The sum of $25,000 wa sappro- priated to build a new recitation hall at the Georgia Normal and Industrial College at Milledge- ville.


The primary election law was so amended as to make it prac- tically impossible for any one to buy or sell, or attempt to buy or sell, any vote.


It was provided that pensions shall be paid to all Confederate soldiers who served in Georgia commands, regardless of how


long they have lived in the State.


Police power was conferred


upon captains of passenger steamboats.


The boll weevil law was


amended to permit the shipment to Georgia of oats from States where the Mexican boll weevil exists.


The sum of $75,000 was appro- priated for the purpose of build- ing a new water works system at the State sanitarium.


Appropriations were made to supply the deficits in the pension fund and in the salaries of su- preme and superior court judges.


A resolution was enacted per- mitting the governor to borrow not exceeding $200.000 to supply casual deficiencies in the State's revenue.


An interesting bill passed was that providing for six terms of Fulton superior court. This change in the number of terms will make it possible to get a divorce in Atlanta, as has al- ready been explained in The Constitution, within five months.


A bill was passed amending section 495 of the penal code, so as to make the law relative to the removal of garbage appli- cable in all cities and towns of 1,000 inhabitants or more.


A law was enacted giving mu- nicipal authorities the right to accept grants of land outside of the city limits for public parks.


A law was passed requiring judges of courts to excuse mem- bers of the legislature from at- tendance on courts while the general assembly is in session.


A bill was passed increasing the salary of the chief clerk to the railroad commission from


$1,200 to $1,800.


Resolutions were passed urg- ing congress to repeal or modify the Chinese exclusion act and to deepen the harbor at Carra- belle, Fla.

A commission was ordered ap pointed to investigate the advis- ability of establishing a sanita- rium, under State control, for consumptives.


A resolution was passed urg- ing the appointment of a na- tional commission to look into the matter of securing wider cot- ton markets.

A resolution was passed ex- tending the time for a report from the Torrens land title com- mission, and another providing for committees to visit State in- stitutions during vacation.


Senate Bills Made Laws.


Almost as many general sen- ate bills were enacted into law as were house bills. Among the new laws to go on the stat- ute books which originated in the senate, are the following:


Provision was made for hold- ing adjourned terms of superior courts whenever the necessity for it arises.

The Code was amended so that building and loan associa- tions are permitted to loan money on rural real estate in- stead of being confined to cities.


Provision was made for the appointment of a veterinary sur- geon by the commissioner of ag- riculture, whenever his services as may be needed.


It was made a felony with a five-year penalty to throw rocks at or to shoot into any train.


A stringent law was passed providing for the protection of surf bathers.


A law was enacted making


drunkenness and disorder on public highways a misdemeanor.


Provision was made for the revival of debts discharged in bankruptcy in certain cases.


The salary of the attorney-gen- eral was increased from $2,000 to $3,000.


The game and fish laws were amended so as to permit the shooting of doves from March


15th to September 1st, instead of July 1st, and so as to permit seining for shad and other fish from February 1st to July 1st, instead of starting March 15th.


Sheriffs of practically all coun- ties were required to keep trained bloodhounds for the pur- pose of tracking criminals.


Telephone companies were given the right of eminent do- main, provided they submit to the supervision of the railroad commission.


Arbitrators of corporation tax returns were required to make their reports within thirty days, and they must in all cases be residents of Georgia.


County and municipal bonds were made acceptable as deposits by insurance com:»- nies with the State treasurer.


It was enacted that in all cases where bank officers desire to borrow more than 10 per cent. of a bank's capital stock, the loan must be approved by a majority of the directors.


A more stringent law against vagrancy was enacted, subject- ing all found to be vagrants to the penalty for a misdemeanor.


A bill was passed providing for regulating the business of industrial life insurance compa- nies.


A constitutional amendment was submitted to the people pro- viding for additional superior court judges in certain cases.


A bill was passed revising the military laws of the State so as to make them conform to the Dick bill.


Assessment life insurance companies were required to make increased deposits in ac- cordance with the amount of business done.


A committee was appointed to investigate the matter of pur- chasing Tallulah Falls as a pub- lic park, and it was provided that the govenor of Georgia and the

governor of South Carolina should hold a conference re- garding the disputed boundary line between Habersham county, Georgia, and Oconee county, South Carolina.


A bill was passed fixing the salaries of the stenographer and clerk of the pension office at $75 per month each.


The salary of the chief clerk in the department of agriculture was increased from $1,200 to $1,800.


A law was enacted amending section 3251 of the Code so as to require processioners to make returns within thirty days.


Section 2043 of the Code was amended so as to require life insurance companies to make their guarantee deposits with the State treasurer instead of the insurance commissioner.


A law was enacted creating liens against the assets of banks in favor of holders of receipts for collaterals sent for collec- tion.


The law regarding the making of affidavits outside of the State for use in the State was ma- terially amended.


A bill was passed with a view to removing clouds on the titles of real estate.

Georgia's Eight New Counties


Grady County-Composed of parts of Thomas and Decatur


counties, is in the second dis- trict. Its county seat is Cairo. 'The superior court will meet on the first Mondays of September and March and the election for county officers will be held on the first Monday in January 1906.


Tift County-Composed of Berrien, Worth and Early coun- ties, is in the second district. Tifton is the county seat and the election will be held the first Wednesday in October.


Turner County-Composed of Irwin, Wilcox, Dooly and Worth counties, is in the first congres- sional district. Ashburn is the county seat and the election will be held on the first Wednesday in December.


Crisp County-Composed of a part of Dooly county. Cordele is the county seat and the elec- tion will be held on the first Wednesday in October.


Jeff Davis County-Composed of parts of Appling and Coffee counties, will be in the eleventh congressional district, and the election will be held on the first Wednesday in December. Hazle- hurst is the county seat.


Toombs County-Composed of Tattnall. Emanuel and Montgom- ery counties, is in the first con- gressional district. Lyons is the county seat, and the election will be held on the first Wednes- day in October.


Jenkins County-Composed of Burke. Emanuel. Bulloch and Sereven counties, with Millen as its capital, is in the first con- gressional district. The election will be held on the first Wednes- day in October.


Stephens County -- Composed of Franklin and Habersham counties, with Toccoa as the county seat, is in the ninth dis- trict. The election will be held on the first Wednesday in De- cember.
