7. Capt. John C. lIutsinpillar, Quartermaster Department, will report to the- Commanding Officer, Camp Kanawha, for duty and rifie and pistol practice from July 6th to July 12th, inclusive.
S. Lieut. Harold B. Cornwell, Second Infantry, will report to the Commanding. Officer, Camp Kanawha, from July 6th to July 12th, inclusive, for duty and rifle and pistol practice.
9. All other Regimental Staff Officers and non-commissioned staff officers will report to the nearest camp or field service for instruction for special duty and rifle and pistol practice. Those of the First Infantry will report to the Command- ing Officer of Camp Dawson July 20th to July 26th, inclusive. Those of the Second Infantry nearest Camp Kanawha will report to the Commanding Officer of Camp Kanawha from July 6th to July 12th, inclusive. Those of the Second Infantry, nearest Camp Baker will report to the Commanding Officer of Camp. Baker from July 20th to July 26th, inclusive.
10. Where original enlistments have been made within sixty days of the departure of the organization for camp, the transportation of such men will be procured on separate requests, their pay will be extended. in full, to the column for State pay and the subsistence accounts of such will be kept separate.
11. Battalion Quartermasters will arrive at their respective camps one day in advance of their organizations, to arrange for the baggage transportation and subsistence of their troops.
12. Company Commanders and Battalion Quartermasters will contract for the hauling of the equipment and stores and bring with them itemized receipts, in duplicate, for all expenditures.
13. All organizations will leave their home stations the day their tour of duty commences and break camp to arrive at home station the last day of the tour.
14. The Sergeant Major, under direction of the Battalion Commander, in addi- tion to his other duties, will make up in triplicate, a daily report of the expendi- tures.
15. Blankets for the troops will be shipped direct from the Arsenal to the different camps of instruction.
16. The Quartermaster of the First Battalion, First Infantry, will ship the battalion property to Capt. J. W. L. Stewart, Littleton, West Virginia, on or before June 19th, 1913, for re-shipment to Camp Dawson, with the property of Company "D", First Infantry.
17. The service cotton olive drab uniform will be worn. The woolen olive. drab will be taken to camp to be worn only as directed by the Battalion Com- mander. Overcoats and blue uniforms will not be taken to camp.
18. Requisitions will be made at once for the necessary stores to fully equip the commands for field duty.
19. l'ay rolls will be made in quadruplicate, two copies of which must be signed. D. & A. cards will accompany pay rolls.
20. No member of any command will be paid for any day that he is absent from the formations of that day, except for sickness.
21. Captain John C. Bond, Disbursing Officer, will make payment covering the duty in this order, but "all payments for service, supplies and expenses incurred under this order shall be made in the manner designated by General Order No. 2,. issued by H. D. Hatfield, Commander in Chief, April 4, 1913.

1. A State Rifle Competition is constituted at Camp Dawson from July 27th to July 30th, inclusive.
2. The following details for this duty are announced :

4. The detail of Hospital Corps on duty at Camp Dawson from July 20th to July 26th, inclusive, will report to the Medical Officer for duty from July 27th to July 30th, inclusive.
5. The Commanding Officer of Company "G", First Infantry, will furnish the necessary detail for pit men for this competition.
6. At the close of the record practice, provided for in G. O. No. 18 c. s., each company commander will select a team of enlisted men consisting of three princi- pals, who shall be selected from those making the highest aggregate in the record practice this season, and who have had more than sixty days military service, and provided that each shall have made marksman, or better, to compete in this rifle competition. The team so selected shall leave their stations in time to arrive at Camp Dawson on the evening of July 27th.
7. Each company commander shall designate one member of the team as team captain and direct him to report, in person, to the Executive Officer immediately upon arrival at Camp Dawson. The captain of each team shall bring with him the D. & A. Cards of its members. The names of the team members will be forwarded to the Post 'Adjutant, Camp Dawson, Caddell, West Virginia, as soon as selected.
8. The Quartermaster will furnish the necessary tentage, cots and blankets.
9. The cotton olive drab uniform will be worn.
10. The following matches are announced for the rille competition :
DAVIS TROPHY MATCIL.
Open to each company team, 200 and 600 yards.
200 yards rapid fire, position, kneeling from standing.
10 shots in 11% minutes.
(Note. Standing at position of load, piece "at trail" loaded and fully locked, as target appears, take kneeling position, fire ten shots.)
600 yards slow fire.
2 sighting shots and ten shots for record.
PRIZE.
To the team making the highest aggregate, the Davis Trophy. GENERAL STAFF CUP MATCH.
Open to all teams, except the winning team in the Davis Trophy Match. Dis- tance : 300 yards slow fire ; 300 yards rapid fire, and 600 yards slow fire. Position : 300 and 600 yards slow fire, prone : 300 yards rapid fire kneel- ing from standing.
2 sighting shots and ten (10) shots for record at 300 and 600 yards slow fire.
10 shots at 300 yards rapid fire, time 2 minutes.

