINIA NATIONAL GUARD


The West Virginia National Guard consists of two complete regiments of infantry, with officers of the medical corps and sanitary troops attached. Both regiments are recognized as complying with the requirements of the War Department, as prescribed through the Division of Militia Affairs. New companies have been organized as follows: Company C, First In- fantry, Buckhannon; Company E, First infantry, Piedmont; Company B, Second Infantry, Ravenswood; Company K, Second Infantry, Welch.


Reports for 1909-10 and 1911-12.


The reports of The Adjutant General for the biennial periods of 1909-10 and 1911-12 were not published.


Active Service.


At the time of the last biennial report almost the entire force of the West Virginia National Guard was engaged in active field duty, in parts of Boone, Fayette, Kanawha and Raleigh counties, where a state of war was proclained to exist. The first troops were called into service for that duty in July, 1912, and some part of the National Guard was in the field on account of that condition almost continuously until June, 1914. Speaking of that service, Adjutant General Elliott, in his last report, said :


"It is a source of great satisfaction to state that both officers and enlisted men, in the main, have performed their duties with great efficiency. This service has transformed them from what might be termed 'raw militiamen' into seasoned veterans, ever ready for any field duty for which they might be called upon. It is thought that at the present time no state in the Union could send into the field as well trained, well seasoned and well equip- ped an organization as the National Guard of West Virginia. This service has been the means of eliminating all those who are not physically able to perform the duties of a soldier in the field and has also eliminated a few lukewarm officers who have not kept abreast with National Guard work that has been carried on since the rendition of my last report."


General Conditions.


Conditions generally in the West Virginia National Guard are good. There has been a marked increase in efficiency among the officers and en- listed men, and a greater interest is being taken by them in the perform- ance of their military duties. Most of the clothing, arms and other equipment are new. A new supply of tentage has been furnished to the

entire organization, and it is thought the two regiments will compare favorably with those of any other state.

The following is published for the information and guidance of the West Virginia National Guard.

The following scheme for the organization of the Organized Militia of a State, comprising the staff corps and departments, and a brigade of infantry with the auxiliary troops therefor, is published for the information of all concerned :


I. STAFF CORPS AND DEPARTMENTS.


1. The Adjutant General's Department, consisting of : The adjutant general of the State, with the rank of· brigadier general. 1 adjutant general, with the rank of major.


2. The Inspector General's Department, consisting of :


1 inspector general, with the rank of major.


3. The Judge Advocate General's Department, consisting of : 1 judge advocate, with the rank of major.


4. The Pay Department, consisting of :


1 chief paymaster, with the rank of captain.


5. The Quartermaster's Department, consisting of :
