FIFTY-NINTH ANNUAL REPORT OF THE CITY AUDITOR


City Auditor's Office, Dec. 18, 1909.


To the Honorable Mayor and City Council:


The undersigned herewith presents a statement of the receipts and payments of the city of Newburyport for the year beginning Dec. 21, 1908, and ending Dec. 18, 1909.


The first part of this report is devoted to an exhibit arranged upon the Schedules for Uniform Municipal Accounting as issued by the Bureau of Statistics of Labor of the Commonwealth of Massachusetts. It will be noticed that the terms "Revenue" and "Non-Revenue" are used. "Revenue" meaning, money accruing to the municipal treasury under general taxation, police powers, gifts, or service rendered. "Non-Revenue" meaning Off. sets to Outlays such as permanent improvements, bond issues, money hired in anticipation of taxes, temporary accounts, etc. Following these schedules are presented detailed statements arranged in the same order, together with the usual matters given in the Auditor's report, including a schedule of the city property, a statement of the securities held by the sinking fund commissioners as sinking funds, also as trust funds.


I audited the books of the city treasurer and found them correct and properly vouched; also examined all securities belonging to the city in possession of the city treasurer, including the sinking fund investments and the investments of trust funds, and found the same properly account- ed for; they are in deposit boxes of the Newburyport Five Cents Savings Bank.


I verified the accounts of the collector of taxes, including the amount committed to him by the assessors, the abatements made by them during the year, and the amount collected.


I audited the books of the treasurer of the water commissioners for the year ending December 18, 1909, and found the same correct and pay- ments properly vouched. In connection with this department a new system of accountability has been established, so that it is now possible to audit the income as well as other accounts.


I examined the cash account kept by the city clerk, of all cash re- ceived by him as fees or otherwise, during the year ending December 18, 1909, and found the amount to be $1,091.15, all of which has been paid to the city treasurer and a receipt taken therefor.


I examined the cash account kept by the city messenger, as agent for rental of city hall, of all cash received by him during the year ending

December 18, 1909, and found the amount to be $536., all of which has been paid to the city treasurer; also examined the books of the sealer of weights and measures and found the cash received by him to be $116.28, which has been paid to the city treasurer and a receipt taken therefor.


I examined the books of the clerk of the overseers of the poor, and found the bills as approved correspond with the payments made by the city treasurer, and vouchers for the cash payments made by the clerk.


I examined all bills passed by the committee on accounts, as pre- sented weekly and monthly, and found the same correctly cast and ac- curately placed upon the books.


The books of the city treasurer show an increase of the net city debt during the year ending December 18, 1909, of $3,644.63. The un- drawn balance for the year 1909 is $10,190.26, which has been paid to the trust fund commissioners for the establishment of a Municipal Building Fire Insurance Fund.


The city has lived $10,190.26 inside of its income the past year. The increase of debt is explained as follows: During the past year we have been obliged to issue bonds to the amount of $62,000, to take up $55,000 in notes fraudulently issued by J. V. Felker, with interest, and costs of court; but we have also retired bonds and placed in the Sinking Fund enough so that our net increase of debt is only $3,644.63. There is now out a note amounting to $25,000, fraudulently issued, for which the city is being sued.


In conclusion I would bring to your attention the necessity of pro- viding a good sized vault in City Hall as many valuable papers and rec- ords are unprotected from fire.