The National Rifle Association Medal.
The National Rifle Association Medal in each Regiment, to be presented accord- ing to the rules in the National Rifle Association.
The Dupont Powder Trophy.
11. The final competition for the National Matches will be for the purpose of selecting a team to represent the State in the National Matches at Camp Perry, Ohio, beginning August 25, 1913. This will be done by having the thirty making the highest aggregates in the Davis Trophy Match, and all others who have made the grade of expert in the record practice this season, who wish. to enter, shoot over the National Match Course twice, after which all will be eliminated, except the twenty-five making the highest aggregate. These will then shoot over the same course twice, and the team will be composed of the fifteen making the highest aggregate in the four courses.
12. No one is eligible to compete for the State Rifle Team who has not done 75% of military duty during the past year.
13. The rules governing the National Matches as published in Bulletin No. 3, War Department, e. s., will govern the matches and competition.
14. Experts who desire to complete for the State Rifle Team will report to the Executive Officer at Camp Dawson in the evening of July 28th.
15. Payrolls will be made in quadimplicate, two copies of which must be signed. D. & A. cards will accompany payrolls.

11. Baggage and combination cars should be placed by noon Saturday, previous to departure.
On return to home station baggage and combination cars will be permitted to remain for unloading in daylight the following day, if necessary.
Company Commanders will see that equipment is unloaded promptly.
The entraining, conduct enroute and detraining are parts of the exercises and the organization is graded accordingly.

With profound sorrow the Governor announces the death of Captain Cecil E. Fitzhugh, at his home in Parkersburg, July 15, 1913.
Captain Fitzhugh was born in Parkersburg, West Virginia, Jan- uary 26, 1882.
His Military record is as follows :
Enlisted in Company "A", Second Infantry, May 12, 1911. Honor- ably discharged to accept commission July first, 1911. Commissioned Second Lieutenant July 2, 1911. Promoted to First Lieutenant Jan- uary 1, 1912. Commissioned Captain May 30, 1913, to accept appoint- ment as Regimental Commissary. Second Infantry.
The death of Captain Fitzhugh removes from the ranks of the National Guard of this State, one who has labored with conspicuous ability and success to increase its efficiency and maintain its prestige, and one who at all times retained the confidence and esteem of his superiors and the respect, support and affection of the subordinates. 1. Beginning with the week of November 3, 1913, twenty-four consecutive weekly drills will be held, and pursuant to section 1, Military Code, 20% of the pay provided for camp duty will be paid. In order to encourage the enlisted men and increase the standard of elhciency, company and band commanders will make up the pay roll and have same signed by the men at the first drift present, pay rolls to be signed in duplicate, both copies with signed and approved form 60, and drill return for the month, will be mailed to the Adjutant General on the night of tue last drill in the mouth. Care must be taken to have the drift return and pay rou agree.
2. State pay rolls will be used and must be certified as to their correctness by the commanding officer of the organization.

6. A non-compliance with this order will require affidavits setting forth the reason and cause for delay.

1. That part of S. O. No. 33, A. G. O., dated September 7, 1912, accepting the resignation of Captain Thomas R. Cowell, Second Infantry, is hereby revoked, as is that part of G. O. No. 15. A. G. O., dated April 17, 1913, accepting the resignation of First Lieutenant Percy Hall, First Infantry.
2. The following officers, by their own request, are transferred to the Super- numerary list :

First Lieutenant Percy Ilall, First Infantry.
Second Lieutenant William B. Jones, Second Infantry.
