SCHOOL COMMITTEE

REPORT OF THE SCHOOL COMMITTEE.

In presenting the annual report to the citizens of Newburyport, the School Committee take pleasure in saying that the past year has been one of progress and improvement in many directions.

The Committee have made every effort to keep within the appro- priation for school purposes, and a brief summary of the annual financial statement will show that we have succeeded. The total income from appro- priations, tuition and all other sources was $46,892.10, while the expen- ditures were $46,592.03, leaving a balance of $300,07.

Much care has been given to the matter of the purchase of supplies and only such purchases have been authorized as seemed absolutely essen- tial. A new card system has been put in operation, by which it will be possible to tell at any time just what supplies of all kinds are on hand in the different schools.

Believing that every precaution should be taken to protect the chil- dren from possible danger, weekly fire drills were ordered in all the school throughout the greater part of the year.

Early in the year a special committee of eight (three members of the School Committee, two other citizens, the Principal and two pupils of the High School,) was appointed to have entire control of all things re- lating to the athletic interests of the High School. This committee, by the results it has already secured, has justified its appointment and might well be made a permanent part of the machinery of the School Committee.

The course of study in the High School has been revised to the extent of eliminating Latin as a required subject in the Scientific Preparatory course and providing additional work in science and history. Owing to largely increased registration an additional teacher has been employed in this school since the opening of the fall term.

The study course of the primary and grammar schools are now being considered by a special committee with a view to simplifying and strength- ening the work.

The committee gratefully record the following gifts during the year :- Mr. Paul A. Merrill has generously continued the prizes for public speak- ing in the High School which he has given for several years past. An anonymous donor has presented to the High School a handsome bronze tablet containing Lincoln's speech at Gettysburg. The Harvard Club of this city has voted to establish a scholarship in Harvard College of the value of $150 annually for boys residing in Newburyport, Newbury and West Newbury. The Woman's Club has placed sanitary drinking foun-

tains in the Johnson and Kelley Schools and has shown deep interest in everything relating to the appearance, equipment and sanitary condition of the school buildings. Under their management wholesome lunches at reasonable prices have been provided at the noon recess at the High School. £ The Committee gladly acknowledge these gifts and rejoices at the interest thus shown in the welfare of our schools.

We feel compelled to reiterate our oft-repeated statements as to the need of many improvements and enlarged school accommodations. Some repairs have been made during the year but many still remain to be done. It is our earnest hope that the city authorities will take definite steps early in the coming year to provide a new schoolhouse in ward six and to make some improvements in other buildings that are very important.

For detailed information about the finances and other important topics the Committee refer to the report of the Superintendent and others ap- pended hereto.

The Committee cannot close this report without reference to the loss sustained by the enforced withdrawal of Dr. John F. Young because of serious illness during the greater part of the year. The Committee have greatly missed him from their councils and gladly take this occasion to testify to the invaluable services he has rendered the city for many years as a member of this Committee. Bringing to the deliberations of the Com- mittee a ripened and well-balanced judgment, devotion to the highest inter- ests of teachers and children alike, and a sweet reasonableness of spirit, he has been a faithful and most valuable public servant, His associates in the Committee join with all good citizens in an expression of sincere regret at his enforced withdrawal from public service and in wishing him complete restoration to health again, together with the hearty assurance of the community's grateful appreciation of his long and valuable services.
